BSNL struggles to go to 4G.-read msn news.

A top BSNL official said while all the major private telecom companies that won the BWA auction in May 2010 are betting big on the rollout of fourth- generation (4G) technology, BSNL has been left high and dry.

Sources said that being a public sector firm BSNL was forced to take the redundant 2.4 gigahertz of spectrum, which is not clear and interferes with other bands. It does not even effectively work out for WiMAX services.

"It is not commercially viable. The band offered to BSNL may not be suitable and technically does not match with the equipment available. Wimax lobbies may have been responsible for pushing it to BSNL. It will be the only company on WiMAX platform and will face isolation from interoperability and roaming arrangements," a top telecom industry official said.

BSNL's own investigations had revealed that five of the six shortlisted companies for WiMAX services were acting as fronts for some individuals and shared the same corporate details. BSNL was forced to scrap the tender under pressure from its labour unions.

PRESS STATEMENT

The General Strike of Indian working class for which the call was given by the Central Trade Unions and endorsed by all the Federations and the Central and State Govt. Employees elicited the largest participation today. The increased participation of workers in the industrial action was indicative of the growing realization of the need to struggle against the present economic policies of the Govt. of India.

The Central Govt. employees throughout the country responded to the call admirably in as much as the strike was almost total in Kerala, Tamil Nadu, West Bengal, Madhya Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Assam, Meghalaya, Tripura, Manipur and about 80% in Andhra Pradesh, Karnataka, Bihar and Uttar Pradesh, and partial in Delhi, Punjab, Haryana, Arunachal Pradesh, Rajasthan, Himachal Pradesh, Orissa and Gujarat.

The strike was no doubt an impressive reflection of the total discontent of the employees over the various policy decisions like scrapping of the existing pension scheme, outsourcing, contractorisation and privatisation which have threatened the job security. The increasing prices of essential commodities had added to the agony and despite periodical wage increase through the system of Dearness Compensation, the employees found it difficult to make the both ends meet with the existing emoluments.

The Confederation National Secretariat while congratulating the Central Govt. Employees in general for the total co-operation in making the strike action a grand success, particularly place on record the exemplary and magnificent achievement of Income Tax Employees Federation and All India Central Ground Water Board Employees Association, who could make cent percent of their members to participate in the strike.

We once again call upon the affiliates to go ahead with the preparation of the next strike action in pursuance of the 14-point Charter of Demands which are of exclusive concern to Central Government Employees.

BSNL WiMax scam-The Pioneer 26 2 12


Almost three years after The Pioneer broke the story on the BSNL WiMax scam — under jailed Telecom Minister A Raja — and has since been pursuing it zealously, the CBI on Saturday registered the first FIR and followed it up by conducting raids and interrogating officials and persons concerned.  The Pioneer had first reported the scam in March 2009.
The CBI, acting upon CVC’s direction, conducted  raids at nine premises, including those of top BSNL officials. The Delhi and Chennai offices of Raja’s benami company, backed by a Malaysian tycoon Datto Vijayakumar, were also raided.
According to sources, CBI interrogated top BSNL officials including former CMD Kuldeep Goyal for colluding with Raja in allotting WiMax franchisee to his friendly company Wellcom Communications of Malaysia. The agency has, however, not yet named Raja in the FIR. CBI has pegged the estimated loss due to the irregularities at Rs 535.50 crore. Searches were being conducted in Delhi, Faridabad, Ghaziabad, Gurgaon, Chennai and Kolkata.
For its part, the Enforc-ement Directorate has issued Letters of Rogatory against Vijayakumar in connection with Raja’s illegal amassment of wealth. WiMax is a high-speed internet service and is faster than 4G. After accomplishing the illegal allocation of 2G spectrum licences, Raja had decided to start WiMax services in BSNL and issued directions to allow private parties to operate it though the public sector telecom giant had its own huge infrastructure to run the services.
He first allotted franchisee to Wellcom Communications’ India subsidiary, wherein he had a 15 percent stake, through his associate Silvarajoo. After The Pioneer’s expose, Raja changed his plan.
During May 2009, BSNL was forced to allot franchisee to a five shell companies formed on a single date. These five companies are owned by Raja’s another associate Sanjay Kapoor and his relatives.
When this attempt was also exposed by this newspaper, the PMO intervened and floated new rules. According to the new rules, the bidders were to have an annual turnover of at least Rs100 crore. But Raja allotted the WiMax franchisee to a defunct company Ampoules and Auto Limited from Kolkata.
BSNL officials were forced to accept the inflated and manipulated balance sheets of this company. After getting the contract, this company changed its name to Starnet Communications and was taken over by Wellcom Communications, a Malaysian conglomerate which is owned by Vijayakumar, a Malaysian citizen of Tamil origin.

