Group of Ministers to discuss about BSNL ,MTNL-Business Line 17 07 13



The Group of Ministers on revival for MTNL and BSNL, headed by Finance Minister P Chidambaram, is scheduled to have its second meeting on July 30.
“GoM meeting is scheduled for July 30 at North Block,” a Government official told PTI.
The GoM last met on June 12 when it had initial discussion on rejuvenating two loss making state-run telecom firms.
MTNL reported widening of the net loss to Rs 5,321.12 crore for financial year 2012-13, compared to Rs 4,109.78 crore in FY’12. BSNL losses, as per unaudited results, stand at Rs 8,198 crore for 2012-13, compared Rs 8,851 crore posted in 2011-12.


There are a series of measures that the Department of Telecom has presented before GoM in the last meeting, including financial support for both public sector unit, especially spectrum related which amount to around Rs 22,964 crore, preference to them for providing services to Government Departments, entry of these PSU’s in broadcast segment among others.

Mergers and acquisitions policy to be announced shortly in telecom-The Hindu 10 07 13



The Government plans to announce the long awaited mergers and acquisitions guidelines by this month end, paving the way for consolidation in the telecom sector.
“I am sure that before 31st of July that policy will be in place, the guidelines for mergers and acquisitions,” Law and Telecom Minister Kapil Sibal said on the sidelines of Assocham’s roundtable on the Legal System.
The Indian telecom sector has at present around 13 mobile phone service providers with some of them expected to go for consolidation once the final guidelines are in place.
“Telecom operators are talking to each other. There are three Indian service providers that are looking for significant stake sale but waiting for clear guidelines,” said an executive of telecom company, who did not wish to be identified.
Though the Telecom Ministry had announced broad guidelines for mergers and acquisition in February last year, the detailed guidelines are yet to be unveiled.
The guidelines that have been okayed in-principle include expeditious approval to merger proposals of telecom companies if their combined market share is up to 35 per cent. It will seek the sector regulator TRAI’s recommendation in case the resultant entity has market share between 35 to 60 per cent.
Government has de-linked spectrum from new licences and both have to be procured by companies separately.
Consequent upon the merger of licences, the total spectrum held by the resultant entity should not exceed 25 per cent of the spectrum assigned, by way of auction or otherwise, to it in the concerned service area in case of GSM spectrum services which include 900 and 1800 megahertz (MHz) band frequencies.
In respect of 800 MHz band (CDMA) the in-principle approved guidelines state that the ceiling will be 10 MHz and for other spectrum bands, relevant conditions pertaining to auction of that spectrum will apply.

From media- BSNL to contribute 18 cores as relief to Uttarakhand



State-run telecom firm today announced it will contribute one day's salary of its employees amounting to Rs 18 crore in Prime Minister's National Relief Fund () for victims of the Uttrakhand calamity.

"BSNL has announced today to contribute Rs 18 crore, one day's salary of all its employees, in Prime Minister's National Relief Fund (PMNRF) as a relief to victims of recent natural disaster in Uttrakhand," the company said in a statement.


The company on Sunday launched helpline numbers -- 1503 and 09412024365 -- to know last location of their friends and relatives using BSNL mobile connection in flood-hit areas.


The company has started free communication services at all major relief centers, currently operational at Badrinath, Joshimath, Gaurikund, Gochar, Bakot, Uttarkashi, New Tehri, Dharchula and helipads of Jollygrant and Sahstradhara.
