ALL INDIA CONSUMER PRICE INDEX NUMBERS FOR INDUSTRIAL WORKERS ON BASE 2001=100 FOR THE MONTH OF MAY, 2012
1.    All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of May, 2012 increased by 1 point and stood at 206 (two hundred six).
2.    During May, 2012, the index recorded maximum increase of 6 points each in Belgaum, Jharia and Coonoor centres, 5 points in Guwahati centre, 4 points in 8 centres, 3 points in 9 centres, 2 points in 17 centres, 1 points in 15 centres. The index decreased by 4 points each in Bhilwara and Guntur centres, 2 points in 4 centres and 1 point in 5 centres, while in the remaining 14 centres the index remained stationary.

3.    The maximum increase of 6 points in Belgaum centre is mainly due to increase in the prices of Rice, Groundnut Oil, Fish Fresh, Vegetable & Fruit items, Snack Sweet, Bidi, Cigarette, Refined Liquor, Pan Leaf, Toilet Soap, etc. In Jharia centre the increase of 6 points is due to increase in the prices of Masur Dal, Vegetable & Fruit items, Sugar, Snack Saltish, Snack Sweet, Country Liquor, Firewood, Clothing items, Doctors Fee, Cycle Rickshaw Charges, Repair Charges, Petrol, Toilet Soap, Washing Soap, etc. and the increase of 6 points in Coonoor centre is due to increase in the prices of Rice, Poultry (Chicken), Eggs (Hen), Vegetable & Fruit items, Tea (Readymade), Cigarette, Tailoring Charges, etc. The increase of 5 points in Guwahati centre is due to increase in the prices of Wheat Atta, Pork, Fish Fresh, Vegetable items, Snack Sweet, Tea Leaf, Tea (Readymade), Private Tuition Fee, etc. The decrease of 4 points in Bhilwara centre is due to decrease in the prices of Wheat, Vegetable & Fruit items, etc. and in Guntur the decrease of 4 points is mainly due to decrease in the prices of Eggs (Hen), Tamarind, Vegetable & Fruit items, Soap Nut, etc.
4.    The indices in respect of the six major centres are as follows :

3. Chennai- 192 4. Delhi – 189 5. Kolkata- 197
6. Mumbai - 208 
5.    The point to point rate of inflation based on CPI-IW(General) for the month of May, 2012 is 10.16% as compared to 10.22% in April, 2012. Inflation based on Food Index declined marginally to 10.61% in May, 2012 from 10.66% in April, 2012.
6.    The CPI-IW for June, 2012 will be released on the last working day of the next month, i.e. 31st July, 2012.

DoT to issue demand notes for some private operators?


Under current rules, the maximum penalty for license violation is 50 crore per circle, implying that Bharti, Vodafone and Idea face the prospect of being slapped with penalties to the tune of Rs 500 crore, Rs 450 crore and Rs 550 crore, respectively. The telecom department can issue demand notices asking these companies to pay penalties only if it dismisses operators' responses to the notice.

The draft showcause notice further adds agreements among the three companies 'were in the nature of Mobile Virtual Network Operators'.

Bharti, Idea and Vodafone declined to comment to detailed queries sent by ET. The Idea spokesperson said the company could not respond because the matter was subjudice.

Medical reimbursement scam rocks BSNL

A huge scam in medical reimbursement, running into lakhs of rupees, has come to light in BSNL division of East Godavari district.
The misuse of the provision was found in Circle Vigilance and the inspection of the branch audits in each district with East Godavari topping the list. After preliminary findings, the chief general manager, Telecom, AP Circle, Hyderabad, has sent a confidential circular to all general managers, asking them to look into the issues that emerged from the inspections.
It was observed that medical reimbursement claims of the employees with vouchers have not been properly checked and the precautions not taken while processing or passing the claims. The GMS have been asked to take stringent action on bogus medical claims. In the case of East Godavari, it was found that 10 to 15 per cent of the employees were claiming medical reimbursement with bogus claims. A medical practitioner said some employees force doctors or even bribe them to issue certificates for diseases such as lumbago, a common musculoskeletal disorder, dysfunctional uterine bleeding (DUB), TB and PUO (pyrexia of unknown origin-viral fever) which do not require surgery. But, the cost of treatment of these diseases is high and, in some cases. hospitalisation is required.
A pharmacist owning a shop on the main road said the practice is common. “Some employees of BSNL, ONGC and GAIL make bogus claims. We get 20 per cent of the total claim, but take all precautions while issuing bills,” he added.
When contacted, BSNL general manager G. Raghavendra Rao said he had issued an internal circular of the same nature -- which the circle office has now given -- three months ago and inquiry into the claims is under way. There are some bogus claims, but a clear picture will emerge only after the inquiry, he added.

