Meeting of the Joint Committee, for finalising new PLI formula, held today.




The first meeting of the Joint Committee,  for finalising the New PLI Formula, was held today the 09-12-2013. The Staff Side was represented by com.P.Abhimanyu, Secretary, Staff Side and com.Islam Ahmed, Leader Staff Side. The Management Side was represented by the GM (Estt.), GM (SR), GM(Restg.) and GM (EF). Staff Side representatives strongly argued that PLI should not be linked with the profitability of the Company. Management Side said that PLI should be based on performance. They said that the "GPMS"  (Group Performance Management System) can be the basis for payment of PLI. However,  the Staff Side pointed out the flaws existing in the GPMS. For example, Kerala, which is the number one profit making circle, has secured lesser score than Chhattisgarh circle in GPMS. Finally,  the Staff Side said that it wanted to fully study GPMS. In this regard, Management also agreed to give a presentation. The next meeting of the Committee will be held in January, 2014.

The BSNL Management conducted an all union /association meeting today the 30-11-2013, on issues connected with BSNL's development of business as well as improvement of services in the Corporate Office. Almost all the unions and associations participated in the meeting. 

 The Management Side was represented by the CMD, Director (HR) Director (CFA), Director (Finance) and other top officers from the Corporate Office.

 The Management Side gave a detailed presentation on the current financial position of the Company, action plan connected with mobile & landline services and also on a host of other issues related to the development of the Company. 

The CMD informed the Union representatives that such meetings will be conducted periodically.

TTA recruitment rules draft.



Corporate Office has released draft TTA Recruitment Rules. 
BSNLEU has long been demanding suitable amendments to the Recruitment Rules of TTA. This was discussed many times in the National Council. This was also one of the demands for the one day strike that was proposed to be held on 25th October. Corporate Office has now released the draft RR of TTA cadre and has sought the views of the Recognised Unions. According to this draft, all non-executives in the 9020-17430 pay scale and above, including industrial workers, with 10+2 qualification and 5 year service can appear the exam (LDCE). Views on these RR, may immediately sent to CHQ through E-Mail. <<view draft>>

BBNL to be fully telecom service provider?

The telecom department will shortly move a Cabinet note to convert Bharat Broadband Network Ltd (BBNL) into a full-blown telecom services company from merely a bandwidth provider, according to an internal note seen by ET. It plans to broaden state-run BBNL's role by arming it with an internet service provider (ISP) permit or a unified licence (UL) to deliver government-to-citizen Wi-Fi services across rural India by leveraging the national optic fibre network (NOFN) network. At present, BBNL is merely a telecom infrastructure provider for the NOFN venture and is not authorised to deliver telecom services on this network. It is special purpose vehicle fully controlled by the telecom department.

Management calling all Unions to improve the financial postion.






Management is calling an All Union meeting to improve the financial position of BSNL.



In the talks held with the Management on 18.10.2013, on the demands for the One Day Strike, the GS, BSNLEU unhappily pointed out that the Management discusses about the huge losses that the Company is making, only when the Union demands settlement of the genuine demands of the employees. Instead, Management should make it a routine practice, to discuss with the unions and associations, regarding improving the revenues as well as quality of services, he pointed out. GS, BSNLEU strongly demanded that Management should immediately convene an all union meeting to discuss about improving the financial position of the Company. This demand was readily accepted by the Director (HR). We are informed by the Director (HR) that an all union meeting will be convened shortly, which will be attended by the CMD BSNL and other top officers. We sincerely thank the Director (HR) for this initiative.



GM Ghaziabad transferred.






                      GM, Ghaziabad, is finally transferred.