LUCKNOW: Times Anugrah, the woollen clothes donation campaign organised by The Times of India in association BSNL, received a tremendous response in the city. The drive, organised from January 28 to February 5, saw the collection of woollen clothes at various points in the city. It culminated with the distribution of these clothes on Wednesday at the centre of Ehsaas, an NGO that works for streetchildren.

Chief guest at the distribution programme, DK Vaish, GM (Development), BSNL, praised TOI for the initiative. "It is our social responsibility to help people in need. Being a part of such selfless ventures gives one a sense of fulfillment and drives one to do more of such things in future," he said.

BSNL was functional during Sikkim earthqauke. But also in Leh rain outburst,BSNL started services quicker.But in the recent Thane cyclone which lashed Cuddalore and Puducherry on 30 12 11, only BSNL functioned much to the expectations of the public. Secretary DoT also praised BSNL services. BSNL maintained services by spending several lakhs on diesel only to serve the public. BSNL must be adquately staffed and must be financially strong to serve the public during disasters whether it is tsunami,cyclones,earthquakes etc.

Coal workers wage hike.

Bhubaneswar, Feb 16 (PTI) Over 3.5 lakh coal workers in the country would be benefitted with about 25 per cent hike in gross wages following the National Coal Wage Agreement (NCWA) signed between Coal India Ltd (CIL) and central trade unions. The NCWA, signed on January 31, 2012 at New Delhi, would be implemented with retrospective effect from July 1, 2011, President of INTUC affiliated Orissa Collieries Mazdoor Sangh (OCMA) Sriballav Panigrahi said here today. The Joint Bi-partite Committee for Coal Industry (JBCCI) formed by the central government was to expire by January 31, 2012 and in the process the employees would have faced a lot of problem for upward revision of their wages. "We had organised six meetings for working out the modalities and inking the NCWA and it materialised only on the very last day of JBCCI's term", said Panigrahi, who was among those who played a major role in signing of the pact.

 Beside, the tenure of the JBCCI was also renewed by the central government for another five years, he said. The NCWA-IX highlights envisaged a rise of 25 per cent on gross wages as on June 30, 2011. The employees would also get four per cent special allowance on new basic and three per cent increment per year. There would be a hike of altogether 88 per cent in the fringe benefits comprising HRA, conveyance reimbursement, transport subsidy, additional transport subsidy, nursing allowance and underground allowance w.e.f. February 1, 2012.

 Other benefits in the NCWA included service-linked four promotions within 30 years, service-linked increment to continue to the highest grade, increment benefit on promotion, LTC/LLTC equal to four adult tickets, life cover scheme of Rs 1,12,800, workmen's compensation benefits, gratuity of Rs 10 lakh and post retirement medical benefits, indoor and outdoor, on line with SAIL.

Q: Today was also the deadline for stakeholders to come and give in their suggestions, as far as the 2G auction is concerned. The Minister also making it clear that the TRAI recommendations would be crucial before any decision was taken in that regard. Can you give us an update of where that process stands today? How many stakeholders have responded and what is the way forward?
A: We have received from about three-four people. I expect more to come in during the later part of this evening and perhaps latest by tomorrow morning. But, as of now, we have received few comments.
Q: Therefore, you are on track for the consultation paper to be issued in perhaps two weeks.
A: Yes, in about 15-20 days from now, we expect to issue the consultation paper. Now that the comments have come in, our work actually starts from tomorrow. So, in the next two weeks or maximum two-and-a-half weeks, we should be able to issue the consultation paper. Thereafter, certain process, timeline for receiving comments and which is going to be not very long. People will have abide by the timeline and then we will have open house discussions followed by our recommendation. We expect to complete it at the earliest.