Higher compensation to ITS?

Since there are no vacancies in the telecom department either to absorb so many executives, the government is working closely with BSNL, MTNL and the Indian Telecom Service Association (ITSA), the body representing ITS officers, to work out a compromise formula that encourages about 900 ITS officers to stay back in BSNL and another 100-odd in MTNL in the long term interest of both telcos. So much so, an internal telecom department panel chaired by joint secretary (telecom) Malay Srivastava is trying to finalise a new compensation package by the month end.

"Efforts are on to encourage these ITS officers to remain in BSNL and MTNL by ensuring they do not lose out on central pension dues," a senior official in the telecom department with direct knowledge told ET.

Recognition of union in BSNL-Judgement.-Kerala High court.

Hon’ble Kerala High Court order on Code of Discipline  On the eve of 5th membership verification, FNTO filed a case in the Hon’ble Kerala High Court, demanding to stay the verification till the Code of Discipline is suitably modified. Now, the Hon’ble Court has disposed of the petition filed by FNTO, with the direction to the Chief Labour Commissioner to convene a meeting between the unions and the management to ascertain whether there is consensus among unions to effect changes to the Code of Discipline. This meeting shall be convened within a period of two months. If there is consensus, then the same should be forwarded to the Labour Ministry for effecting necessary changes in the Code of Discipline.

UF meeting at Chennai 22 06 12.

United Forum meeting to take place at Chennai tomorrow the 22-06-2012.
A meeting of the United Forum is taking place at Chennai tomorrow the 22-06-2012. All the General Secretaries of the constituents of the UF are attending the meeting. The recent settlement on 78.2% IDA fixation, BSNL’s viability, pending demands etc. will be discussed in the meeting.

Discussion on NEPP related issues with the Chairman, Standing Committee.
As per the decision taken in the last meeting of the Standing Committee, a discussion took place with the Management, yesterday the 20-06-2012, on our amendments proposed to the Non- Executive Promotion Policy. Com. P. Abhimanyu, General Secretary and com. P. Asokababu, Dy. General Secretary, took part in the discussion. Detailed discussion took place on the modifications sought by the Union. Further discussion will take place on the subject.
 
Meeting with CMD BSNL
   The leaders requested him to expeditiously get the 78.2% IDA fixation and the NE 12 Pay scale (modification to the NEPP) approved by the BSNL Board. The CMD assured that it would be done. The issues of the retired employees were also discussed with the CMD. They include Broad Band Connection at concessional rates as applicable to the serving employees, calculation of rent for quarters based on pension, grant of Rs. 15,000 funeral grant on the death of the pensioner etc. The CMD assured to look into these demands.

BSNLEU General Secretary discussed with GM (BBF), the issue of extension of MOUs signed with banks for loans to employees. It is assured that the same would be done expeditiously.

Report of the Anomaly Committee finalized
BSNLEU has been taking continuous efforts to settle the anomalies that arose in the 1st wage revision of the Non- Executives. As a result of this, Management issued order to give personal pay to the seniors who draw less pay than their juniors. However, this did not resolve the problem fully. Recently, the Hon’ble CAT, Ernakulam Bench, gave the verdict that the pay of the senior should be stepped up at par with his junior. Management implemented this judgment only in respect of those who filed the case. BSNLEU demanded that the Hon’ble CAT judgment should be implemented for all the affected seniors. This was discussed in the Anomaly Committee. Now the Committee has finalized it’s report, recommending that relief based on the Hon’ble CAT order, should be given to all the affected seniors. One Official Side member has submitted his dissent note. Com. VAN Namboodiri, President and Com. P. Asokababu, Dy. General Secretary are the Staff Side members in the Committee. BSNLEU will take all out efforts to get the Committee Report implemented by the Management.

