As per field reports, the Honourable High Court has held as under :
1      JTO Examination for all vacancies since 2000 be held in one sitting.
2.     Employees who satisfy the eligibility condition of the respective year of vacancu alone are eligible to appear for that year's vacancy
3       Even employees who have crossed the age limit as of today, are eligible to compete in the examination of respective year vacancy, if they otherwise satisfy the age limit pertaining to that year of vacancy.
4       Employees who do not fulfill the eligibility condition for a particular year vacancy or not to be permitted to compete for the vacancies of that year.

Decisions taken in the sports board meeting BSNL

BSNL added 2.2 million subscribers to reach a total subscribers base mark of 83.6 million. Economic times

NEW DELHI: India's GSM subscriber base grew 2.53 percent in January with the addition of 13.71 million mobile phone users, of which telcom giant Bharti Airtelalone signed up over 3.3 million. 

The total number of subscribers in the country crossed 556.68 million as against 542.97 million the previous month, data released by Cellular Operators Association of India (COAI) showed. 

Bharti Airtel now gains a market share of 27.99 percent, with 156 million subscribers - the highest in the country. 

Vodafone added 3.1 million subscribers in the country to have a total of 127.36 million subscribers. 

Idea Cellular followed up with an addition of 2.51 million subscribers to take its total subscribers base to 84.29 million. State-owned BSNL added 2.2 million subscribers to reach a total subscribers base mark of 83.6 million. 

New telecom operator Uninor added 1.8 million to have a total of 20.3 million subscribers.

FNTOBEA Tamil Nadu Circle co ordinators meet at Mayiladuthurai.

The Tamil Nadu Circle FNTOBEA Co ordinators  meet was held at Hotel  Silambu, Mayiladuthurai on 16 02 11 from 10 am onwards. 
Before the meeting, flag hoisting was done at Telephone exchange,  Mayiladuthurai in the presence of Com C.A.Dass,R.V.Jayaraman, Murugan of Chennai  telephones,presided over by Com Rajarajan of Kumbakonam. FNTOBEA  GS P.Andiappan hoisted the FN TOBEA flag.
The Co ordinators meet was presided over  by Circle President G.K.Soundararajan. Com Mathialagan welcomed the gathering. Circle Secretary explained the importance of the meeting,contribution of Tamil Nadu circle FNTOBEA to BSNLEU’s victory,strengthening of the organisation,conduct of branch,district and circle conference within a time frame etc. District coordinators  Com E Chandrabose ,,  Com Manohar DS, Kamraj ,Karaikudi Porul Ponnaiah, Balakrishnan,Mahendran,
 Sundaramoorthy  explained in detail about their participation in election campaigns,enrolment of members etc.
Comrades Rajarajan ,Sr.comrade Mohanasundaram ,Com Murugan Jt.circle secretary of Chennai Telephones along with Comrades Gopalakrishnan,Srinivasan,Rajasekar took part in the deliberations.

16 02 11 FNTOBEA co ordinators meeting.

11.02.2011:The orders for pension revision are under submission to Finance Wing in DOT i.e DDG(FEB). The file has been cleared by SO(FEB) and it has been sent to ADG(FEB) today. ADG(FEB) is likely to take another 2 days and he may clear the file by 15.02.2011. Its backward journey to Member(S) may take another 2 days. Further release of orders and Hindi translation etc. may take another week or so. After all the orders may be issued just before 28.02.2011 which is the target date for DOT to issue the orders for pension revision.  Major Cable theft at Kalyan/Ulhasnagar:  BSNL Landline services are severely affected since last two days in the commercially important cities of Kalyan and Ulhasnagar  due to major Cable Theft activity took place on the night of  8th Feb 2011 in which Underground cables of size 1200 pr and 800 pr which were laid and buried underground with about 1mtr depth have been systematically and in planned way taken  out with help of all tools and manpower, made cut on working cables and stole away about 5 Mtrs pieces of 7 primaryhigher size cables at Ulhasnagar, just within 100 mtrs away from Main Telephone Exchange,Ulhasnagar-2, affecting More than 4000 Telephone numbers including many of Leased lines,Data ccts,ISDN lines etc and  paralyzing the   services of very-very important businesscenters,Banks,CourtMuncipal Corporation and many of Govt and private offices, similarly in the same fashion 4 primary cables of size 1200 pr have been stolen from the equally important  Rambaugh area of Kalyan, where also more than 3000 Telephone numbers of commercially and revenue point of view very important area of Kalyan become dead.


 BSNL has lost not only huge Revenue and incurring extra Expenditure on restoration operation but also suffered a great image loss of not providing uninterrupted services to commercially important customers,FIR has been lodged with concerned Police stations, News has been flashed on print and electronic media, where questions has been raised of safety and security of our national assets.


