ALL INDIA CONSUMER PRICE INDEX NUMBERS FOR INDUSTRIAL WORKERS
ON BASE 2001=100 FOR THE MONTH OF FEBRUARY, 2012
 1.    All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of February, 2012 increased by 1 point and stood at 199 (one hundred & ninety nine).
2.    During February, 2012, the index recorded maximum increase of 5 points in Puducherry centre, 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres, 3 points in 4 centres, 2 points in 10 centres and 1 point in 30 centres. The index decreased by 5 points in Quilon centre, 3 points each in Tiruchirapally and Salem centres, 2 points in 2 centres, 1 point in 8 centres, while in the remaining 17 centres the index remained stationary.
3.    The maximum increase of 5 points in Puducherry centre is mainly on account of increase in the prices of Rice, Goat Meat, Poultry (Chicken), Curd, Snack Saltish, Country Liquor, Refined Liquor, Shirting Cloth (Synthetic), Bus Fare, Auto-rickshaw Fare, Barber Charges, Flower/Flower Garlands etc. The increase of 4 points each in Ahmedabad, Bangalore and Mariani Jorhat centres is mainly due to increase in the prices of Rice, Groundnut Oil, Mustard Oil, Goat Meat, Fish Fresh, Vegetable & Fruit items, Tea (Readymade), Electricity Charges, Flower/Flower Garlands, etc. The decrease of 5 points in Quilon centre is due to decrease in the prices of Coconut Oil, Fish Fresh, Onion, Vegetable & Fruit items, etc. The decrease of 3 points each in Tiruchirapally and Salem centres is due to decrease in the prices of Rice, Eggs (Hen), Onion, Garlic, Tamarind, Chillies Dry, Vegetable items, Flower/Flower Garlands, etc.

5.    The point to point rate of inflation based on CPI-IW(General) for the month of February, 2012 is 7.57% as compared to 5.32% in January, 2012. Inflation based on Food Index attained the level of 5.08% in February, 2012 as compared to 0.49% in January, 2012.
6.    The CPI-IW for March, 2012 will be released on the last working day of the next month, i.e. 30th April, 2012.

400 officers -to be declared surplus-economic times.

KOLKATA: The government is likely to declare some 400 officers in the telecom department as surplus following their refusal to consider re-employment in BSNL.

These Indian Telecom Service executives, who had transferred to the DoT from cash-strapped BSNL in November, are likely to be moved to a surplus staffers cell in the HRD ministry, according to a senior official of BSNL.

"ITS officers without work will be moved to a surplus staff establishment, a unit of the department of personnel & training in the HRD ministry," the official said.

V.A.N.Namboodiri, Convener, JAC and President, BSNLU, met Shri R.K.Upadhyay, CMD BSNL today, 28th March and discussed about the progress in the procurement of equipments and other connected matters. CMD informed that the Advance Purchasing Order for 15.5 million lines will be finalised by the end of this month and that APC for 4 lakh broadband modem has already been issued on 19th March.. When pointed out that this is too insufficient, he informed that additional modems will also be ordered according to the requirement. He congratulated the Kerala Circle and its workers for the excellent performance and the comparative better revenue. Com.Namboodiri demanded that the regularisation of the left out casual labours coming to about 4,000, including 2270 from W.Bengal alone, be regularised at the earliest as has been done in the case of other government departments and PSUs. He assured to look in to the matter.

Meeting with Director (HR)
Com.V.A.N.Namboodiri, President, BSNLEU met Shri A.N.Rai, Director (HR) on 27th March and demanded early regularisation of the left out casual labours in the BSNL. He pointed out that there was no justification in delaying the regularisation. Despite the Umadevi case judgment of the Supreme Court, government departments and other PSUs have regularised their casual labour. As per the agreement with the Federations at the time of the corporatisation, these left out casual labours should be regularised. Director (HR ) agreed to sympathetically consider the case.

Anomaly of seniors getting less than juniors
Com.V.A.N.Namboodiri, President, met Shri R.N.Goyal, GM (Estt.) and urged the management to get orders issued on the basis of the Supreme Court judgement, dismissing the SLP filed by the government against the decision of the CAT and High Court in the case of anomaly/aberration resulted after the wage revision on conversion from CDA to IDA pay scale. The orders should be general orders and not for the persons approached the court only. He stated that the corporate office is seeking for certain particulars from the circles and decision will be taken after getting the same.

