The meeting accorded a warm welcome to 200 new members joined FNTO from various unions and also reorganized the office bearers. RESOLUTIONS OF CENTRAL WORKING COMMITTEE
 
Our CWC was held  on 24th and 25th July at Kolkota. Inaugural session was graced by S/Shri . Pradip Bhattacharya President INTUC  West Bengal, Raman Pandey G.S  INTUC W.B , C.Singh  GS NFTE, A.K.Garg  CGM and other leaders. After detailed  discussions the CWC passed the following resolutions.
 
Resolutions/ Decisions:
1. NUBSNLW/FNTO will face 5th verification in its name, FNTO in alliance with like minded unions
2. CHQ will persuade NFTE to implement its agreement with FNTO (signed on 6/10/2008 ) i.e., to face 5th verification jointly in the name of FNTO
3. FNTO will negotiate with  all other unions also to come under the  banner of FNTO to face election under a common minimum program (CMP)
4.CWC endorsed 7th Sept 2010 strike call given by INTUC and  other trade  union centres
5. CWC resolved to fight disinvestment and VRS with the guidance and cooperation of President INTUC.
 
CWC appreciated the formation of All India Pensioners Forum under the convenorship of Shri. D.D.Mistry  and decided to strengthen FNTO women wing and contract labor organization CWC meeting was hosted by Kolkota Telephones and Sri. Alok Nandi Deputy General secretary delivered vote of thanks.

Great and sustained efforts of SNEA(I) in seeking timely intervention of CVC to expose a big scandal of procurement of obsolete Cordect technology by TN Circle of BSNL at huge cost of 35 crores from M/s Midas Communications is fully vindicated –
Contract for procurement of redundant Cordect technology by TN Circle from MS Midas Communications is terminated by validation committee since it failed to meet technical requirements. Bank guarantee of Midas communications worth Rs 2 crores ceased by BSNL. The appeal of Midas Communications against termination of contract by BSNL in Hon’ble Madurai Bench of High Court of Chennai will be heard on 02.08.2010. Interestingly, Dr Ashok Jhunjunwala was on board of directors of both BSNL and Midas Communications when BSNL decided to procure obsolete technology, raising serious issues about the role of Dr Jhunjunwala in forcing BSNL to procure redundant technology from Midas Communications.
This Association relentlessly and courageously pursued the matter with CVC to expose the big fraud that procurement of Cordect technology was. We are extremely thankful to CVC for their timely, serious and effective intervention in directing DOT to get to the root of the issue that forced DOT to initiate serious investigation into the whole issue.
However, this Association stands committed to severely take to task concerned highly corrupt officers of BSNL Co who were having a close and unholy nexus with Midas Communications and were consistently coercing TN Circle to place the orders for purchase of obsolete equipment from Midas communications. These corrupt senior officers who stand fully exposed need to be sent to gallows for playing with resources of BSNL. We shall not spare them, even though they have started escaping here and there from the sensitive positions they held in BSNL Co which they grossly abused to develop unholy nexus and commit virtual frauds. 
This Association has however greatest satisfaction of saving precious Rs 35 crores of BSNL which would have been surely squandered away but for timely and relentless intervention of this Association.

n a letter to the Department of Telecom, the Canada-based smart phone maker said, “We would like to make an urgent meeting with you in order to explain and clarify the standard manner in which data travels or is transmitted when a Blackberry device is used by a consumer. In simple terms it is no different from how standard data packets currently travel over the network.”
Security agencies had raised concerns about Blackberry devices, Skype services and Gmail because data being transmitted through these networks are highly encrypted. This does not allow the security agencies to snoop into these networks.

FNTO was represented by General Secretary in the meeting.

Regular use of a mobile phone for more than four years almost doubles the chance of developing tinnitus - the debilitating condition that causes constant ringing or buzzing in the ears.

A study has found that people who used their mobile phone for an average of 10 minutes a day were 70 percent more likely to have tinnitus.

But those who used their phones on both ears, and those who had used a mobile for four years or more were twice as likely to have tinnitus, reports the Telegraph.

Tinnitus, which affects millions of people worldwide, is considered a debilitating condition as sufferers may constantly hear a rushing, roaring or high pitched tone in one or both ears most of the time.

The most common cause is damage to the hearing through trauma or exposure to loud noise, however it can also be triggered by some mental or physical changes such as depression, redundancy and illness.

The findings published in the journal Occupational and Environmental Medicine and may help explain why the number of people reporting tinnitus is increasing.

