IDA from 01 07 12 for BSNL workers -To raise.

 
 IDA is 4.5% likely if Consumer price index for Industrial workers remains at 205 for May 2012-we may get 4.5% IDA. Going by the present trend by price raise,CPI will increase.
 
 
 
SHIMLA: Inflation based on the Consumer Price Index for Industrial Workers crossed the double digit mark in April this year due to rise in food items such as fruits, vegetables, wheat (atta), rajma and fresh milk.

The point to point rate of inflation based on CPI-IW (general) for the month of April, 2012 stood at 10.22 per cent as compared to 8.65 per cent in March, 2012, sources in the Labour Bureau said here.

Inflation based on Food Index attained the level of 10.66 per cent in April, 2012 as compared to 8.16 per cent in March, 2012, the sources added.
  The All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April 2012 increased by 4 points and stood at 205.

During April, 2012 the index recorded maximum increase of 9 points in Amritsar centre, 8 points each in Jaipur, Madurai and Vadodara centres and 7 points each in Mundakkayam, Bhilwara and Faridabad centres. It rose by 6 points in 7 centres, 5 points in 11 centres, 4 points in 15 centres, 3 points in 16 centres, 2 points in 7 centres and 1 point in 10 centres. The index declined by 2 points in Belgaum centre and 1 point in Munger Jamalpur centre, while being stationary in 3 centres. The maximum increase of 9 points in Amritsar centre is mainly due to increase in the prices of wheat Atta, rajma, vanaspati ghee, fresh milk, vegetable & fruit items, firewood, washing Soap, etc.

The decline of 2 points in Belgaum centre is on account of a decrease in the prices of rice, jowar, chillies dry, pan leaf etc. The CPI-IW for May, 2012 will be released on the last working day of the next month ie June, 2012, the sources added.

In response to BSNL's order no. 15-01/2012-PAT(BSNL) dated 25th May'2012, the Forum of BSNL Unions/Associations met today and strongly resented against the discriminatory attitude of BSNL Management wherein deputationists are being given all 6th CPC benefits but BSNL absorbees are being denied implementation of DPE orders dated 26th Nov'2008 and 2nd April'2009 of pay & allowances. Forum strongly demanded immediate implementation of DPE OMs and decided to resort the following Trade Union Action Programmes:-
(i)              Massive Demonstrations at all Circle/SSA HQs and day long DHARNA at BSNL Corporate Office on 31st May'2012

GPF interest -8.8% from 2012-.-Economic times.

NEW DELHI: In a move which will benefit millions of employees, the government has hiked interest rate on contributions to General Provident Fund (GPF) and other similar funds to 8.8 per cent for 2012-13.

The interest rate on such funds was 8.6 per cent during December 2011-March 2012 period, while it was 8 per cent for April-November 2011.

"It is announced ... that during the year 2012-13, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.8 per cent per annum," the Finance Ministry said.

The benefit of increased interest rate will be available to subscribers of Contributory Provident Fund (India), All India Services Provident Fund, State Railway Provident Fund and General Provident Fund (Defence Services).

Contributors to Indian Ordnance Department Provident Fund, Indian Ordnance Factories Workmen's Provident Fund, Indian Naval Dockyard Workmen's Provident Fund, Defence Services Officers Provident Fund and Armed Forces Personnel Provident Fund will also benefit from the move.

Rate of interest on GPF is generally fixed after taking into consideration the average secondary market yields on government securities of similar maturity.

BSNL is having pact of Rs.1500 crores subsidy-USOF says no Rs. 2750 crores to BSNL-Economic Tiimes l24 05 12

KOLKATA: The Universal Service Obligation Fund (USOF) has dismissed sector regulator Trai's proposal to provide state-run BSNL Rs 2,750-crore subsidy for its rural landline operation, claiming such a move will result in duplication of subsidy payout.

The USOF, which is an independent body within the telecom department administered by an official at the rank of a secretary, said it already has a running pact to provide Rs 1,500 of subsidy to BSNL to support its rural landline operations.

"The USOF has an existing pact with BSNL since January 2009 to support broadband enablement of 28,672 rural wireline exchanges, which entails Rs 1,500-crore subsidy payout over an eight-year period. Giving more subsidy in line with Trai's recommendation will amount to duplication of subsidy for the same activity," said USOF administrator N Ravi Shankar, in an internal note to the DoT reviewed by ET.

