The price index for February got decreased by 3 points. It stands on 185. Price index came from 188 to 185.

So IDA increase is 4.2% for this period. So BSNL staff will get 47.2% IDA.

OF EXECUTIVES & NON-EXECUTIVES

Meeting of the Joint Action Committee held on 29th March 2011.
A meeting of the Joint Action Committee of BSNL Associations/Unions of Executives & Non-Executives was held on 29th March 2011 at T-15, Atul Grove Road, New Delhi. Com. G.L.Jogi presided. Convener Com. V.A.N.Namboodiri briefed the house about the issues included in the agenda. After detailed discussions, the following decisions were taken unanimously:
1.       BRPSE Recommendations on VRS, Reducing retirement age from 60 to 58 and Merger of ITI with BSNL : The JAC expressed its strong protest on the recommendations of the Board for Reconstruction of Public Sector Enterprises (BRPSE) to reduce retirement age from 60 to 58 years, impose VRS on the staff and merger of ITI with BSNL. The JAC decided that the 5th April 2011 programme of Lunch Hour Demonstration against VRS already decided will also include protest against reduction in retirement age and merger of ITI. The meeting called upon all the BSNL employees to participate in the protest demonstration in large numbers. On the recommendation for BSNL-MTNL merger, it was decided that JAC will not accept any proposition which will result in disinvestment of BSNL. In the meantime, JAC will try to meet Director (HRD), CMD BSNL and Secretary, DOT on the above issues.
2.       Non-Participation of NFTE/BWA and FNTO in the JAC: The issue was discussed in detail. Convener explained his efforts to bring back these unions in to JAC. It was decided that the Convener will write to all the unions which are not participating in the JAC viz.BWA and FNTO, requesting them to come back to JAC as also participate in the agitational programmes against VRS, retirement age, ITI merger etc. The meeting entrusted Coms. G.L.Jogi and Prahlad Rai to speak to NFTE and FNTO in an effort to bring them back to the JAC /Action Programme
3.       Improvement of services and campaign: A committee consisting of Coms. V.A.N.Namboodiri, G.L.Jogi, Prahlad Rai and P.Abhimanyu was constituted to prepare a note on the ways and means/proposals to improve BSNL and its services. The committee will have its first meeting on 11.30 hours on 31st March 2011 at D-7 Telegraph Place.
4.       Affiliation of new unions/associations to JAC: The matter will be discussed later.

Before this particular meeting, his office put together a note on Chandrasekhar, the new-age politician. It says his parliamentary interventions have "earned" the government about `2,00,000 crore and that he was more effective than all other Rajya Sabha members from the world of business put together. There are also Internet links to the nearly 500 parliamentary questions he has asked since 2006, ranging from the telecom policy to an increase in terrorist infiltration. 

"People ask me what high do I get from being in politics," he begins, pulling up his sleeves. "After my repeated haranguing, Parliamentary questions, PILs and the CAG report, the government will net an additional `2,00,000 crore," he says. "I can say I was instrumental in getting that for the country." Despite the sincerity of his voice, there's a shade of self-righteous grandstanding in his words. 

Right Of Centre 

Chandrasekhar, like many CEOs, can't resist the urge of using the whiteboard to illustrate his words. He writes down India's problems, akin to a class X student drawing Kirchhoff's electrical circuit. According to this diagram, the biggest threat to India is its politics. Politics is defining governance. Bad governance increases the transaction cost for citizens. And citizens elect politicians. 

Governance is a recurring theme with Chandrasekhar. He feels governance reforms haven't kept pace with economic reforms, which have unleashed the country's entrepreneurship. And that's what he seeks to change with his politics.

¨     Protest demonstration against VRS on 05.04.2011
Telecom commission has called for the views of BSNL on VRS, as recommended by the Sam Pitroda Committee. To finalise it’s views, BSNL has constituted a committee. To convey the total opposition of the Non-Executives and Executives of BSNL, against VRS, the JAC has decided to conduct nation wide protest demonstrations on 05.04.2011.

¨     Settlement of pension revision
The issuing of pension revision order by the government is a great achievement of the JAC. At the same time, the JAC decided to write to the government to remove the condition that government’s pension liability is limited to 60% of the receipts from BSNL and MTNL. JAC also decided to write to the govt. that BSNL’s pension contribution should be based on the basic pay of the employee and not based on maximum of the scale.

¨     ITS absorption
Some constituents suggested that JAC should go to court based on the recent DOP&T’s order on over stay while on deputation. However, a decision on this is deferred. Meanwhile it was decided to write a letter to Secretary, DoT demanding to implement the said DOP&T order in respect of the ITS officers.

¨     NFTE & FNTO abstained from JAC meeting
NFTE and FNTO abstained from this JAC meeting also. It was decided to request them to come back to the meetings of JAC.