The Corporate Management has finally transferred Adesh Kumar Gupta, involved in the murder of com. Sukendar Pal Singh, out of Ghaziabad. This is the outcome of the continuous pressure being exerted by the Union on the Corporate Management. In the last National Council meeting, the entire Staff Side staged a walk out, demanding transfer of Adesh Kumar Gupta. It may be noted that conciliatory proceedings are still going on in the office of the Chief Labour Commissioner at New Delhi, in connection with the One Day strike conducted by the United Forum on 16.11.2012, demanding action on Adesh Kumar Gupta. In the conciliation meeting conducted by the Deputy Chief Labour Commissioner on 17.10.2013, the union representatives grilled the Management Side on this issue. The next conciliation meeting is taking place on 18.11.2013. In this background, Adesh Kumar Gupta, who has completed only two and half years of service in Ghaziabad, has been transferred.

CPI - Industrial workers rose by 1 point -now at 238.



The All-India CPI-IW rose by one point to 238 (two hundred and thirty eight) in September 2013 from 237 in August 2013. It increased by 0.42 per cent between August and September this year compared with 0.47 per cent between the corresponding months last year.

The largest upward pressure to the change in current index came from Miscellaneous group contributing 0.44 percentage points to the total change. At item level, Arhar Dal, Goat Meat, Dairy Milk, Milk (Cow & Buffalo), Pure Ghee, Snack Saltish, Tea Leaves, Onion, Electricity Charges, Firewood, College Fee, Secondary School Fee, Petrol, Bus Fare, Tailoring Charges etc. are responsible for the rise in index. However, this was compensated to some extent by Wheat, Groundnut Oil, Mustard Oil, Poultry, Ginger, Vegetables and Fruit items, putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 10.70 per cent for September, 2013 as compared to 10.75 per cent for the previous month and 9.14 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 13.36 per cent against 13.91 per cent of the previous month and 11.00 per cent during the corresponding month of the previous year.

At centre level, Labac Sichar recorded the highest increase of 9 points each followed by Varanasi and Vishakhapattnam (7 points each) and Bhilwara, Tripura and Darjeeling (6 points each). Among others, 5 points rise was registered in 3 centres, 4 points in 2 centres, 3 points in 7 centres, 2 points in 14 centres and 1 point in 15 centres. On the contrary, Goa reported a decline of 8 points followed by Godavarikhani (7 points), Bhavnagar (5 points) and Nagpur and Ahmedabad (4 points each). Among others 3 point decline was observed in 2 centres 1 point in 6 centres. Rest of the 15 centres’ indices remained stationary.

The indices of 39 centres are above All-India Index and other 38 centres’ indices are below national average. The index of Ajmer centre remained at par with all-India index, an official release said.

Denial of promotions under NEPP, due to 'Average' entries- Management Committee approves the agreement reached on 18-10-2013, between the United Forum and the Management. 
 


BSNLEU has been seriously taking up with the Management, the issue of denial of promotions under NEPP, because of the 'Average' entries made in the CRs of the employees.  This was one of the demands for the one day strike, that was to take place on 25-10-2013, called on by the United Forum. In the talks held on 18-10-2013, Management gave a proposal to solve this problem, which was accepted by the United Forum. The details of this proposal is already uploaded on CHQ website on 19-10-2013.  It is learnt that this proposal is approved by the Management Committee of BSNL, in it's meeting held today the 28-10-2013. BSNLEU sincerely thanks the Management, for fulfilling the assurance that it gave to the United Forum during the talks.

UF-CMD writes to DoT



CMD BSNL has written to Secretary, DoT, on payment of arrears for 78.2% IDA merger as well as revision of pension based on that.
 


The United Forum has demanded in the character of demands for the One Day strike, that the clause in the DoT order dated 10-06-2013, which denies payment of arrears on 78.2% IDA merger, should be removed, and also revision of pension based on that, for the employees who retired in between 01-01-2007 and 10-06-2013. 


In the talks held between the United Forum and the Management, it was agreed that BSNL would take up both the issues with DoT.


 Accordingly, CMD BSNL has written a DO letter to the Secretary, DoT, on 21-10-2013, recommending payment of arrears when the financial position of the Company improves, and also revision of pension based on 78.2% IDA merger. BSNLEU conveys it's sincere thanks to the Management, for taking up the issue.