AGARTALA: State-owned Bharat Sanchar Nigam Limited (BSNL) has undertaken an ambitious Rs.20,000 crore project to establish telecom links in all villages across India and to take e-governance to rural and far-flung areas in the next two years, a BSNL official said here Sunday.
"The Rs.20,000 crore project for the creation of a 'National Optical Fibre Network' (NOFN) for providing internet and other telecommunications connectivity to villages has been launched recently. It would be completed by the next two years," BSNL CMD R.K. Upadhyaya told reporters.
"Once the NOFN was created, it would help in offering governance, banking and health and other basic services online up to the villages and rural areas," he said.
According to him, the tele-density in urban areas in India is almost 100 percent while in the rural areas, it is 37 percent.
"After NOFN, the existing tele-density would be increased to a great extent in the rural areas," said Upadhyaya, who came here Saturday and held a series of meetings with Tripura Chief Minister Manik Sarkar and other senior officials.
The BSNL has also undertaken to improve the telecommunications connectivity in the northeastern region by upgrading the existing Optical Fibre Cable (OFC) network and hiring PGCIL (Power Grid Corporation of India Limited) and RailTel cable network, he said.
"The BSNL has laid OFC from Kolkata to (Bangladesh capital) Dhaka and the network would be further extended up to northeastern states in near future via Bangladesh," he added.
Upadhyaya said that the BSNL has OFC network with some European countries, Nepal, Myanmar and Bhutan. "Earlier the link was put in place with Pakistan too but now it is non-operational."
He said BSNL accounts to 80 percent of landline and 90 percent of broadband connections in the country, while around 30 percent of the nation's mobile connections are covered by BSNL.
During the past four years, the BSNL could not procure any GSM (Global System for Mobile Communications) equipment, he said, adding that tenders have been issued recently for 15 million GSM line connections.

iv.       Center/State governments and PSUs should give priority to

v.       Pension  Contribution  is  collected  on  the  maximum  of  the scale in IDA instead of on actual pay drawn which is contrary to the procedure followed in respect of CDA scales.

BSNL is on the job of amending the NEPP, for incorporating the NE 12 pay scale. (Without making amendment to NEPP, NE 12 pay scale cannot be implemented). Now, the file has gone to the Management Committee, for it’s approval, for making amendments to the NEPP. After approval by Management Committee, the file will go for the approval of the BSNL Board. In any case, we have been assured that 22.02.2012 shall be the date of effect for the NE 12 pay scale.

New Delhi: This Budget may burn a hole in your pocket if you are not careful with the mobile phone bills. Mobile phone bills are expected to rise following a 2 % hike in the service tax proposed in the Union Budget 2012 by the Finance Minister Pranab Mukherjee on Friday.

Giving a post budget reaction Sanjay Kapoor, CEO, Bharti Airtel, India & South Asia told Zeebiz.com that, “The telecom sector is already burdened with multiple and high tax levies which account for 30% of the telecom services revenue. The rise in Service Tax from 10% to 12% will increase cost of services to customers and also impact the P&L of telecom companies.”

The telecom service provider added that as a highly taxed industry, this announcement will certainly have a further impact on the consumer.

The new National Telecom Policy (NTP) which is likely to be announced in June is expected remove roaming charges, implement one nation full mobile number portability (MNP) etc.

On the issue of junior getting more pay than the senior, on account of wage revision w.e.f. 01.10.2000, the Hon’ble CAT, Ernakulam Bench gave the judgement that senior’s pay should be stepped up at the par with the junior. After the Hon’ble Kerala High Court confirming this judgement, BSNL filed SLP in the Supreme Court. Now it is reliably learnt that Hon’ble Supreme Court has dismissed the SLP filed by BSNL.

New Delhi, March 16 (IANS) The tax exemption limit for individuals has been hiked to Rs.2 lakh from the current Rs.1.8 lakh, while the tax slabs have been re-jigged to provide relief to tax payers.
Presenting the union budget for 2012-13 in the Lok Sabha, Finance Minister Pranab Mukherjee said the upper limit for the 20 percent tax slab would be increased to Rs.10 lakh.
"I propose to enhance the exemption limit for individual from Rs.1.80 lakh to Rs.2 lakh. I also propose to raise the upper limit of the 20 percent tax slab from Rs.8 lakh to Rs.10 lakh," Mukherjee said.
"This measure will provide a tax relief of Rs.2,000 to every taxpayer of this category," Mukherjee said.
The new tax slab for the coming fiscal will be 10 percent tax for income above Rs.2 lakh and up to Rs.5 lakh, 20 percent for above Rs.5 lakh and up to Rs.10 lakh, and 30 percent for income above Rs.10 lakh.