Outsourcing of Works by BSNL 
BSNL is outsourcing various non-core activities/functions through outside agencies which include security services, customer care services through call centres, house keeping services, operations & maintenance services of Air Conditioned plants through Annual Main
tenance Contract, infrastructure maintenance, cable laying, delivery of bills and data feeding etc. 

The work is outsourced wherever regular employees are not available for such work and hence there is no manpower loss. The expenditure on outsourced activities depends on the quantum of activities/functions outsourced.

This reply was given by Shri Gurudas Kamat, the Minister of State in the Ministry of Communications and Information Technology in response to a question in Parliament.

Govt approves 9.5% interest on PF deposits for 2010-11

The finance ministry on Thursday approved higher interest rate of 9.5 per cent to over 4.7 crore depositors with the Employees Provident Fund Organisation (EPFO) for 2010-11.

The EPFO had been paying 8.5 per cent interest on PF deposits since 2005-06.

In September last year, it had recommended an increase in interest rate to 9.5 per cent for 2010-11 after discovering Rs 1,731 crore surplus in their books of accounts.

"The finance ministry has ratified 9.5 per cent rate of return on PF deposits for 2010-11. We have received a notification in this regard," Central Provident Fund Commissioner Samirendra Chatterjee told the news agency.

Chatterjee further added that "our calculations regarding Rs 1,731 crore surplus in the interest suspense account were found correct by the finance ministry and so they approved this higher rate of return".

The finance ministry's approval is subject to the condition that any shortfall on account of payment of 9.5 per cent rate of return would be met by making adjustments in the interest rate in 2011-12.

Chatterjee, however, said that there would be no need for making any adjustment in the next fiscal as "EPFO calculations are correct regarding the discovery of a surplus of Rs 1,731 crore in the interest suspense account."

The finance ministry has also asked the EPFO to update its subscriber accounts within the next six months.

EPFO's apex decision making body-the Central Board of Trustees (CBT)- in September last year had decided to provide 9.5 rate of return on retirement savings in 2010-11 after it found a surplus of Rs 1,731 crore.

Refusing to ratify the said rate of return, the finance ministry had earlier argued that the surplus shown by the ministry was not real after CAG report has called the EPFOs so called surplus unverifiable.

According to sources, the finance ministry approved 9.5 per cent interest after the intervention by Finance Minister Pranab Mukherjee.

Before the 5th verification, NFTE was described  in a poor manner by its NUBSNLW President. After commenting about it, the matter was taken away from the web. Before 5th verification, NUBSNLW said that there will be no link between left  and right.

After the 5th verification, in a executive meeting of NFTE, NUBSNLW was invited for the Cuddalore Dist. NFTE EC meeting. Why NUBSNLW went and attended the meeting as  NFTE was shown in a poor light by NUBWNL leaders in their election campaigns.?If it is any retirement party , it may be.

Is there is any understanding reached in Cuddalore  and going to extend  at all levels.?Whether   is this  going to make a mark  at all levels.?

17 03 2011-United Forum organised demonstrations throughout Tamil Nadu stating BSNL management is not supplying equipments,drop wires, shortage of 3 g data cards, non supply of telephone instruments. BSNLEU has addressed a  letter to CGM in this regard.  FNTOBEA joined protests with alliance partners in United Forum stating BSNL should not be allowed to suffer.

Whether NUBSNLW is also going to organise protests like this?

They will shout aloud against private companies. They themselves will declare that they are the champions to safeguard BSNL and they will make you believe that they are always against private sectors and always opposing private telcos . All these are only in the stages. .............

Puducherry BSNLEU organised a demonstration before the private telecom operator office stating that MNP subsrib ers who want to switch from that operator to BSNL is not allowed freely by that operator. BSNLEU staged a demonstration to stop this act.

The all India Coordinators of FNTOBEA  met at Chennai CTO Union office on 06 03 11.
Com R.Jeyamary, President FNTOBEA presided  over  the meeting.
Com P.Andiappan GS stressed the importance  of the co ordinators meet and explained in detail abou t the progess  of the  union,development  in other circles,membership enrolment etc.

Time-Limit for Disciplinary Action Against Govt. Servants

The Government had appointed a three member Committee of Experts to examine and suggest measures to expedite the process involved in Disciplinary/Vigilance Proceedings. In its Report, the Committee has recommended that a time limit of two months may be prescribed for completion of minor penalty disciplinary inquiries and 12 months for major penalty disciplinary inquiries. The report of the Committee is under examination. As part of preventive measures for checking corruption, it is imperative that Disciplinary Proceedings are completed in time, and delinquent officers are punished.

The matter related to amendment to the Article 311 of the constitution to remove the protection shield of Government servants is being examined by a Group of Ministers.