CMD writes to DoT for payment of arrears due to 78.2% IDA fixation benefit: 


 It is reliably learnt that vide DO no. 1-19/2012-PAT (BSNL) dated 21.10.2013, Sh. R.K. Upadhyay, CMD, BSNL wrote to Secy(T), DoT to reconsider the decision of payment of arrears to the BSNL employees for the period 01.01.2007 to 09.06.2013 in order of positive  boosting of morale of BSNL employees at this crucial financial position of BSNL.
 


It is also understood that CMD has also mentioned in the letter that as per the agreement dated 12.06.2012 it was agreed that the actual payment will be made prospectively and arrears will be deferred till the financial position of the company improves, but with the Presidential Directives dated 10.06.2013 no arrears will be paid. It has become difficult to extent similar treatment to working employees and those who retired between 01.01.2007 upto 09.06.2013.  He also requested DoT to extent the benefit of 78.2% IDA revision to the officials/officers retired during 01.01.2007 upto 09.06.2013.

One Day strike postponed.

 



The United Forum meeting was held today the 19-10-2013, and reviewed the talks that were held yesterday the 18-10-2013, between the United Forum representatives and the BSNL Management. 

The meeting expressed its overall satisfaction over the settlement of the issues in the given circumstances. The meeting also felt that the issues which were not accepted by the Management, need to be persued further for final settlement. Under these circumstances the meeting unanimously decided to postpone the one day strike. 


The meeting appreciated the employees as well as all the constituents of the United Forum, for their readiness to go on struggle, which has facilitated the settlement.

A meeting of the Forum of BSNL Unions and Associations took place yesterday the 09.10.2013. In that meeting, it was decided that the General Secretaries would sit on a hunger strike, demanding payment of bonus to the BSNL employees.  The date, etc., of the programme will be finalised within a day or two.

State-run telecom companyBSNL today said it neither appoints any agent nor asks for any kind of money deposit for job or interviews from job seekers, while cautioning people to be wary of offers made by unscruplous persons. BSNL said it observed that certain individuals and agencies are contacting job aspirants promising false employment in BSNL either directly through press advertisements or indirectly through agencies.  "These agencies or individuals are reported to have been seeking personal information and/or money in order to process the application," the company saidBSNL also pointed out to a particular misleading advertisement in a newspaper for jobs in the company and disassociated itself with any such notice "Through this Fraud Alert, we wish to caution all job seekers applying to BSNL that an advertisement seeking applications for employment in BSNL reported to have been published in a daily. Such advertisement have neither been issued nor published by BSNL or on its behalf," the statement said.  The company said that it neither appoints any agent nor asks for any kind of money deposit for job or interviews from job seekers. BSNL has asked people to inform vigilance wing of the company about any suspicious communication made to them through e-mails or phone calls.

Therefore, reviving BSNL has become a priority for the government. In April 2013, Kapil Sibal, minister for communications and IT, requested Prime Minister Manmohan Singh to form a committee for recommending revival strategies for the state-run operator. In his letter, Sibal stated that BSNL’s loss is estimated to have reached Rs 100 billion during 2012-13.
Subsequently, a group of ministers (GoM) headed by P. Chidambaram was constituted, which is considering a Rs 150 billion bailout package for BSNL. This would include taking over the company’s debt, waiving licence fees and spectrum charges for three financial years, and allowing BSNL to surrender its broadband wireless access (BWA) spectrum in six circles and refunding the amount to the operator.
BSNL is optimistic about a turnaround after 2018 if it receives the financial assistance. While industry experts are not sure about this, it could be the operator’s only shot at changing its course.