BSNL will provide 8, 88,832 wire-line Broadband connections

The number of Broadband connections provided by the end of December 2011 are 13.35 million. As per the objectives contained in draft National Telecom Policy 2012, it is proposed to Provide affordable and reliable broadband on demand by the year 2015 and to achieve 175 million broadband connections by the year 2017 and 600 million by the year 2020 at minimum 2 Mbps download speed and making available higher speeds of at least 100 Mbps on demand.

Following schemes being implemented under Universal Service Obligation Fund (USOF), will further increase the broadband internet penetration in rural areas:


Rural Wireline Broadband Scheme

BSNL will provide 8, 88,832 wire-line Broadband connections to individual users and Government Institutions over a period of 5-years in this scheme. As on February 2012, a total of 3,54,595 broadband connections have been provided.

a) “Optical Fibre Network Augmentation, Creation and Management of Intra-District SDHQ-DHQ OFC Network in ASSAM”

This OFC Scheme would connect 354 locations in 27 Districts of Assam within 18 months from 12/2/2010. As of February 2012, about 177 nodes have been installed.

b) “Optical Fibre Network Augmentation, Creation and Management of Intra-District SDHQ-DHQ OFC Network in NE-I Circle (comprising states of Meghalaya, Mizoram & Tripura),”
The States of Meghalaya, Mizoram & Tripura have been taken up for OFC augmentation in this scheme. This OFC Scheme would connect 188 locations in 19 Districts within 24 months from the date of signing of the Agreement.

c) “Optical Fibre Network Augmentation, Creation and Management of Intra-District SDHQ-DHQ OFC Network in NE-II Circle (comprising states of Arunachal Pradesh, Manipur & Nagaland),”
The States of Arunachal Pradesh, Manipur & Nagaland have been taken up for OFC augmentation in this scheme. This OFC Scheme would connect 407 locations in 30 Districts within 30 months from the date of signing of the Agreement.
National Optical Fibre Network

The scheme of National Optical Fiber Network (NOFN) is being implemented, for providing Broadband connectivity to Panchayats. The objective is to extend the existing optical fiber network to Panchayats by utilizing the Universal Services Obligation Fund (USOF).
This information was given in Lok Sabha today by Shri Milind Deora, the Minister of State, Communication and Information Technology in response to a question.

Indian Railway Telecom vision 2020-another competitor to PSus?

This will be done in collaboration between the RailTel Corporation and private sector companies in a transparent framework. Three proposals are under consideration of ICT expert Committee headed by Sam Pitroda for expanding the RailTel business.

These projects include:
(a) Provision of OFC on balance 15,000 Rkms of Indian Railways network.
(b) Provision of Broadband connectivity to 50,000 Panchayats using RailTel's existing OFC network.
(c) Provision of Broadband services to public on RailTel OFC network on PPP basis.

Proposals may be funded either on PPP basis or partly through Universal Service Obligation (USO) fund kept with Ministry of Communications & Information Technology (Department of Telecommunications) for extending communication services to remote areas of the country.

The 2010-11 document says provision of OFC on balance 15000 Rkms is expected to be completed by 2014. Broadband connectivity to 50000 Panchayats is likely to take off by March 2011 for completion by 2015.

4 G- Telecom lead- About BSNL?

Telecom Lead India: Indian 4G LTE market is readying for cut throat competition with Bharti Airtel, the market leader in wireless segment, announcing its plans to launch the high speed broadband in Kolkata on March 20.

Though Bharti Airtel is poised to gain from the first mover advantage, the state-run MTNL is also aiming for launching the 4G service in Mumbai and Delhi this year. Reliance Industries will be looking at a national launch. The company is in the process of finalizing its roll out plans.

All these mobile operators are not divulging pricing strategies as they have already failed to impress their 3G customers.

Chinese gear maker ZTE is supplying the 4G equipment and managing operations in Kolkata for Airtel.