The USOF has communicated its objection to Trai's proposal a day before the Telecom Commission, the highest policy-making body in the communications ministry, meets on Thursday to take a call on the suggestion.

Shankar also claimed that despite receiving Rs 6,000 crore of USOF subsidy from July 2008 to July 2011, the quality of BSNL's rural landline operations had declined over the years as it had failed to grapple with competition from private telcos.

Small wonder, subsidy for BSNL's loss-making rural landline operations was conspicuously missing in a recent telecoms department note on USOF's near Rs 35,000 crore payment commitments over the next three years.

Roaming to go?-Indian express 24 05 12.-NTP to be taken by cabinet.

The Cabinet is likely to take up on Thursday the National Telecom Policy, 2012, which envisages doing away with national roaming and also allowing mobile number portability (MNP) across circles.
The policy, if approved, will replace the 13-year-old New Telecom Policy 1999 and will offer some clarity to players on important issues such as spectrum pricing and its sharing. NTP is essentially a framework document that sets out the roadmap for the country’s telecom sector. NTP 2012 will be the third installment, after similar documents issued in 1994 and 1999. Under NTP 2012, it has been proposed to de-link spectrum from licences, reduce number of different licences, give industry liberal mergers and acquisition norms and remove roaming charges burden from consumers. A draft of the policy was circulated in 2011 for consultation with various stakeholders.
While Communications and IT Minister Kapil Sibal had, earlier this year, announced that the NTP would be released by April, the Department of Telecommunications (DoT) has been finding it tough to give a final shape to the policy document in the wake of the Supreme Court’s February 2012 order that cancelled 122 licences issued in 2008. The NTP envisages doing away with national roaming, which would be a boon for the subscribers, besides allowing mobile number portability (MNP) across circles.

The miscellaneous petitions filed by BSNL/MTNL IN Delhi High Court seeking extension of time for relieving the ITS officers as per the judgement dated 17-04-2012 came up for hearing today.

As expected BSNL/MTNL lawyer argued for extension of deadline on the basis of the fact that the operations of these companies will collapse if all these officers are relieved immediately. The time asked for was more than 2 years. The court was not at all ready for this.
ITSA lawyer opposed the request very vehemently and effectively. 

It was because of his arguments and also courts own understanding of the matter they were not prepared to grant such long extension. The court finally settled and ordered the time upto 30-09-2012 for BSNL/MTNL to relieve all the ITS officers who have opted for reversion to Govt. Let there be no confusion as this means that all 970 ITS in BSNL and 87 ITS in MTNL will be covered by this order.

Pay Anomaly Committee meeting is held today (16.05.2012). The committee reached a broad conclusion to recommend that the benefit given by the judgements of the CAT Ernakulam and the Hon’ble High Court of Kerala which was made applicable to the petitioners by the BSNL order dated 04.05.2012 has to be made applicable to all similar cases. The committee is likely to meet again on 06.06.2012 to finalise its report. Com. V.A.N. Namboodiri and Com. P. Asokababu represented the staff side in the committee.

TRAI recommends Rs. 2750 crores-economic times 15 05 12

NEW DELHI: Telecom regulator Trai on Monday recommended a financial support of Rs 2,750 crore to BSNL to sustain its rural wireline connections installed before April, 2002.

"The support to BSNL should be continued for two years for sustenance of rural wire-line connections, installed before April 1 , 2002 with effect from July 18, 2011. The amount of support may be Rs 1,500 crore for the first year and Rs 1,250 Crore for the second year," Trai said.

BSNL had requested support of Rs 2,580 crore per year for the same.

The recommendation have been issued on request for Department for Telecommunications regarding continuation of support of rural wire-line connections, installed before April 1, 2002 from Universal Services Obligation Fund (USOF) beyond three years and the period thereof.

