Concession to Senior Citizens

As per the Telecommunications Tariff Order notified by Telecom Regulatory Authority of India (TRAI) on 9th March 1999 (Schedule 1, item 5), following concessions in monthly rental are provided to senior citizens in respect of Rural Fixed line services:

It is mandatory to offer the above as part of standard package. However, the service providers have the flexibility to offer alternative combinations of tariff to different classes of subscribers in a non-discriminatory manner.

The following concessions are provided to senior citizens (65 years and above) by government controlled Public Sector Undertakings (PSUs), i.e. Bharat Sanchar Nigam Limited (BSNL) & Mahanagar Telephone Nigam Limited (MTNL):

BSNL – BSNL is granting following concessions in fixed line telephone connection to senior citizens:

(i) Registration of telephone on priority under NON-OYT-Special category,

(ii) Exemption from payment of registration charges while registering the request for a telephone connection.

MTNL – Senior citizens are allowed following concessions on landline telephone connections:

(i) 25% concession in installation,

(ii) 25% concession in monthly service charges in plan 250.

This information was given by Shri Milind Deora, Minister of State for C&IT in written reply to a question in Lok   Sabha today.

The cabinet is likely to take a final decision by middle of Jan 2013 regarding ITS issue. HC Delhi extended the last date for its implementation of the order to 01 2 13.  The matter is posted to 01 02 13.

Listing,Disinvestment,VRS in BSNL-The Hindu 12 12 12


Further, the Telecom Commission felt this was not the opportune time for listing and disinvestment of BSNL, as the company was on a downward performance path and disinvestment might not realise the true value of the company. In the absence of listing, option of giving stocks as incentive to key management is also not available. 

On the issue of VRS, the panel said that VRS across the board might not be required; BSNL could examine option of VRS for select categories, examining financial burden and cost/benefit of the company.

Joint Forum decides to conduct enmasse dharna on 17th and 18th December, 2012 
The Joint Action Committee of BSNL and MTNL Unions, which met on 04.12.2012 reviewed the ongoing agitational programme and took the following decisions. 

(1)   The ongoing agitation on ITS repatriation issue is to be intensified. In addition to the ITS repatriation issue, the following issues connected with the viability of BSNL and MTNL are also to be included in the charter of demands. 

a)    Repayment of BWA spectrum fee.
b)   Adequate compensation for BSNL’s rural land line operations.
c)  Immediate releasing of fund from USO fund.
d)   Exempting BSNL and MTNL from payment of fee for the 2G spectrum they are holding
    beyond 4.4 MHz.
e)   Procurement of equipments and materials.
f)    Exempting BSNL and MTNL from spectrum refarming.
g)   Exempting BSNL and MTNL from payment for Spectrum Liberalisation.
h)   Payment of pension by the government in respect of MTNL employees.
i)     Immediate issuing of Presidential Directive for 78.2% IDA fixation to BSNL employees. 

(2)   Highlighting the above demands, it is decided to conduct a two day nationwide ‘enmasse dharna’ on 17th and 18th December, 2012.

IDA to increase from 01 01 13.



Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2012


The All-India CPI-IW for October, 2012 rose by 2 points and pegged at 217 (two hundred and seventeen). 

IDA  if present trend continues it may be 3.9%. We have to wait for Nov 12 index.


 On 1-month percentage change, it increased by 0.93 per cent between September and October compared with 0.51 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from food items which increased by 0.43 per cent, contributing 0.45 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Milk, Tea (readymade), Snack Saltish, Snack Sweet, Onion, etc. The other items like Cooking Gas, Electricity Charges, Fire wood, Medicine (Allopathic), Doctors’ Fee, Bus Fare, Cinema Charges, etc. also put upward pressure in total change.

The largest downward contribution to the change in current index came from Oils and Fats with a decline of 1.08 per cent, contributing (-) 0.10 percentage points to the total change. The main downward pressure came from Groundnut Oil, Coconut Oil, Vanaspati Ghee and Palm Oil.