It is thought the microwave energy produced by the phones might be the cause of the problem.

Hans-Peter Hutter, Institute of Environmental Health, University of Vienna, in Austria compared 100 people with tinnitus to 100 similar people without the condition.

He said that although they relied on people reporting their own mobile phone use and could not be sure if this was accurate, the results were “unlikely to be spurious”.

“Our results indicate that high intensity and long duration of mobile phone use might be associated with tinnitus,” Hutter added.

Rural areas to be concentrated in future by BSNL

A percentage of non-urban subscribers that is higher than the average in other circles has helped GSM mobile services operator Idea Cellular cross the 10-million mark in the Maharashtra and Goa circle, the first in 22 circles in which it operates, to do so.
With two-thirds of its total subscriber base coming from rural markets, Idea has highest percentage of non-urban subscribers amongst other GSM players.
“In Maharashtra the percentage is higher, nearly 75 per cent of our total base,” Mr Rajat Mukarji, Chief Corporate Affairs Officer, Idea said.

These companies have been giving tough competition to established players such as Nokia, Sony Ericsson, and Samsung etc., which are now losing market share. A recent report by International Data Corporation (IDC) showed that Nokia's market share in India dipped from 64 per cent between 2008 and 2009, down to 52.2 per cent in 2009 to 2010, while Indian brands had a 14 per cent market share in 2009 to 2010, up from about 3 to 4 per cent in the previous year.

National convention held at Delhi today was a grand success that thousands of BSNL workers participated from Delhi, NCR and other states. General Secretaries of all BSNL unions/associations and leaders of various trade union centers participated and addressed the convention.

On behalf of INTUC Dr. Sanjeev Reddy, M.P, President INTUC addressed the convention and offered full cooperation for settlement of BSNL workers issues and also to defend the PSU from disinvestment, VRS etc.

K. Vallinayagam G.S FNTO demanded that the govt. should compensate for rural connectivity as asked for by CMD BSNL to keep the company viable and to continue the social obligations.

Our comments: On one side, we have to improve our performances by serving the customers.  There are complaints that contractors never opt for BSNL because payment is delayed citing one reason or other.  BSNL management is also keen that contractor bills; should be settled as and when the work given to them is completed.  In spite of so many instructions, they are simply ignored by top level officers.  When an officer in BSNL is receiving more than Rs. 50,000/- per month, what is the need for getting bribe of one lakh through an agent.  Whether BSNL is not paying to maintain the family.  Is it the best way to get money from a contractor?
Even pension is calculated, he is likely to receive more than Rs. 20,000/-. Why corruption in BSNL. Let all join together to weed corruption in BSNL.

Asserting that it was forced to pay a whopping Rs 18,500 crore for 3G and Broadband spectrum, the employees associations of BSNL today asked the government to refund the money and threatened to go on strike if the demand was not met.

The Joint Action Committee (JAC), represented by three lakh executives and non-executives of BSNL, has called a convention on Monday, demanding the refund of the spectrum money as well as exempting the PSU from paying license fees on fixed lines, among other concessions.

According to them, BSNL was not given the option to bid and choose circles of its choice like other private players. Rather, it was given spectrum for all the circles barring Delhi and Mumbai (where another PSU, MTNL, got the radio waves) and asked to match the winning bid.

Our comments: At one point of time, prepaid connections were in great demand.  We were not able to provide that.  Now Broadband is on demand in almost all circles.  But we perform below the target. We all raise to the occasiion and provide broadband connections at all places ,achieve the target and increase our revenue.

Promotion policy-Extend dates.

Last date for  giving option for  non executives promotion policy is 22 07 2010.Unions in BSNL have already raised some doubts regarding pay fixation, monetary loss etc. with the BSNL management. 


Only 4 days remain for issue of clarifications by the BSNL management.  The manangement has to issue clarifications, clarifications letter must reach all the non executives and then only, we can read and exercise our option whether to go for new scheme or to continue in old scheme. 


It is high time that the BSNL management has to issue clarifications,then postpone of giving options at least by 15 days for non executives to know what is in store from clarifications to be issued by BSNL..

From reliable sources, it is confirmed that Nationalised banks hesistate to sign agreement with BSNL for providing loans to BSNL employees due to varying interest rates announced by Reserve Bank of India.  However, BSNL management is trying to get extension for  the memorandum of understanding already signed  banks.

NEW DELHI: Bharti Airtel, India's top mobile operator, signed up 3 million mobile subscribers in June, taking its total to 136.6 million subscribers, data from an industry body showed on Friday.