In an open house discussion telecom minister Kapil Sibal has all but ruled out a refund for providers that paid inflated prices for spectrum in late 2012 and has criticised the Department of Telecommunication (DoT) for applying the maximum applicable fine for all infractions rather taking into consideration the severity of the case and adjusting the penalty appropriately. The Economic Times writes that the minister has blamed the DoT’s insistence on imposing maximum fines on concerns that failing to levy the maximum amount would draw accusations of corruption: ‘The officials fear that if they lessen the penalty, they might be held accountable.’ Sibal added that the problem has had harmful effects on the sector without benefiting the government, as the fines are usually blocked by the courts. On how to solve the problem, the minister threatened to withdraw the authority to issue fines from the DoT and hand the power to sister regulator the Telecom Regulatory Authority of India (TRAI): ‘I hope officials in my ministry apply their mind on every infraction and impose penalty commensurate with the nature of the fault. If they don’t do that, and I don’t see any progress on that, I will have to give that power to TRA.’

12 09 13 - GoM meet on BSNL and MTNL-The Hindu Business line.




The Group of Ministers (GoM) on revival of state-owned telecom firms BSNL and MTNL that is headed by Finance Minister P Chidambaram is scheduled to meet on Thursday.
“GoM is on September 12...in the evening,” a government official told PTI.
The GoM had last met on August 1 where it discussed the issues pertaining to pensions at MTNL and BSNL.
The Department of Telecom (DoT) is believed to be in favour of a lumpsum payment of around Rs 5,925 crore as pension benefits to the MTNL staff.
It had proposed to implement the voluntary retirement scheme in both the PSUs for 1 lakh BSNL employees and 20,000 employees in MTNL.
MTNL sees pension as one of the three main issues —— besides refund of BWA spectrum and finance cost —— that needs to be resolved for company to become profitable by 2017—18.
It has been registering losses since 2008—09. In 2012—13, the company recorded a net loss of Rs 5,321.12 crore on annual revenue of Rs 3,428.6 crore.
BSNL losses, as per unaudited results, stood at Rs 8,198 crore for 2012—13, compared Rs 8,851 crore posted in 2011—12.
BSNL has been logging losses since 2009—10. The company’s profits started declining after 2004—05, when it had made net gains of Rs 10,183 crore.
The company expects its total income to grow to above Rs 44,000 crore by 2017—18, from Rs 26,396 crore it posted for last fiscal.
Both MTNL and BSNL have requested the government to refund the amount they paid for Broadband Wireless Access spectrum, used for providing 4G data services, in 2010 as well as financial support for one—time spectrum that has been levied on them for holding radio waves beyond the initial chunk allocated to them.
Spectrum related issues cumulatively involve about Rs 23,000 crore and are yet to be discussed by GoM.

Hon'ble Kerala High Court gives favourable order, on nominations to councils.
The order of the Hon'ble Kerala High Court,  on nominations to councils, has come. The Hon'ble Court has reiterated it's earlier order, which states that the union/association which has not secured a minimum of 7% votes cannot make nominations to the councils. At the same time, it has not put any restriction on the the Recognised Union to make nominations to councils.  In other words, the Recognised Union has the liberty to nominate whomever it wants to councils. The relevent portion of the order reads thus:-

"If the qualified Union gives any such nomination, it shall be open to BSNL to take appropriate decision in the matter".

Since the Recognition Rules which are in vogue in BSNL have not put any restriction in making nominations to councils, the Recognised Union Union is free to nominate whomever it wants. BSNLEU has taken a principled stand on the matter which has been vindicated by the Hon'ble Court

“This Court had while issuing the interim order directed the 2nd respondent not to induct or grant membership to anyone of the Unions which has not secured the prescribed 7% votes in the referendum. Admittedly for a Union to nominate a member to the various councils acquiring 7% of the votes is the mandate. That being the position, I do not find anything wrong with the interim order, but in view of the doubt expressed by the learned counsel for the 3rd respondent, I clarify that the direction to the 2nd respondent is not to accept nomination of anyone of the Unions which has not secured 7% votes in the referendum. If the qualified Unions give any such nomination, it shall be open for BSNL to take appropriate decision in the matter.” The case posted after Onam vacation for hearing.