The year-on-year inflation measured by monthly CPI-IW stood at 9.60 per cent for October, 2012 as compared to 9.14 per cent for the previous month and 9.39 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 9.91 per cent against 11.00 per cent of the previous month and 8.72 per cent during the corresponding month of the previous year.

At centre level, Monger Jamalpur and Siliguri recorded the largest increase of 6 points each followed by Labac Silchar, Guntur, Salem, Jharia, Coimbatore, Sholapur, Jalpaiguri, Kodarma, Mariani Jorhat, Bengluru and Tripura (4 points each). Among others, 3 points rise was registered in 7 centres followed by 2 points in 21 centres and 1 point in 11 centres. Hubli Dharwar centre reported a decline of 4 points followed by Goa with 3 points, Chennai and Varanasi with 2 points each and other 6 centres registered a fall of 1 point. Rest of the 16 centres’ indices remained stationary.

The indices of 38 centres are above All-India Index and other 39 centres’ indices are below national average. Bokaro’s index remained at par with all-India index.

The next index of CPI-IW for the month of November, 2012 will be released on Monday, December 31, 2012.

Conciliation conducted by Dy. CLC on the demands of the strike held on 16-11-2012.






In continuation of the conciliatory proceedings held on 16-11-2012, Shri S.K. Chand, Dy. CLC, conducted conciliation today between the United Forum and the BSNL Management. Com. P. Abhimanyu, GS, Com. V.A.N. Namboodiri, President, Com. Animesh Mitra, Dy. GS, Com. R.L. Moudgil, AGS, Com. V. Subburaman, GS, TEPU, Com. Suresh Kumar, GS, BSNL MS and Com. Thomas, AGS, BSNL MS Participated in the meeting.

 Union leaders strongly pressed for taking action against Adesh Kumar Gupta and others, as demanded in the strike notice. After hearing the views of both sides, the Dy. CLC ordered that next meeting will take place on 06-12-2012, before which BSNL Management should hold a meeting between Director (HR)/ CMD and the Unions.

All Unions meeting on Recognition Rules.19 11 12.






The All Unions  meeting,convened by BSNL Management on Recognition Rules, took place today the 19-11-2011.  

Management gave it’s proposals for framing its recognition Rules. It contains many retrograde proposals, which requires in depth discussion. It will take a least a few more months to finalise the new recognition rules, based on these proposals. Since the recognition period of BSNLEU will lapse on 13-02-2013, there will not be any recognized union for the Non-Executive employees thereafter. Such a vacuum will be detrimental to the interest of the employees.

 It seems that Management also wants such a situation.We cannot allow such a situation to arise. Hence, Management has to immediately start the process for conducting the 6th Membership Verification. In view of this, BSNLEU demanded that the 6th Membership Verification should be conducted based on the existing Code of Discipline and thereafter the new recognition rules can be finalizedby holding threadbare discussions. 

On hearing the views, Management side stated that unions can give their view points in writing within the next ten days.

78.2% IDA fixation – BSNL sends its reply to DoT





BSNL has finally sent its replies to the queries raised by DoT, on the issue of 78.2% IDA fixation. The file was sent to DoT yesterday, the 15.11.2012. The case will be perused  with DoT further for getting its approval at the earliest.

The Dy. Chief Labour Commissioner (Central) conducted a conciliation between the United Forum and the BSNL Management today the 16.11.2012, on the demand contained in the strike notice for the one day strike on 16.11.2012. Com. P. Abhimanyu, GS, com. R.L. Moudgil, AGS and com. N.D. Ram, President, SEWA BSNL represented the United Forum. They strongly demanded that Adesh Kumar Gupta, GM, Gaziabad should be suspended/repatriated immediately, or else the struggle would be intensified. After hearing both sides, the Dy. CLC (C), adjourned the proceedings to 20.11.2012, with the direction that BSNL Management should hold bilateral talks with the United Forum before 20.11.2012.

