The BSNL overlooked the PMO’s directive and ordered for immediate purchase of 10 million GSM (mobile) lines from Ericsson worth Rs 4,000 crore without tender. This high-volume purchase was ordered soon after the Prime Minister’s Office directed the BSNL board to scrap the mega tender for the purchase of GSM lines and suggested a new model called Managed Service Model.
The PMO’s directive came on the recommendation of a committee headed by Prime Minister’s adviser Sam Pitroda and the findings of the Central Vigilance Commission (CVC).