Hearing took place today in the Hon'ble Kerala High Court, in the matter of making nominations to the councils.  Arguments of both sides were heard.Judgement is expected to be delivered tomorrow. Our arguement in the Hon'ble Court is that the Recognised Union has the right to nominate any one, including non-members, to the councils and no restrictions should be imposed for this. As per the information given by our advocate, we hope to get a positive judgement.

The case that has been filed by FNTO in the Hon'ble Kerala High Court, came up for hearing yesterday the 29-08-2013. BSNLEU has already filed it's counter affidavit and it's counsel was ready for the argument.  However, no argument could take place since the counsel for FNTO asked for some more time. Hence, the hearing has been adjourned and the next date for the hearing is fixed as 03-09-2013. We hope the hearing will take place as per the schedule and that we will get justice.

BSNL is likely to narrow its annual loss. ET 10 08 13

KOLKATA: State-run Bharat Sanchar Nigam Ltd (BSNL) is likely to narrow its annual losses in the year ended March 31 to about Rs 8,100 crore, helped by an income-tax refund and a dip in costs, even as its revenue continues to slip, a top company executive said.

Once considered a jewel among India's state-run companies, the loss-making telecom operator has been struggling to compete against private sector operators and has been forced to tighten spending in its bid to survive amid plunging revenue.

The company is likely to have cut its yearly losses, helped by a near Rs 900-crore income tax refund and a 5% reduction in operation & maintenance and administration costs, a company director told ET, declining to reveal specifics since the board is yet to approve the annual financial numbers. BSNL, which offers services in all regions except Mumbai and Delhi, had registered a loss of Rs 8,851 crore in 2011-12 on revenue of Rs 27,944 crore.

Group of Ministers to discuss about BSNL ,MTNL-Business Line 17 07 13



The Group of Ministers on revival for MTNL and BSNL, headed by Finance Minister P Chidambaram, is scheduled to have its second meeting on July 30.
“GoM meeting is scheduled for July 30 at North Block,” a Government official told PTI.
The GoM last met on June 12 when it had initial discussion on rejuvenating two loss making state-run telecom firms.
MTNL reported widening of the net loss to Rs 5,321.12 crore for financial year 2012-13, compared to Rs 4,109.78 crore in FY’12. BSNL losses, as per unaudited results, stand at Rs 8,198 crore for 2012-13, compared Rs 8,851 crore posted in 2011-12.


There are a series of measures that the Department of Telecom has presented before GoM in the last meeting, including financial support for both public sector unit, especially spectrum related which amount to around Rs 22,964 crore, preference to them for providing services to Government Departments, entry of these PSU’s in broadcast segment among others.

Mergers and acquisitions policy to be announced shortly in telecom-The Hindu 10 07 13



The Government plans to announce the long awaited mergers and acquisitions guidelines by this month end, paving the way for consolidation in the telecom sector.
“I am sure that before 31st of July that policy will be in place, the guidelines for mergers and acquisitions,” Law and Telecom Minister Kapil Sibal said on the sidelines of Assocham’s roundtable on the Legal System.
The Indian telecom sector has at present around 13 mobile phone service providers with some of them expected to go for consolidation once the final guidelines are in place.
“Telecom operators are talking to each other. There are three Indian service providers that are looking for significant stake sale but waiting for clear guidelines,” said an executive of telecom company, who did not wish to be identified.
Though the Telecom Ministry had announced broad guidelines for mergers and acquisition in February last year, the detailed guidelines are yet to be unveiled.
The guidelines that have been okayed in-principle include expeditious approval to merger proposals of telecom companies if their combined market share is up to 35 per cent. It will seek the sector regulator TRAI’s recommendation in case the resultant entity has market share between 35 to 60 per cent.
Government has de-linked spectrum from new licences and both have to be procured by companies separately.
Consequent upon the merger of licences, the total spectrum held by the resultant entity should not exceed 25 per cent of the spectrum assigned, by way of auction or otherwise, to it in the concerned service area in case of GSM spectrum services which include 900 and 1800 megahertz (MHz) band frequencies.
In respect of 800 MHz band (CDMA) the in-principle approved guidelines state that the ceiling will be 10 MHz and for other spectrum bands, relevant conditions pertaining to auction of that spectrum will apply.