The initial launch will be at Kolkata and later it would be launched in three more circles including Maharashtra, Karnataka and Punjab.

On the launch of 4G service, Aditya Kaul, practice director, mobile networks of ABI Research said that high priced devices will be the main challenge for the operators in India, as consumers in India have always been reluctant to pay for high-speed broadband.

You might think that women's equality benefits mostly women, but every one-percentile growth in female secondary schooling results in a 0.3 percent growth in the economy. Yet girls are often kept from receiving education in the poorest countries that would best benefit from the economic growth.
Until the men and women work together to secure the rights and full potential of women, lasting solutions to the world's most serious social, economic and political problems are unlikely to be found.
In recent decades, much progress has been made. On a worldwide level, women's access to education and proper health care has increased; their participation in the paid labor force has grown; and legislation that promises equal opportunities for women and respect for their human rights has been adopted in many countries. The world now has an ever- growing number of women participating in society as policy-makers.
However, nowhere in the world can women claim to have all the same rights and opportunities as men.
The majority of the world's 1.3 billion absolute poor are women.
On average, women receive between 30 and 40 per cent less pay than men earn for the same work.
And everywhere, women continue to be victims of violence, with rape and domestic violence listed as significant causes of disability and death among women of reproductive age worldwide.

The regulator also reiterated some of the objectives of the “National Broadband Plan” that is under implementation, including connecting all habitations with population of more than 500 people with an optical fibre network.
The regulator has also included the need to categorize India’s telecom sector as infrastructure as one of the objectives. This has been part of the DoT’s budget recommendations for several years, but is yet to get the finance ministry’s approval. Assigning infrastructure status to a sector makes it eligible for fiscal and other incentives.

Issuing of order by Corporate Office, on NE 12 pay scale, is likely to be delayed. The DoT, while giving approval, has stated that the pay scale can be introduced after making necessary modification in the Promotion Policy. Since the Promotion Policy (NEPP) has been implemented with the approval of the Board of Directors, any modification to the Promotion Policy, should also be approved by the Board of Directors. Hence, issue of order on the NE 12 pay scale is likely to be delayed. However, we have been told that date of effect of the NE 12 pay scale will be 22.02.2012, i.e., the date on which DoT approved the pay scale. CHQ is taking efforts, to release the order as early as possible.

BSNL to get Rs. 600 crores -rural connections-ad hoc -economic times

NEW DELHI: Telecom regulator Trai has recommended a subsidy of Rs 600 crore to state-run BSNL, a move that will help the cash-strapped company in maintaining rural wireline connections installed before April 1, 2002.

The Department of Telecom ( DoT) had sought Trai's recommendations regarding continuation of support from Universal Service Obligation Fund (USOF) towards the rural direct exchange lines (DELs) on expiry of Rs 2,000 crore per year subsidy on July 17, 2011.

"Keeping in view the urgency of matter, considering that it would take some more time to issue a consultation paper and that time would also be taken in consultation process, the Authority recommends that a subsidy of Rs 600 crore purely as an ad hoc measure may be given to BSNL," Trai said in a statement.

The Regulator said that at this stage it may not be easy for the government to obtain any additional funds for this purpose through the normal budgetary process and hence it recommended that a subsidy grant of Rs 600 crore may be made from USOF to BSNL.

However, Trai added that the grant and the source (USOF) are "purely ad hoc" arrangement and final recommendations would be made after due consultation.

All mobile phone companies share part of their annual revenues towards USOF.

BSNL, as per Trai recommendations, had received Rs 2,000 crore from USOF for a period of three years from July 18, 2008 to July 17, 2011 on phasing out of Access Deficit Charge ( ADC) for sustaining its loss-making landline business across rural India.

Following the expiration date, BSNL had sought further financial support of Rs 2,580 crore per year from USOF for meeting the deficit arising out of "commercially non-remunerative" rural wireline services for DELs installed before April 1, 2002.

The state-run operator was asked to make a presentation before Trai, in which it stated that the exsiting cost of operations on these lines are high in comparison with revenue accruals.

"It does not make business sense for BSNL to maintain these high cost rural lines at very high net loss unless it is financially compensated by the government," BSNL had said.

Adding that these lines are key to broadband adoption in rural areas, the state-run firm sought continued financial support.