­India's BSNL may be facing more problems with its oft-delayed attempts to issue a network expansion tender after four of the shortlisted bidders were reported to have walked away from the contract.
Citing numerous sources, the Wall Street Journal reported that Huawei, Alcatel-Lucent, Ericsson and Nokia Siemens Networks have pulled out of the tender, claiming that they cannot match the offer from Chinese vendor, ZTE.
The contracts are for around 14.4 million lines.
ZTE's bid is reported to have come in at around US$840 million, compared to US$1.3 billion for Huawei, US$1.8 billion by Alcatel-Lucent, US$2.3 billion by Ericsson and US$2.5 billion by Nokia Siemens Networks.
BSNL has repeatedly tried to issue tenders to expand its network, but has been hit by politically inspired delays, security concerns about allowing Chinese vendors to install kit in border areas, and often complex demands on the suppliers.
The latest attempt was looking the most likely to actually succeed. Until now. The main hurdle is Indian security rules that require multiple suppliers for large contracts, but also that the other bidders must match the lowest price awarded.
If the other networks walk away from the tender, then it is effectively dead again.
This is the third attempt to secure a network expansion by the state-owned company which has seen its market share under pressure from the more nimble private networks. Even a head-start on building a 3G network failed to deliver any benefits to the company.

Union home minister P. Chidambaram and telecom minister Kapil Sibal are likely to team up to push a department of telecom proposal to set up over 2,000 mobile towers in Naxalite-hit states that was struck down by the finance ministry.
Pranab Mukherjee’s finance ministry has objected to the contract being given to state-owned Bharat Sanchar Nigam Limited (BSNL) and is insisting that a tender be floated in accordance with government rules.
In a draft cabinet note moved this April, the DoT proposed BSNL’s name for commissioning and maintaining 2,199 mobile towers in nine Naxalite-affected states for five years. The note, termed “premature” by the finance ministry, was circulated to the Planning Commission and the home and rural development ministries.

A meeting of the Forum of BSNL Unions and Associations took place today the 11-06-2012. Decisions of the meeting are as follow.
a) The meeting called upon the BSNL employees to successfully conduct the indefinite strike from 13-06-2012, since the Management is adamant, arrogant and is not prepared to settle the demands.
b) The strike will start from 0000 hrs on 13-06-2012. It will be a stay out strike and no employee should go into the office and sign the attendance register.

11 06 12- 16-30 hrs.-Today's talks between leaders of Forum of BSNL Unions/Associations and the BSNL CMD made no progress towards settlement of our demands. So prepare for strike from 13 06 12.

Meeting with BSNL Management: 

BSNL Mgt called Forum of BSNL Unions/Associations for discussions as suggested by Dy Labour Commissioner in the conciliatory proceedings. 
BSNL Mgt represented by CMD, DIR(F), DIR(EB), PGM(SR), GM(EF), GM(Estt) etc. BSNL Mgt repeated the same story and requested Forum to defer the strike till BSNL’s financial condition improves. Forum of BSNL Unions/Associations categorically told the Mgt that there is no question of deferment of strike unless and until Mgt shows willingness to resolve the issue by implementing 78.2% IDA merger and thereby full DA neutralization. Today’s financial condition is nothing to do with the IDA neutralization w.e.f 01.01.2007 as on that day, BSNL was in profit with 30,000 Crores cash reserve.
 As Mgt didn’t shown any keenness to resolve the issue, Forum decided to go ahead with the indefinite strike w.e.f 13.06.2012, 00.00 Hrs.

Comrades, make extensive preparations for the indefinite strike from 00.00 Hrs of 13.06.2012.The strike will be complete “STAY OUT STRIKE”.

Dy CLC meeting- from SNEA.

Conciliatory proceedings with Dy Labour Commissioner: Dy LC called a meeting of Management and Forum of BSNL Unions/Associations on the notice for indefinite strike w.e.f 13.06.2012 as CLC was out of station. Management represented by DIR(EB), PGM(SR), GM(Estt) etc.Forum leaders participated in the proceedings.