From media- BSNL to contribute 18 cores as relief to Uttarakhand



State-run telecom firm today announced it will contribute one day's salary of its employees amounting to Rs 18 crore in Prime Minister's National Relief Fund () for victims of the Uttrakhand calamity.

"BSNL has announced today to contribute Rs 18 crore, one day's salary of all its employees, in Prime Minister's National Relief Fund (PMNRF) as a relief to victims of recent natural disaster in Uttrakhand," the company said in a statement.


The company on Sunday launched helpline numbers -- 1503 and 09412024365 -- to know last location of their friends and relatives using BSNL mobile connection in flood-hit areas.


The company has started free communication services at all major relief centers, currently operational at Badrinath, Joshimath, Gaurikund, Gochar, Bakot, Uttarkashi, New Tehri, Dharchula and helipads of Jollygrant and Sahstradhara.

BSNL helpline numbers.

BSNL has operationalised helpline numbers namely 1503 and 09412024365 which are available free of cost from anywhere in the country. These numbers can be called to get information on the last active location of the BSNL mobile phones of the missing person.

 BSNL has also provided free phone facilities at its telephone exchanges, telephone and control rooms at various locations to enable those stranded to contact their families.

During disasters- only BSNL ?


When Tsunamai struck Cuddalore,Nagapattinam,Chennai areas, BSNL came to the rescue of  the public. BSNL Cuddalore installed WLL phones immediately at Cuddalore Govt. Hospital.At the same, BSNL Cuddalore provided ISTD telephones at various sea bound villages in and around Cuddalore. At that time, BSNL earned the appreciation of all.

During Sikkim earthquake, BSNL landlines functioned to the satisfaction of the Sikkim public..

When there was a sudden cloud ourburst in Leh, BSNL acted swiftly providing communication facilities,. BSNL also airlifted towers, equipments etc.

When Thane cyclone struck in Cuddalore and Puducherry dist. some months back, BSNL alone provided services for  15 days and more when private operators shut down their services due to escalation of prices  in maintaining towers as there was no electricity.. When there was scarcity of diesel,state govt. came to our rescue and allotted the required quantum of diesel to Cuddalore BSNL. BSNL towers and exchanges functioned and public praised us on those days.  Even we provided free mobile charging facilities as there was no power in Cuddalore dist. for more than 10 days. We spent a lot on diesel. 

Even in Uttarakhand, it is happy to note that affected victims still contact through BSNL mobiles. Some also are of the opinion  that even in disasters,BSNL comes first to the people.

When BSNL is applauded in crucial times, what are the factors affecting  its growth of the mammoth organisation and what are the reasons for loss?

BSNL was converted from govt. organisation to corporation. Staff were chosen based on the norms of landlines during the time of DoT. During DoT, it is our utmost duty to open telephone exchanges in rural areas , hilly mountains etc. to cater the needs of the public. There were also pressure from various quarters during DoT period to start telephone exchanges in rural areas.

 Rural exchanges constitute and are loss prone  to BSNL.

There are nearly 29000 exchanges  with BSNL now. Nearly 28000 exchanges are maintained to provide communications to the people. When on count  i..e taking into account of income from exchanges  and expenditure for the maintenance of exchanges- expenditure weighs a lot than income from the exchanges.
We cannot leave exchanges unmanned so as to avoid loss due to public cry. The minimum expenditure for maintaining a telephone exchanges in terms of security, staff,electricity etc. weighs more than income from the exchanges. BSNL has to get the actual compensation for maintenance of rural exchanges from the govt. to stop loss mounting to the corporation.