Vodafone Essar, the country's third-largest mobile phone operator and controlled by Vodafone, gained 2.7 million subscribers in June to have a total of 109 million, the Cellular Operators Association of India said.

Sixth-ranked operator Idea Cellular added 2.16 million subscribers in June to have a total 69 million.

The tariff war unleashed last year by new entrants and dual tech players particularly during the second half of last fiscal has lent a heavy blow on the financial performance of operators and the industry as a whole, reveals research findings from Cybermedia’s Voice&Data magazine.
“This is the worst telecom services revenue growth in the last five years. More tariff wars are not sustainable. There is likely to be consolidation ahead which should arrest more tariff wars and revenue attrition. The 3G rollout and rising broadband penetration, including wireless broadband, will also help improve service revenue—but the impact of these will be felt more in fiscal 2011-12 than this year,” says Prasanto K Roy, chief editor, CyberMedia India.

New Delhi: It seems like Telecom Minister A Raja has become more aggresive these days in addressing the teething issues in telecom sector as he is meeting the telecom players for the second time in seven days.
The minister is meeting the telcos today to discuss the "recent issues in the telecom sector". Industry sources say the meeting would mainly focus on issues related to broadband and how to increase the penetration as fast as possible.
He had convened a meeting with the sector players on 7th of this month mainly to discuss issues related to Trai's 2G proposals in which the regulator suggested that operators holding radiowaves over 6.2 MHz should pay charges at rates linked to 3G prices.
Almost all the telecom players opposed to TRAI's recommendation as they fear if the recommendations are accepted by the DoT, they would have to fork about Rs 20,000 crore for keeping spectrum beyond 6.2 MHz.
The country's second largest mobile player, RCom, however, had welcomed these proposals.
 
Our comments: When govt. itself is focussing how to increase broadband in all areas, BSNL is still struggling to go for all out for broadband connections saying some thing or other.  Problems like non availability of cable, skilled people for removal of faults, shortage of modem etc. hamper our growth.  it is all our duty to see to provide broadband wherever possible at the earliest.  We need not go for blame game hereafter in BSNL.  It is everybody's duty to see to improve the revenue of BSNL.

NEW DELHI: The government on Thursday constituted a six-member panel, headed by cabinet secretary K M Chandrasekhar, to identify chief executives for telecom PSUs BSNL and MTNL.

Other members of the search panel are secretary (personnel) Shantanu Consul, telecom secretary P J Thomas, IIT Chennai professor Ashok Jhunjhunwala, IIM Ahmedabad professor Samir Baruha and IISC Bangalore professor N Balakrishnan.

Telecom minister A Raja approved the forming of the panel this morning, a senior DoT official said.

The panel has been formed in line with the Sam Pitroda committee's recommendation for selecting top executives of PSUs from various sectors, as part of a restructuring plan for BSNL.

HC dismisses petition by BSNL franchisees

The Madras High Court on Tuesday dismissed a petition seeking to quash BSNL's Franchisees Sales and Distribution Policy-2009 and a consequential notice inviting franchisees in Tamil Nadu circle.
Dismissing the petition, Justice K Venkataraman noted that before introducing the policy, a survey had been conducted and its report placed before the Board of Directors.
After analysing the report, the company seemed to have formulated policy-2009. Hence, the aim and reason for introducing the policy could not be faulted, the Judge said, adding it was after all a business policy undertaken by BSNL to compete effectively.

MYSORE: Concerned over the police action against retail dealers of cellphone operators, members of the Mysore Telecom Dealers Association on Tuesday took out a bike rally urging the deputy commissioner to intervene and settle the issue.

The city police, who recently unearthed a fake documentation scam to obtain several SIM cards on the same address, are cracking down on dealers in connection with misuse of records. So far, over a dozen dealers were arrested and sent to judicial custody. "This has worried us," said Association president Nirmalchand.

"We have been doing business on behalf of different mobile phone service providers for years. But the scam came to light now, thanks to city police. But our concern is not to book innocent persons."

The protestors said the document submitted by customers reaches the company after passing through various levels and the dealers play insignificant role. But the company after activating SIM cards must verify the address given by the dealers/customers by telephoning that number. If the user is found different or address contradicts with each other, the service provider must ask the user to re-submit application within a specified time and de-activate the number, according to rule book.

Over 200 dealers participated in the rally and the association members staged a sit-in in front of the deputy commissioner's office before submitting a memorandum to additional district magistrate Betsurmath. The rally commenced from the north gate of Mysore Palace and culminated at DC office. 


