About 78.2% IDA merger

In the agreement signed between the management and BSNLEU , the question of merging of 
IDA 78.2 % with payscales, it has been mentioned, As and when BSNL decides for executives, it will be also given to non executives.
When BSNLEU Gen.Secretary as JAC convenor,during talks regarding 20 04 10 strike, what the MOC told the delegation of JAC.?
Meet the BSNL CMD regarding 78.2%. If no development , pl. meet me. 
Whether JAC has met the BSNL CMD, regarding 78.2% IDA merger so far?
When the BSNL will decide to merge 78.2% with the executives.? 
We should not lose as perks and allowances.