To provide landlines with broadband connections, we need cables,modems etc. There is a short supply of cables and modems in various places. For getting a telephone connections, it is not good on the part of the organisation to compel the subscribers to get telephones  from  retail shops. It is utmost necessary  on the part of the corporation to provide the necessary infrastructure like telephones,modems to the public which can be recovered from telephone bills. As road widening is a regular process in various areas throughout India,BSNL has to provide cables without any hindrance to local units for maintenance and expansion.

  BSNL non executive unions and some executive unions  jointly organised Customer delight month and later extended to Customer delight  year provided the much needed inputs to the corporation to increase revenue and to arrest loss .With the active cooperation from the BSNL headquarters, BSNL was able to arrest the loss trend. BSNL authorities feared that the loss for 2012-13 will rise i..e to exceed Rs. 10000 crores  was cut short because of the active cooperation of the staff  and the management through Customer delight year.

Reduction of landlines  is a global phenomenon. In many houses, landlines replace mobile phones. So BSNL has to make strategic plans  how to fare in the growing mobile sectors. BSNL has to improve coverage of mobile phones by installing more towers where there is huge traffic and also where there is potential to grow. Sharing of BSNL towers with private operators where there is more potential to BSNL has to be explored.

BSNL has to concentrate to increase the revenue by adopting some new techniques.

Plans to improve broadbad speed-reduction of plan charges - cut in free calls.- so more subscribers can opt for it.

Improve prepaid broadband services i..e. for 7 days ,15 days ,30 days-nominal charges can be introduced.
Subscribers having landlines can opt for short period prepaid broadband services .There may be some plans but have to be altered to suit local conditions.

BSNL  is to catch young students. Youngsters  prefer Vodafone,Airtel etc. due to free availability of 3 G sims. They have plans to catch youngsters. Similarly BSNL must have plans to catch youngsters.

BSNL has to impove advertisements and marketing  techniques also.

Prepaid vouchers of  mimimum values like Rs. 10, Rs. 15 etc must be available in petty shops etc.

Frequent change of plans affect the customer base. We are charging for validity .There is no provision to deduct the amount  from the available amount from the subscriber for extension of validity.Some subscribers fail to read the message and we lose valued customers.

There are also various moves from the govt. to instruct all public sectors to use BSNL and MTNL  services. BSNL has to take up with the govt.  

BSNL is in the minds of public during natural calamities. But BSNL has to plan a lot for  its survival and to serve the public.

At SSA level, a special team consisting of union representatives and officials from management can be constituted  apart from various official committees to get the feedback of  the public and also from staff.    
   
With the active cooperation from the staff, management etc. coupled with the good assistance from the govt. we are sure BSNL will survive all odds to serve the public at reasonable tariff in comparison with the private operators.

BSNL MTNL revival meeting on 12 06 13

Forum leaders, consisting of com. P. Abhimanyu, GS, BSNLEU, com. V.A.N. Namboodiri, Convener, com. G.L. Jogi, President, SNEA, com. Prahalad Rai, GS, AIBSNLEA and com. K. Sebastin, GS, SNEA, met shri R.K. Upadhyay, CMD BSNL and expressed their thanks for helping to resolve the 78.2% IDA merger issue. In the meeting the leaders strongly demanded that the 78.2% IDA merger should be implemented atleast from the date on which BSNL Board gave approval of 78.2% IDA merger. However, CMD BSNL expressed that it could be implemented only from the date on which Presidential Directive is issued, i.e. 10-06-2013, according to the decision of the DoT. 





The order on 78.2% IDA merger has finally been issued today the 10-06-2013, by the DoT. BSNL will issue the order tomorrow. It is a matter of great joy and relief that one of the most burning problem of the BSNL employees has finally been settled. Undoubtedly, the call for indefinite strike and the total determination of the entire employees to fight out the demand has settled the issue. The credit goes to the unity of the employees. CHQ congratulates the entire employees as well as the all the unions and associations for this great achievement. Forum of BSNL Unions and Associations has once again done a commendable job by uniting all, which made the settlement possible.  CHQ also heartily thanks the Secretary, DoT, CMD BSNL, Director (Finance) and Director (HR) for trying their best to bring in a settlement and also for avoiding the indefinite strike. It is also a matter of great joy that the retired comrades will get their pension refixed based on 78.2% IDA.