Our comments: There is a general tendency among operators, cell distributors to distribute free sim cards to show the public that there market share is increasing day by day.  In Jammu Kashmir, BSNL is able to give recores for 90% of the subscribers whereas other operators are able to present only 40% only.  So the inflated figures of subscribers will be down once 100% check is made .

The government has asked the operators to get their security on BlackBerry in order. However, on its part BlackBerry-maker Research In Motion is not too keen to send a team to India just on the request of operators.

Canada-based RIM in a letter written to COAI, a representative body for GSM operators in India, has said that: “It is surprised that the security issue is being raised again since it had assumed that the matter had been resolved in 2008 itself.”

Dr. Gwandu said that the NCC is in agreement with the issue of health concerns relative to the location of the installation of these masts but that the Commission is working to amend existing regulations to tackle such.
“But if we are talking about health with respect to emission of radiation, this is something that no person can tell you that there is absolute evidence.
The World Health Organization has conducted series of research and there is no conclusive evidence of any impact on human health. It is the non-ionizing emission that is coming from towers and masts and it does not upset molecules in the body. So that means there is no evidence that is conclusive in terms of impact and this is a major issue for the whole world not only for Nigeria.
“So when you say health let us not look at it from that angle, there is no evidence of impact, there has been research but non-conclusive”, he said.

With no operator getting pan-India footprint for 3G because of high bid for spectrum, telecom czar Sunil Mittal today slammed the auction design, saying it created an artificial scarcity.
The government has earned over Rs 67,700 crore from the sale of 3G spectrum with pan-India bid touching Rs 16,750 crore. Bharti paid Rs 12.295.46 crore, the most among operators, for 3G spectrum in 13 circles, including Delhi and Mumbai.
The pan-India reserve price for 3G spectrum was Rs 3,500 crore.
To a question on operators initially welcoming the auction process, but later opposing it after bid prices touched sky high, Mittal said "we welcomed the auction process for giving spectrum out. The auction design we never welcomed.
"The auction design, given that the auction will close when all 22 circles close, to my mind lends itself to mischief by some of the non-serious players," he said.
Global consultants NM Rothschild was the lead auctioneer, contracted by the Department of Telecom (DoT).
After the end of the 34-day long auction process for 3G spectrum, Bharti had said "we would like to point out that the auction format and severe spectrum shortage, along with ensuing policy uncertainty, drove the prices beyond reasonable levels.
The government had estimated Rs 35,000 crore revenues from the sale of 3G and Broadband Wireless Access (BWA) spectrum but it got over Rs 1,06,262 crore, an amount that would bring down the fiscal deficit of the Centre by about one percentage point.
Mittal has already said that 3G service will not come cheap, especially for the subscribers in the metro cities like Dand Mumbai, where the 3G spectrum bid was the highest at Rs 3,316.93 crore and Rs 3,247 crore respectively against the reserve price of Rs 420 crore each.
As per the auction format, the bidding remained open till the demand and supply became equal in all the circles.
This created a situation of an artificial scarcity and drove the prices beyond reasonable levels, Mittal said, adding this would determine the tariffs for 3G mobile services offering high-speed broadband.
Similarly in case of BWA spectrum auction the all-India bid touched Rs 12,847.77 crore vis-a-vis reserve prices of only Rs 1,750 crore.
In the BWA auction, only Infotel Broadband, which was later acquired by Mukesh Ambani-led RIL, bagged the pan-India spectrum while other leading players like Airtel could manage to get the radio airwaves only in four circles.
In fact Anil Ambani group firm RCom and Vodaofne exited from the auction citing high bid prices.

Mumbai, July 12: Telecom stocks have been the major laggards in the stock market over the past year and a half. Markets have been factoring in lower profits for the firms as competition increases.

The fears seem to be coming true this quarter. Leading brokerage houses are projecting a lower profit for telecom companies in the first quarter, compared to the last year as well as the previous quarter.
Apart from rising competition, the large amounts paid by the firms for 3G and broadband spectrum are also expected to weigh in. Bharti Airtel seems to be a favourite stock in the sector, though some analysts also favour Idea. Many research houses are waiting for more clarity on the tower deal with GTL before they rate Reliance Communications.

Mumbai-based Motilal Oswal expects Q1 profits of telecom sector majors to be down 43.8 per cent versus the last year and 26.7 per cent versus Q4 of FY10.