BSNl functioned during Sikkim earthquake.

Pilot emphasised that the government's Bharat Sanchar Nigam Limited (BSNL) was functional after the recent Sikkim earthquake, while private telecom connections got snapped.

He added that ultimately it was the state government's responsibility to implement the guidelines.

7)   Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,
8)   Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9)   Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
10) Compulsory registration of trade unions within a period of 45 days and immediate  
      ratification of ILO conventions 87 and 98.
PART-B
1.         Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of     Governmental functions.
2.         Fill up all vacant posts and create posts on functional requirements.
3.         Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
4.         Regularize the GDS, daily rated workers, contingent and casual workers by bringing  about a definite scheme of regularization.
5.         Remove restriction imposed on compassionate appointment ( end the discrimination
            on compassionate appointment between the Railway workers and other CGEs).
6.         Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB in all Departments; remove the ceiling of emoluments for bonus computation.
7.         Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly Committee within a fixed time frame of two months; Set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee Members of the National Council; Convene the meeting of the Departmental Council in all Ministries / Departments once in three months as envisaged in the JCM Scheme.
8.         Make the right to strike a legal right and stop curtailment of TU Rights.
9.         Implement all Arbitration Awards.
10.       Raise the interest rate for GPF; Revise the OTA and Night Duty Allowance and Stitching and Clothing Rates of Uniforms.
11.       Merge DA with Pay for all purposes including Pension as and when the DA rates cross the 50% mark.
12.       Vacate all Trade Union Victimizations.

CPI decreased by two points.

All-India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of December 2011.
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of December, 2011 decreased by 2 points and stood at 197 (one hundred & ninety seven).
During December, 2011, the index recorded maximum decrease of 8 points each in Ghaziabad and Jamshedpur centres, 7 points each in Mysore, Bokaro and Ranchi Hatia centres, 6 points  in 3 centres, 5 points in 3 centres, 4 points in 6 centres, 3 points in 11 centres, 2 points in 18 centres and 1 point in 17 centres. The index increased by 6 points in Coonoor centre, 4 points in Chennai centre, 3 points in Mercara centre, 2 points in 3 centres and 1 point in 2 centres, while in the remaining 7 centres the index remained stationary.
The maximum decrease of 8 points in Ghaziabad and Jamshedpur centres is mainly on account of decrease in the prices of Onion, Vegetable & Fruit items, Primary and Middle  School Fee and Books, etc. The decrease of 7 points in Mysore, Bokaro and Ranchi Hatia centres is mainly due to decrease in the prices of Rice Wheat, Onion, Vegetable & Fruit items, Primary and Middle School Fee and Books, Petrol, etc. The increase of 6 points in Coonoor centre is mainly due to increase in the prices of Rice, Maida, Suji, Dairy Milk, Milk (Cow), Tamarind, Tea (Readymade), Sugar, Sweater, Medicine (Allopathic), Medicine (Homeopathic), Bus Fare, Barber Charges, etc. The increase of 4 points in Chennai centre is due to increase in the prices of Dairy Milk, Tea (Readymade), Cigarette, E.S.I. Contribution, Bus Fare, Flower/Flower Garlands, etc.
The indices in respect of the six major centres are as follows :
1. Ahmedabad – 190
2. Bangalore – 199
3. Chennai – 184
4. Delhi - 182
5. Kolkata – 185
6. Mumbai – 199
The point to point rate of inflation based on CPI-IW(General) for the month of December, 2011 is 6.49% as compared to 9.34% in November, 2011. Inflation based on Food Index dipped to the level of 1.97% in December, 2011 as compared to 7.61% in November, 2011.
The CPI-IW for January, 2012 will be released on the last working day of the next month, i.e. 29th February, 2012.