Namboodiri, GS, President SNEA(I) met DDG(TPF) Shri Shahbaz Ali  for early clearance of the DFA for 78.2% IDA pay fixation order and also requested for issuance revised pension order for BSNL pensioners. DDG(TPF) assured that Presidential Directives on 78.2% IDA Pay fixation case will be issued shortly to ensure that indefinite Strike in BSNL don't take place. Also, mentioned that revised pension order for BSNL Pensioners on the basis of 78.2% IDA pay fixation will be also be issued by DoT shortly wherein pensioners are to get their arrears.
It is understood that 78.2% IDA pay fixation order from DoT & BSNL will be issued today or tomorrow positively.

Regarding 78.2% IDA merger.



Dear Comrades,                   
                          At 18-45 hrs. today, it was informed by the CMD,BSNL that the  DoT has taken decision to approve 78.2% IDA merger and that the order will be issued today or on  Monday, by the DoT. As far as CHQ is concerned, nothing is confirmed, unless order is issued by the DoT. Hence, let us wait for the order to be issued and till then there should not be any let up in the preparations for the strike.

A meeting of the Forum took place yesterday, the 06-06-2013. Com. Islam Ahmed presided over it.  A thorough discussion took place, in which all the developments, including the discussion with the Secy(T), DoT and the 5th June Dharna, were reviewed. GS and AGS(Fin.) attended the meeting.
Finally, the meeting unanimously decided to intensify the preparations for the indefinite strike. The following decisions were taken in this regard.
1) Press meets are to be conducted at circle and district levels on 10.06.2013.
2) With a view to mobilise the employees, massive Lunch Hour Demonstrations are to conducted on 11.06.2013.
3) To meet the Secretary, BRPSE tomorrow the 07.06.2013 and to discuss the issue.

Leaders of the Forum of BSNL Unions and Associations met Shri M.F.Farooqui, Secretary, DoT, today the 06-06-2013. They handed over a copy of the memorandum, already submitted to the GoM, on the revival of BSNL and discussed it's salient points. Thereafter, the leaders solicited the intervention of the Secretary, DoT, for an early solution to the 78.2% IDA merger issue. He heard the views of the leaders patiently and assured that he would take all necessary steps for the early settlement of the issue. He also said that he would like to meet the leaders again in this regard within a day or two.

The representatives of Forum of BSNL Unions/Associations met Chairman TC & Secy(T), DoT  and submitted  memorandum copy regarding measures to be taken for revival and revitalization of BSNL and MTNL, the strategic Telecom PSUs, to protect the interest of the Telecom Industry as well as that of the public .
Secy(T) appreciated our concern and referring to our discussions held on 04.06.2013, he further told that since GoM are meeting on 11.6.2013 to discuss this issue, the strike call given is not proper. We mentioned that 78.2% IDA pay fixation case recommend by BSNL Board on the basis of an agreement signed on 12.06.2012 between Forum of BSNL Unions/Associations with BSNL Management  is pending in DoT for the last 10 months and now referred to BRPSE for comments whereas, the BRPSE Officers has clarified that since BSNL is not a sick PSU, BRPSE need not to give any comment & it is the concern PSU and administrative Ministry to decide such pay/allowance related issues. We also requested even if the comments are necessarily required he may use his good office to get the early comments from BRPSE for early settlement of the issue to avoid unrest in BSNL. Chairman TC & Secy(T) further   mentioned that he don't want  to go for further discussions on this issue since the BSNL Management has signed the agreement and he assured that he will try to resolve the issue at the earliest and advised us to speak him tomorrow evening on this issue.