The brokerage expects higher finance charges to account for the drop in profits. For Bharti Airtel, interest cost will rise due to the debt taken on for acquisition of Zain’s African business, notes Edelweiss.
Apart from core business concerns, the loans taken on for 3G and broadband spectrum have also stretched balance sheets, the broker adds.

Apart from high debt, the impact of increasing competition is also visible. The average revenue per user (ARPU) for the industry has been falling quarter after quarter, notes Angel Broking.
The figure is expected to fall further as operators offer schemes with billing rates of under one paisa/second. One positive for the sector, remarkably, could be the fact that the first quarter of FY11 saw fewer subscriber additions compared to the earlier three month period. This may indicate that companies are now paying more attention to subscriber quality, says Motilal Oswal.

As per the audited accounts of BSNL for 2008-09, the rental revenue from rural basic lines is about Rs 1,048 crore from 1.5 crore lines, which translates into a revenue of Rs 58 per line per month.

Similarly, all the other recoveries, including call charges revenue and PCO income, come to about Rs 1,696 crore, which is a revenue of about Rs 94 per line per month.

On the other hand, during the same period, the OPEX of BSNL on rural lines was Rs 12,681 crore, which reflects an expenditure of Rs 702 per line per month. This excludes a depreciation of Rs 4,658 crore after taking into account 50 per cent extra expenditure on rural areas, Goyal said in his letter.

Why BSNL has to incur loss? When private operators don't want to operate in rural areas, what made BSNL to operate in rural areas.  Because of operating expenses in rural areas, BSNL is incurring losses.  When JAC approached for 78.2% IDA, committee appointed for that purpose told JAC that our company is running at loss and so 78.2% IDA cannot be given now.  Moreover ED finance also told that whether fitment can be reduced for executives and non executives.  Why our staff has to suffer for no fault of ours.? The decision of the govt. is expand telecom in rural areas  and they have to bear it.  The govt. should not leave BSNL in lurch .  Because of operation in rural areas, where income in not in commensurate with expenses, BSNL is incurring loss. Our CMD has come out with clear cut figures that
operating expenses per line is Rs.702 but income is Rs. 94 per month. This has to be compensated by the govt.

Public sector telecom service provider BSNL has alleged that RComm had been indulging in illegal conversion of its international calls as local calls since 2004, thereby causing huge loss to BSNL.
A Bench headed by Chief Justice S H Kapadia while flaying BSNL for “not stopping the arrangement” with Reliance said: “Why didn't you stop the arrangement. You just relied on the penalty clause. It is a serious matter. We will examine it. Steps should be taken to stop such practices.”
“ If that is so (BSNL’s allegations), we will cancel its (Reliance) interconnect agreement and take stringent measures against it,” Justice Kapadia observed while posting BSNL’s petition along with the one filed by Reliance for hearing on August 27.

Indian government is becoming increasingly paranoid regarding telecom security of India. This is happening because India is not at all aware about the aspects of telecom security. There is no proper legal framework and regulatory norms for telecom security in India. There is an emergent need of establishing, in reality and not on papers or through assurances alone, Telecom Security Regulatory Authority of India (TSRAI).
The problem with India is that it is paying too much attention towards paranoid apprehensions rather than upon truth and reality. The worst part is that it is doing so even without verifying the correctness and truth of the security concerns by Indian security agencies. Perhaps, commercial interests and industrial lobbying is playing its hand.

The government plans to award BSNL a Rs 18,000-crore project to improve broadband connectivity in the country, throwing a lifeline to a company whose snail-like expansion plans have left it groping in the dark against fleet-footed private rivals.

The boadband for all project involves building WiMAX networks across rural India and laying a 5 lakh km optic fibre cable (OFC) to ensure that broadband connectivity reaches every panchayat, says a new proposal that is to be circulated for a meeting of secretaries on Monday. Though BSNL can strengthen and extend its own fibre and WiMAX networks, it must share the infrastructure with all private telcos.

C-DOT, has developed a solution called --shared GSM radio active network (SG RAN) -- which will allow BSNL to share its infrastructure in rural areas with up to three private telecom operators, reducing the infrastructure cost of each telco substantially.
"We are already in the process of implementing the SG RAN solution for BSNL. This solution will allow the same infrastructure to be used by three-four telcos at a time," C-DOT Director Vipin Tyagi said.
BSNL will be the first telco to implement the solution, he said. CDOT also is in talks with other operators for the solution.