 Management continued their earlier stand that the 78.2% IDA merger cannot be implemented now due to the financial condition of the company but salient on the crucial issue, why 100% DA neutralization was implemented for the unabsorbed Group A officers working in the same company and why discrimination? Forum leaders explained in the meeting that 100% IDA neutralization as on 01.01.2007 is nothing to do with todays financial condition and as per the Govt /DPE orders dated 26.11.2008, the profit for the year 2007-08 has to be take into account for the pay revision and on that year, BSNL was in profit with more than 30,000 Crores cash reserve. 
The present crisis occured due to the lethargic attitude of BSNL Mgt and the Govt in procuring equipments, taking prompt decisions and settling policy issues like ITS absorption for which the employees cannot be held responsible. BSNL employees are no way connected with this and they can merely implement the decisions taken by the top Mgt. Almost all the suggestions given by the Assns/Unions for the revival of the company in the last few years simply ignored by the BSNL Mgt and Govt. By non implementation of 100% IDA neutralization w.e.f 01.01.2007, BSNL employees are getting 12.5% less basic pay and salary from 01.01.2007. 

The pension of the retired employees including those retired prior to 01.01.2007 (2000 to 2006) also fixed with 68.8% only instead of 78.2% IDA.
As there is no breakthrough in the discussions, forum of BSNL Unions/Assns appeal to all our activists to make all out preparations for the indefinite strike w.e.f 00.00 Hrs of 13.06.2012.

A disproportionate assets case has been registered by the Central Bureau of Investigation against the General Manager of BSNL, Rajahmundry, G. Raghavendra Rao.
The CBI, Visakhapatnam branch, registered the case against the accused on May 30 on the allegation that Mr. Raghavendra Rao acquired assets in his name and in the names of his family members, which disproportionate to his known sources of income.
The CBI conducted searches at the office and residence of Mr. Raghavendra Rao at Rajahmundry and also at his house in Hyderabad. Searches were also conducted at the residential houses of his close relatives in Vijayawada and Hyderabad.
During the searches, CBI unearthed both movable and immovable assets worth more than Rs.2 crore. The immovable assets include a luxury flat at Kukatpally in Hyderabad worth around Rs.1 crore and over 23 acres of land in Krishna and RR Districts. The lands and flat were purchased by declaring lesser value than the actual amount paid for the same.
The movable assets include LIC policies, shares, expensive household articles, and gold and diamond jewellery. Several incriminating documents relating to the properties of Mr. Raghavendra Rao were also seized from a bank locker maintained in the name his wife in Hyderabad. The case is under investigation.

Threatening to go on indefinite strike from June 13 onwards, members belonging to the BSNL Executives and Employees' Federation staged a day-long dharna in front of the BSNL General Manager's office here on Wednesday pressing various demands.
Led by district president of National Federation of Telecom Employees, T. Jayakumar, the protestors raised slogans to highlight their demands.
They said the merger of 78.20 per cent dearness allowance should be immediately implemented for the BSNL employees and the officers. The suspended benefits such as leave travel assistance and medical assistance should be reintroduced.
While the BSNL administration was refusing to accept the “genuine demands” of its employees citing the “uncertain finances” of the telecom major as a reason, all these benefits were being given to the Indian Telecom Service officers of BSNL, they said.
“If our demands are not met, we'll go on indefinite strike from June 13 onwards,” said Mr. Jayakumar.
Office-bearers of various BSNL trade unions including D. Gopalan, S. Saravanan, Richard Paul and others spoke.

Employees affiliated to various BSNL unions and associations staged a dharna here. Besides other demands, they also sought payment of bonus, revision of transport allowance and other perks. I. Linga Bhaskar, President of the Joint Forum, said the BSNL employees would go on an indefinite strike from June 13. As many as 650 employees went on casual leave. Consumers suffered following closure of service centres.

Management plays trick. Puts order Granting Allowances to its officers under Abeyance. But we want our Demands to be settled. Organise tomorrow’s Dharna effectively.

Corporate Office has put under abeyance, the order granting 6th CPC allowances to the it’s Officers. This is the trick of the Management to side track our struggle.