 This act of great Cable Theft/Robbery has stunned BSNL employees and customers as how to survive and grow with cut throat competition. All the members are  appealed to remain on high alert and be vigil to check such types of activities.

Moreover, despite getting inferior spectrum, the BSNL was asked to pay amount similar to what private companies paid after bidding. Pan-Indian BWA spectrum was sold for Rs.12,847 crore. While only one player opted for the bidding process last year due to high prices, the BSNL was given no choice to opt for circles and forced to pay Rs.8,000 crore for pan-India licence (barring Delhi and Mumbai circles where MTNL operates). And this is when the State-owned company suffered a loss of over Rs.1,800 crore in the last fiscal, a first in the company's history.
For BWA services, most private operators have shown interest in adopting LTE (long term evolution) technology due to its high-speed and greater efficiency. But the BSNL has been allocated band on which it cannot launch LTE services. While private operators can use both WiMax and LTE technologies, the BSNL will have no road map for LTE, which is being dubbed as the technology of future.

Sub:    Rate of calculating entitlement to Earned Leave (E.L) and Half Pay Leave (HPL).


      The undersigned is directed to say that matter regarding entitlement of a Government servant, who dies while in service, to Earned Leave under Rule 27(2)(b) and Half Pay Leave Rule 29 (2) (c) of the CCS (Leave) Rules 1972 has been under consideration of this Department.

2.       At present rule 27 (2) (b) says ‘when a Government servant is removed or dismissed from service or dies while in service, credit is allowed at the rate of 2 1/2 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service.’

Similarly Rule 29 (c) says ‘When a Government servant is removed or dismissed from service or dies while in service, credit of half pay leave shall be allowed at the rate of 5/3 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service or dies in service.’

3.       These rules adversely affect cases where the death of a serving Government Servant occurs on the last day of the month as the day of death is treated as his last working day. Clause (b) of sub rule (2) of rule 27 and clause (c) of sub-rule (2) of rule 29 of the CCS Leave Rules is modified as under :-

Rule 27 (2) (b) ‘When a Government servant is removed or dismissed from service, credit is allowed at the rate of 2 1 /2 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies, while in service, credit of Earned Leave shall be allowed at time rate of 2 1/2 days per completed month of service up to the date of death of the Government Servant.’ Rule 29 (2) (c) ‘When a Government servant is removed or dismissed from service, credit of Hall Pay Leave shall be allowed at the rate of 5/3 days per completed calendar month up to the end of the calendar month preceding the calendar month in which he is removed or dismissed from service. When a Government Servant dies while in service, credit of Half Pay Leave shall be allowed at the rate of 5/3 days per completed month of service up to the date of death of the Government Servant.’

4.      These orders take effect from the date of issue.


5.      So far as persons serving in the Indian Audit & Accounts Departments are concerned, these orders are being issued after consultation with the C&AG of India.

India is also probing whether state-run telecom firm Bharat Sanchar Nigam Ltd (BSNL) appointed franchises for broadband wireless access without charging any upfront payment, the Hindustan Times newspaper reported, citing a note from the Telecoms minister.


BSNL had appointed franchises on a revenue-share basis, even after paying Rs 80 billion ($1.77 billion). 

"It has been pointed out that 'cheap access' has been provided to these franchisees by BSNL, including costly broadband wireless access spectrum in metropolitan cities for which BSNL has already made massive upfront payment," Telecom Minster Kapil Sibal was reported as writing in a note to the Department of Telecom secretary. 

BSNL chairman Gopal Das declined to comment, saying he has not seen the newspaper report.

To date, none of the companies have shared any revenue with BSNL and no services have been provided. The firms were also allowed automatic renewal of contract and a one-year moratorium in payment after winning the bids.

Telecom operator BSNL has more than 2.5 million 3G subscribers, NK Yadav, Head of Value Added Services for BSNL, said at the VAS India conference in Mumbai last week. “Last year, we got 1 million customers, but mostly in northern circles. At present we have more than 2.5 million 3G customrs in 650 cities, with almost all circles covered, but this is hardly 3% of the total wireless base of 90 million (BSNL subscribers). Monthly additions are hitting 8% in 3G connections.”

Most of BSNL’s 3G value added services are through BSNL live, and according to Yadav, Data has become the main revenue earner for BSNL in Non-SMS VAS, surpassing Caller Tunes for BSNL. Yadav said that the data usage on BSNL networks has increased six-fold, but didn’t mention whether this was by virtue of USB data card usage, or through mobile handsets. Also note that later that day, an industry exec suggested to us that BSNL was among the last to launch caller tunes, and they didn’t have much of a subscriber base anyway.