Deo also wrote a letter to Lok Sabha Speaker Meira Kumar on Friday, Deo asked her to take up the matter “with the concerned authorities for appropriate action against Goyal.’’ The CMD’s nonappearance, his letter said, “has a serious bearing on the functioning of parliamentary committee system.’’

The Finance Ministry’s refusal to reimburse state-owned Bharat Sanchar Nigam (BSNL) the money (Rs 18,500 crore) it paid for 3G and broadband wireless access (BWA) spectrum should not surprise many, considering BSNL has a vast pool of assets — towers, cables and land — that it can deleverage not only to pay for spectrum, but also make itself attractive for potential investors, whenever it is ready for disinvestment. 

According to an internal assessment by an official in the finance wing of the Department of Telecommunications (DoT), BSNL could generate over Rs 5,000 crore from interconnect charges by leasing its base transceiver stations (BTS, or towers), and optic fibre cables. If it were to go the joint venture way, it would fetch over Rs 35,000 crore from BTS. BSNL currently has over 50,000 towers all over the country. “More than 30 per cent of the company’s mobile network capacity is lying unutilised,” says a senior director in BSNL.

If BSNL hives off its tower business, it could generate over Rs 50,000 crore, going by the current valuation attracted by Reliance Infratel. If BSNL’s real estate were to be leased, the rent alone could fetch over Rs 10,000 crore. An outright sale of land is ruled out, says the DoT official, but by current estimates it could fetch over Rs 60,000-70,000 crore.

The government Wednesday referred the objections raised by telecom operators to the recent recommendations of the regulator, including a controversial move to charge players holding spectrum in excess of 6.2 Mhz, to an internal Committee of the department of telecommunications (DoT).

At a meeting between Telecom Minister A. Raja and representatives of access service providers, cellular operators association and other stakeholders, it was decided that the concerns raised by the operators would be looked into by a committee headed by the Member (technology) of the DoT.

The managing directors of Mahanagar Telephone Nigam Limited and Bharat Sanchar Nigam Limited were also present at the meeting which discussed the recent recommendations of the Telecom Regulatory Authority of India (TRAI), on licenses, spectrum allocation, charging of spectrum and roll-out obligations, merger and acquisitions.

TRAI had recommended that the companies pay a one time fee for holding 2G radio spectrum beyond 6.2 megahertz (MHz) and the prices would be based on 3G prices.

Many telecom operators had slammed TRAI for linking the price of 'excess' 2G wireless spectrum to 3G pricing. Following which Raja assured the operators that he would listen to all the operators before finalizing any increase in the 2G spectrum fee.

Shocking but surely not surprising: Two senior officers of BSNL Management belonging to the ITS services – Sh Shabir Ahmed, ex- Director(HR)/BSNL, officer of the rank of Additional Secretary to Govt of India, and Sh Satya pal kalsi, ex- CGM/UP(E), also officer of Additional Secretary rank,  has been found to have undertaken commercial employment with MS Reliance Info comm. Ltd. without obtaining the permission of the government in violation of the provisions of rule 10(1) of CCS pension Rules, 1972.
 MS Reliance Infocomm. Ltd. has confirmed that both Shabir Ahmed and Kalsi joined consultants in Reliance within 15 days and 5 months of their retirement from BSNL respectively.
 The Central Government has imposed penalty of reduction of their pension by 25% for a period of one year commencing from July, 2010. While we are not at all surprised at involvement of Sh Satya Pal Kalsi because of his established dubious integrity, what has shocked us is the involvement of Sh. Shabir Ahmed because we always held him in high esteem. This Association wrote a number of letters to then CMD/BSNL, Sh. Prithpal Singh, demanding severe action against Sh, Satya pal Kalsi because of his rampant corrupt practices in 2002-03 as CGM/UP(E) and his very close nexus with Reliance Infocomm. Ltd., but because of fraternal ITS considerations no action whatsoever was taken against him, even he was not shifted out of UP(E).
 What is very significant is how much of vital business secrets and strategy both these officers would have passed on to Reliance Info Comm is evident from the fact that they were taken as consultants by Reliance just days after their retirement. How much incalculable damage would they have inflicted on business and commercial interests of BSNL because of their close nexus with Reliance when they were closely involved in taking critical policy decisions relating to business and commercial strategies of BSNL? A full fledged probe and initiation of criminal proceedings against both these officers would be appropriate and reveal huge losses BSNL would have suffered. This criminal action and betrayal of trust needs to be thoroughly probed and exposed.
 However, this revelation is only tip of an iceberg since hundreds and hundreds of   ITS officers were on the pay rolls of various service providers and joined them immediately after their retirements. Even huge number of retired ITS officers are working for private service providers as on date are securing huge favours from very senior officers in DOT dealing with matters of telecom policy and licensing.