Jaipur, May 8 (ANI): The Central Bureau of Investigation has arrested an Executive Engineer (Electrical), BSNL, Kota and an Additional Chief Engineer(Electrical), BSNL, Jodhpur and Jaipur for demanding and accepting a bribe of Rs.40,000/- from the complainant. case was registered by the CBI under Section 20 B of the Penal Code Act, 1988, on the basis of a complaint received from the complainant of Mansarovar, Jaipur.
It was alleged that the Executive Engineer(Electrical), Kota was demanding an illegal gratification from the complainant for himself and for the Additional Chief Engineer (Electrical), BSNL, Jodhpur who was also holding charge of Jaipur for awarding contracts for three places namely Chittorgarh, Nimbaheda-Pratapgarh and Kankroli-Nathdwara.
After registration of the case, a trap was laid and the accused Executive Engineer(Electrical) was caught red handed while demanding and accepting bribe of Rs.40,000/- from the complainant.
Subsequently, the Additional Chief Engineer(Electrical) was also caught red handed while accepting the aforesaid bribe amount of Rs. 40,000/- from accused Executive Engineer(Electrical).
The searches at the residential premises of Addition Chief Engineer (Electrical), BSNL, Jodhpur and Executive Engineer (Electrical), Kota were conducted. Cash amount of Rs.6,50,000/- and other incriminating documents pertaining to the investment and movable/immovable properties were found.
Both the accused persons were produced before the designated court and remanded to custody.
Further investigation is under progress. (ANI)

BSNL & MTNL may seek review of Delhi High Court order.-Economic Times. 07 05 12


KOLKATA: State-run Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) are likely to file for review of a Delhi High Court order to relieve all Indian Telecom Service (ITS) officers who want to return to the Department of Telecommunications by May 14.
"Both telcos are likely to seek more time from the court on the grounds that relieving so many ITS officers at a single stroke would rob them of their senior managers and ring in an organisational collapse," two executives aware of the development in BSNL and MTNL told ET.
The decision was taken after Additional Solicitor General AS Chandiok said that the government would have to heed the high court order and accept back all ITS officers in BSNL and MTNL who wish to return within two weeks of these executives exercising their option.
Last week, the government had sought Chandiok's legal advice since there were no vacancies in DoT to absorb so many BSNL and MTNL officers belonging to the ITS cadre.
On April 17, the court had asked these ITS officers to take a final call by April 30 and it is believed nearly all have opted to return to government service where the pension benefits are higher. More so, since they would lose out nearly seven years of central government pension if they opted to be remain in either BSNL or MTNL as the high court has fixed August 12, 2005, as the absorption date.
"After the BSNL and MTNL chairmen received internal feedback that nearly all ITS officers have opted to return to DoT, they urged telecom minister Kapil Sibal to protect the central scale pension benefits of all these executives in a last ditch bid to stop an exodus of their top managers," said a senior BSNL executive who did not wish to be named.
At present, there are nearly 1,700 ITS officers, of whom nearly 1,400 were deputed to BSNL 12 years ago when the telco was spun off into a separate corporate entity from the telecom department. The balance 300-odd have been on deputation in MTNL since the formation of the telco in 1986.
Last November, when the communications ministry gave these officers an option to return to government service, a majority opted to return to DoT. Last month, the Delhi High Court detected glitches in this repatriation exercise and asked all ITS officers to exercise a fresh option by April 30.
After DoT's legal advisors confirmed that neither BSNL nor MTNL would be able to hold on to the remaining 1,300 ITS officers following the court order, both telcos have decided to seek a review of court verdict.

Almost all the ITS decide to remain govt. employees-The Hindu Business Line.

Bharat Sanchar Nigam Ltd seems to be heading towards a management crisis with almost all of the 1,700 Indian Telecom Services (ITS) Officers deciding to remain government employees. The ITS officers were given two weeks by the Delhi High Court to exercise their option; the deadline expired on May 1.
“We were hoping to get a fresh offer from the Government post the High Court order, but since we haven't received any communication in this regard, 99 per cent of the ITS officers have decided against getting absorbed in BSNL,” a Indian Telecom Services Association spokesperson told Business Line.

Promotion rules

The officers have declined to get absorbed in BSNL because the promotion rules are weaker than in the Government in terms of moving up in pay scale. There are also issues related to pension benefits. In addition, the ITS officers wanted the absorption offer to be made applicable as on date, instead of 2005, to get benefit of the Fifth Pay Commission.
A top BSNL official said that the PSU may move a petition in the court seeking more time to relieve the officers. “We are yet to formally receive the options exercised by the ITS officers. Then we will have 15 days to take legal advice. But since the ITS officers are managing some key functions in BSNL and MTNL, we are looking to approach the court seeking flexibility in relieving them,” the BSNL official said.
But non-ITS executives in BSNL say that the exit by ITS officers will not have any significant impact. “There are other capable talent within the organisation. There are three lakh employees who have opted to get absorbed in BSNL, so ITS officers should also show commitment to the PSU.