       The undersigned is directed to refer to the Office Memorandum, of even number, dated the 31st May, 2007 and 29th August, 2007, vide which the entitlement of the son of a CGHS beneficiary beyond the age of 25 years was conveyed. As per the two Office Memoranda under reference, it was indicated that a son of a CGHS beneficiary suffering from any permanent disability of any kind (physical or mental) will be entitled to CGHS beneficiary even after attaining the age of 25 years. It was clarified that the following will be the disabilities, as defined in Section 2(i) of "The persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (No.1 of 1996)" to entitle a son of a CGHS beneficiary to avail CGHS facility irrespective of his age:-

(i) Blindness:
(ii) Low-vision
(iii) Leprosy-cured
(iv) hearing impairment
(v) locomotor disability
(vi) mental retardation: and
(vii) mental illness

2.        Subsequent to the issue of the Office Memoranda under reference, the Ministry of Health and Family Welfare has been receiving requests for inclusion of ailments like renal failure, autism, etc., within the definition of "disability" so that sons of CGHS beneficiaries could avail CGHS facility irrespective of the age of the son.

3.       After careful examination of the matter, it has been decided that the definition of permanent disabilities, of sons of CGHS beneficiaries, to avail CGHS facility be expanded as below:-

(i) Blindness:
(ii) Low-vision
(iii) Leprosy-cured
(iv) hearing impairment
(v) locomotor disability
(vi) mental retardation: and
(vii) mental illness

(ii) Disabilities defined in Clause (i) of Section 2 of National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (No.44 of 1999), which presently covers a person suffering from any of the condition relating to autism, cerebral palsy, mental retardation or a combination of any two or more of such conditions and includes a person suffering from several multiple disability.

it is clarified that Permanent Disability" means a person with eighty per cent or more of one or more disabilities. In order for the son of the CGHS with permanent disability to avail CGHS facility, the other normal condition of dependency and normally residing with the CGHS beneficiary will continue to apply.

Recognition after 5th membership verification :- Vested interests are spreading the rumour that BSNLEU would not be given recognition due to the Kerala High Court Directive. This is totally baseless. The Kerala High Court directive does not bar the management from granting recognition to BSNLEU. Com. P. Abhimanyu, GS, BSNLEU met the Senior GM (SR) today and discussed the issue. Sr.GM (SR) assured our General Secretary that recognition order will be issued. He also stated that the court directive is not a bar for granting recognition.

Bank Management has the right to reject VRS offer-Supreme Court-The Hindu

The management of a nationalised bank has the discretion either to accept or reject an employee's request for voluntary retirement under the Voluntary Retirement Scheme (VRS) and he cannot claim a mandatory right that his request should be accepted, the Supreme Court has held.
A Bench of Justices Aftab Alam and R.M. Lodha said: “The object of the Scheme was not to reward the good officers or to punish the bad ones. Even though depending upon personal circumstances, VRS might have appeared to some individual officers as personally beneficial, it was not envisaged by the bank as a means to give personal rewards or to punish individual employees by granting or refusing to grant VRS to them.”
The Bench set aside an Allahabad High Court judgment quashing the decision of the Indian Overseas Bank not to accept the VRS request of respondent-officer Tribhuwan Nath Srivastava holding that the bank had no absolute discretion to reject the request under the IOB Officers/Employees Voluntary Retirement Scheme – 2000, which remained in operation for five weeks from December 15, 2000 to January 19, 2001.

NEW DELHI: Two leading operators, RCom and Bharti, have approached the government seeking to prematurely exit from the rural telephony scheme under the USO subsidy without fulfilling the commitment they had made by winning bids in 2007 to provide telecom services in villages. 

The government has an over Rs 14,000 crore corpus under the Universal Service Obligation (USO) Fund. All service providers contribute to this fund and it is used to provide subsidy to operators and infrastructure providers to set up operations and offer telecom services in rural areas.

If an employee is living in a rented house, exemption is allowed to the extent of the least of the following...
Actual House Rent Allowance received from your employer
Actual House Rent paid excess of 10% of salary
50% of basic salary, if residence is in a metro or 40% of salary in non-metros.

For example :
If an employee is getting basic pay of Rs.15,000 pm, and HRA is 4,500. He is paying rent as Rs.2,500
calculation of amount of House Rent Allowance admissible for imcome tax exemption will be...

1. HRA received (12 x 4,500 = 54,000) : 54,000

2. Rent paid in excess of 10% (30,000 - 18,000) : 12,000

3. 50% of salary : 90,000

Out of the total of House Rent Allowance of Rs.54,000 received, Rs.12,000 which is the lease of the three items is admissible for income tax exemption. So the balance of Rs.42,000 will be include under income.