Reuters) - An internal panel of the telecoms ministry will submit its report within a month on proposals including a share sale and other restructuring plans for the state-run phone firm, Bharat Sanchar Nigam Ltd, a government statement said on Wednesday.

This step is a victory for our combined efforts.  Regarding our demands, unions can put forth to the internal committee.

1.         NFTE/BWA will strive for change in recognition rules / code of discipline so that each union can preserve its identity besides getting minimum trade union facilities. For this purpose as suggested by Shri. OP Gupta (NFTE)/ BWA will try to bring all unrecognized unions under one umbrella including BSNLMS to settle the outstanding and long pending staff issues of BSNL Workers which were not cared by the recognized union since long.
 
2.         GS NFTE felt that the proposal of BWA/Three federations fighting next verification in the name of FNTO has to be placed before NFTE-CEC for consideration with all seriousness, and he assured to do the needful in this regard.
 
Apart from above, 78.2% IDA merger for fixation benefit, taking up certain cases with Govt./Ministry/DOT, were also discussed. The meeting was attended by K. Vallinayagam, GS FNTO, C. Singh,  GS NFTE and Islam, President NFTE.
 
JAC Meeting:   JAC met at 12 am on 6-7-2010 under the president ship of Shri Prahalad Rai (GS AIBSNLEA) discussed on the approach to 78.2% IDA issue with BSNL Management/the Committee. It also discussed elaborately about the conduct of Regional and National Convention. National Convention will be held at Delhi (Mavalankar Hall) on 19-7-2010. All Central Trade Union leaders will be invited to attend the convention.
 
            Later in the evening JAC met the committee headed by Shri S.R. Kapoor (Executive Director Finance) and discussed on the modalities of implementing 78.2% IDA merger for fixation benefit as per the DPE Orders. JAC reiterated the order should be given effect to from 1-1-2007 without any dilution. In case Management keeps its finger crossed over the above issue, the JAC has no option but to go on direct action.

How does MTNL look on the charts?

Quite good. It had quite a good rally since the start of last month. Before that, it had actually hit an all time low going way below its listing price as well. So along with Reliance Communications, this has probably been the best performing telecom stock in terms of percentage gains since the beginning of June and from the chart perspective, this looks like a continuation of that momentum.

BSNL preferred broadband provider.

With BSNL promising to provide high-speed wireless broadband connectivity to 11,500 common service centers, connecting 50,000 such centers under the Bharat Nigam program, as well as providing innovative services like live streaming of sports, music and video downloads on an upgraded 512 Kbps connection-BSNL remains one of the top broadband providers in India today.
With nearly 600 mn mobile subscribers and 40% of them being in rural areas, telecom is one of the sectors set to see continued growth and contribute significantly to the country's GDP. With 3G and BWA coming in, a shift from voice to data has been perceived, and global players are also eagerly waiting to grab a piece of the pie.
A market with high churn, lowest tariffs in the world, thirteen operators, and a proliferation of handset manufacturers-the Indian telecom story is truly an exciting one.

Our comments: As per the report of this article, still BSNL rules as one of the top broadband provider in India. Why people leave us? Due to poor service? Yes.  By timely caring of subscribers, they will not leave BSNL.  There is dearth of short  supply of 3 g data cards here and there.  When there is demand for 3 g data cards, customer service centres are not able  to provide our esteemed subscribers 3g data cards. When there is demand, we are not able to meet it. When other provide , we also provide. So we have to market our products in attrative manner.

BSNL recast -Pitroda report.-CMD selection

 If the telecom minister were serious about adopting the Pitroda panel recommendation, DoT would have intimated the Public Enterprises Selection Board (PESB) so that search and interviews are done accordingly.
Selection of a new head for BSNL would be a litmus test to check whether the recommendations of the Pitroda committee would be implemented - adoption of this recommendation will ensure that there is no political influence over the company's operations and business processes.

Our comments:Pitroda's committee was totally objected by all unions in BSNL. Pitroda report about equipments purchase,VRS, were not found in favour with the employees. BSNL employees went on strike to scrap Pitroda report.So the file of Pitroda report has to gather dust only.