This information was given by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to a question in the Rajya Sabha today.

Reliance and BSNL lose. Vodafone, Idea and Airtel win. CDMA is out, GSM is in. That’s the verdict on mobile number portability (MNP), which came into force nationwide on January 20. It is a trend that somewhat contrasts the experience of other countries with number portability, where incumbent mark 
et leaders often lost subscribers.
In India’s case, new entrants have not been able to seize the opportunity and dent the market share of top players, data released by the telecommunications department show.

While 45,000 subscribers switched to RCom in the first month of number portability, about 3.5 lakh existing subscribers walked out.
Government-run Bharat Sanchar Nigam closely followed with a net loss of 1.5 lakh subscribers migrating to other operators.
On the winning side, Vodafone led the pack with a net addition of 1.93 lakh subscribers, Idea came in second (1.51 lakh) and Bharti Airtel finished third (1.48 lakh). In absolute terms, though, Airtel had the highest number of subscribers (5.3 lakh) moving into its network, but it also had highest number of exits (3.8 lakh).
“These results are interesting,” said Mahesh Uppal, director, ComFirst, a telecom consultancy firm. “In most countries, incumbents have lost market share, while her they are the biggest gainers.” “While globally, the shift often has impacted the larger player, in India we have defied that,” said Atul Bindal, president (mobile services), Bharti Airtel. “Airtel has  grown through intense competition and we’ve said that MNP will be an opportunity for us.”
The data also suggest consumers preferring GSM over CDMA. Tata Teleservices lost more than 1 lakh subscribers. Among new players S Tel, Uninor and Sistems Shyam were net gainers, while Etisalat DB and Videocon are net losers.

The exemption limit for the general category of individual tax payers has been enhanced to Rs. 1,80,000 from Rs. 1,60,000 in the General Budget 2011-12, presented by the Union Finance Minister, Shri Pranab Mukherjee in the Lok Sabha today. The measure will provide a uniform tax relief of Rs. 2,000 to every tax payer of this category, besides moving closer to Direct Tax Code (DTC) rates.

Qualifying age for Senior Citizens has been reduced from 65 years to 60 years and exemption limit for Senior Citizens has been enhanced from Rs. 2,40,000 to Rs. 2,50,000. A new category of Very Senior Citizens, 80 years and above, has been created who will be eligible for a higher exemption limit of Rs. 5,00,000.

New National Steering Committee of United Forum is formed 
The United Forum meeting was held at New Delhi on 26.02.2011, under the chairmanship of Com. Suresh Kumar (GS, BSNL MS). Convenor Com. V.A.N. Namboodiri welcomed all and reported on the current developments. Representatives of BSNLEU, TEPU, BSNL MS, SEWA BSNL, NFTBE and FNTOBEA participated in it. BSNLEU was represented by Com. P. Abhimanyu, GS and Com. P. Asokababu, Dy. GS. 

A new National Steering Committee is formed in the meeting with two members from each union. Members of the new Steering Committee are:-

1)      Com. P. Abhimanyu, BSNLEU
2)      Com. P. Asokababu, BSNLEU

3)      Com. V. Subburaman, TEPU
4)      Com. R. Venkataraman, TEPU

5)      Com. Suresh Kumar, BSNLMS

Com.V.A.N. Namboodiri is elected as the convenor and Com. Suresh Kumar is elected as the Chairman. The National Steering Committee has decided that similar Steering Committees of the United Forum should be formed at all circle and district levels, with two representatives from each union / association. It is emphasized that formation of such Steering Committees are very essential for the cohesive functioning of the alliance. March 15th is fixed as the ultimatum for formation of the Circle and District level steering committees as well as for finalizing of the nominations to the Local and Circle Councils. District and Circle Secretaries are requested to make note of this and implement the decisions meticulously.

United Forum meeting took place today the 26.02.2011. Com.Suresh Kumar (GS, BSNLMS) presided over the meeting. Convenor, Com.V.A.N. Namboodiri welcomed all. The representatives of BSNLEU, TEPU, BSNLMS, SEWA BSNL, NFTBE and FNTOBEA attended today’s meeting. A new National Steering Committee with two members from each union is constituted. Com.Suresh Kumar is elected as the Chairman and Com.V.A.N. Namboodiri is elected as Convenor of the National Steering Committee.

The Steering Committee reviewed the formation of Steering Committees at Circle and District levels. It was decided that Steering Committees wherever not formed, should immediately be formed by 15th March, 2011. The nominations for District and Circle councils should also be got approved in the Steering Committee by the 15th March, 2011. Circle and District Secretaries are requested to note this. They should ensure that nominations to District and Circle councils are approved by the concerned Steering Committee by 15th March, 2011.