Regularization of Officiating JTO’s (TTA’S).:
Thiru A.Raja. Hon.MOC & IT, has expressed his inability to regularize the officiating JTO’S (TTA’S) as of now, because the matter is subjudice and linked with various court cases, including a contempt case. (MOC letter dtd. 8-6-2010 addressed to Congress MP Shri M.K. Raghavan of Calicut (Kerala).
However, FNTO assures the officiating JTO’S, the case will be pursued further. In the meanwhile we will try to get them the JTO scale.
 
 
Relaxation for JAO Part II Candidates:             The case is under serious consideration in BSNL Corporate Office as FNTO has approached the management and the ministry through various channels.
 
 
04/07/2010 :Shradhanjali to late Jeevan Batham (CS FNTO MP): Shri K.Vallinayagam GS FNTO visited Bhopal (MP) on 03-07-2010 and accpmpanied with other FNTO leaders attended “Kiriya Ceremony” of Jeevan Batham at his residence and extended a word of sympathy and consolation to the bereaved family.
 
Later the GS attended a meeting organized in the Central Telephone Exchange by Bhopal District Union under the presidentship of Shri S. Sukla, Circle President FNTO. Various District Secretaries and other office bearers paid homage and praised the leadership qualities of late Shri. Jeevan Batham. They also expressed their views to build our organization in MP and also on staff issues. Concluding address was delivered by GS FNTO touching various current topics.
 
 
In the evening a well organized condolence meeting attended by leaders of various shades, held at the Telephone Exchange Bhopal in which Shri K. Vallinayagam GS FNTO, Shri NT Sajwani, former SG NFTE, GM & DGM of Bhopal Telecom District and other leaders from various organization participated and paid their tributes to the memory of Shri Jeevan Batham, CS FNTO. Shri. S.N. Sharma Dist. Secretary FNTO Bhopal and his colleagues took much pain to organize the above meeting in an orderly manner, CHQ appreciates initiatives taken by them..

DoT_To_Frame_Universal_Norms_For_Govt_Auctions

The Finance Ministry has asked the Department of Telecommunications to prepare a document outlining the basic guidelines for conducting auctions in any government department in future.

The Finance Ministry is upbeat after the success of the 3G and broadband wireless spectrum auctions that earned the government more than Rs 100,000 crore. “Highest revenue from auctions to government is paramount,” says Vijaylaxmi Gupta, member, finance.

But, it is easier said than done; Especially so in case of subjects under state list or when the state executes auctions under the central list. For example, “regulation of mines and mineral development is subject to the provisions of List I (Central Government) with respect to regulation and development under the control of the Union.

Our comments: The auctioning of spectrum has been a great success for govt. All bidders who took part agreed for it. They also faced no difficulty because there was full transparency.  If this is followed, surely the acution method can be followed in other govt. departments also.

Telecom-newbies-under-PMO-lens-for-slow-rollout

 NEW DELHI: THE Prime Minister’s Office (PMO) has sought details on the rollout of services and commercial launches by all telecom companies that were awarded mobile licences between 2006 and 2008, a top government official told ET.

These firms, which include Videocon, Etisalat, Loop, Telenor, Spice and S Tel, are under the scanner for not meeting their rollout obligations.

Our comments: The decision of new companies which have not rolled out inspite getting spectrum is getting attention of the PM. Earlier BSNL lashed TRAI for favouring private operators. But TRAI is  pressing BSNL to start services where there is no demand.  With this, private operators will be also forced to start commercial services. They may  not get revenue as they expect.

NEW DELHI: Pitching for telecom PSUs BSNL and MTNL, Telecom Minister A Raja has approached Finance Minister Pranab Mukherjee seeking reimbursement of the Rs 29,598.33 crore paid by them for spectrum.

"BSNL is the only service provider giving connectivity to the far-flung rural areas. The service rendered by BSNL in the rural areas of the country cannot be replicated," Raja said in a letter to the Finance Minister.

Upon discovery of the price for 3G and Broadband Wireless Access (BWA) spectrum, BSNL and MTNL recently paid Rs 18,500.38 crore and Rs 11,097.97 crore, respectively, to the government.

Our comments: The Telecom Minister Shri A.Raja has approached the Finance Minister of India to reimburse the spectrum charges paid by BSNL and MTNL. This is surely to our untiring efforts of JAC to bundle out our organisation BSNl from falling into debt trap.  If the amount given for spectrum charges, BSNL can spend the amount for expansion of services.  This is surely victory for JAC.  Our demands are moving in right direction.  No more dilution of JAC.  Let JAC save BSNL, ours and nation also.