Gear up preperations for conducting One Day Strike successfully on 16.11.2012.
The United Forum has given call for conducting One Day strike on 16-11-2012. The strike is to condemn the brutal murder of com.Sukendar Pal Singh, District Secretary, BSNLEU,Gaziabad, and  also to demand the immediate arrest of Adesh Kumar Gupta, GM,BSNL, Gaziabad and other accused, for the murder. As every one knows that CHQ has taken all possible measures to ensure the arrest of the accused. But the DoT officers as well as BSNL Corporate Management are not prepared to take any action on the accused Adesh Kumar Gupta. In fact, they are supporting and shielding him. No one knows to what extent top officers are benefited from Adesh Kumar Gupta who is involved in massive corruptions in Gaziabad SSA. Under these circumstances, we are left with no other option but to successfully implement the call for One Day Strike on 16-11-2012. Circle and District Secretaries are requested to immediately swing into action to make the strike a historic success and to teach lesson to the Management which has closed it’s eyes to the brutal murder.

Status on ITS repatriation case at Hon Delhi HC:

At the very outset ASG representing UOI made submission before the Hon bench that a proposal to repatriate unabsorbed ITS from BSNL /MTNL progressively within a time span of 10 years is under the consideration of Group of secretaries and that will very shortly send to the Union Cabinet. On this submission of ASG, Hon Bench observed that "We are not concerned with what cabinet is to decide and the 10 year time period is absurd". Our Counsel informed the Hon bench that last time the plea of BSNL / MTNL to grant extension of 25 months was rejected by the bench and this time they are asking time for 10 years. At this the Hon bench observed “even now we will reject it”.

Counsel for the respondents (ITS) submitted that they have to be formally relieved from BSNL/MTNL immediately ending “deemed deputation” and thereafter they can be taken back to BSNL/MTNL on “deputation” which is legal. This is strongly opposed by our counsel quoting the DOP&T OM which strictly forbidden such deputation. Hon Court also observed that this is nothing but the present situation going on thereby ending the possibility of their entry through back door on deputation.

Finally Hon bench directed Counsel for UOI, BSNL/MTNL to relieve all unabsorbed ITS by 15th Dec failing which UOI should submit a detailed proposal. The case is posted for 18th Dec:’12.

This issue was discussed with the CMD, BSNL, in today’s meeting. BSNLEU leaders expressed their total unhappiness over the undue delay in sending reply by BSNL, to the queries raised by the DoT, on the agreement on 78.2% IDA fixation. CMD BSNL assured that he would intervene and ensure that the reply is sent without further delay.

New Delhi, Oct 31 (IBNS) The All-India Consumer Price Index Numbers for Industrial Workers (CPI-IW) for September, 2012 rose by 1 point and pegged at 215 (two hundred and fifteen), government numbers revealed on Wednesday.




On 1-month percentage change, it increased by 0.47 per cent between August and September compared with 1.55 per cent between the same two months a year ago.

The largest upward contribution to the change in current index came from food items which increased by 0.87 per cent, contributing 0.68 percentage points to the total change.

At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Grinding Charges, Arhar Dal, Eggs-Hen, Fish Fresh, Goat Meat, Milk-Buffalo, Tea (readymade), etc. Miscellaneous items like Electricity Charges, Fire wood, Medicine (Allopathic), etc. also put upward pressure in total change.

The largest downward contribution to the change in current index came from Vegetables and Fruits with a decline of 4.38 per cent, contributing (-) 0.67 percentage points to the total change. The main downward pressure came from Tomato, Chilies-Green Apple & Banana.

The year-on-year inflation measured by monthly CPI-IW stood at 9.14 per cent for September, 2012 as compared to 10.31 per cent for the previous month and 10.06 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.00 per cent against 12.20 per cent of the previous month and 8.29 per cent during the corresponding month of the previous year.

At centre level, Chhindwara recorded the largest increase of 8 points followed by Jalpaiguri and Ranchi Hatia (7 points each), Nasik (5 points) and Jharia (4 points).

Among others, 12 centres registered a rise of 3 points followed by 2 points in 16 centres and 1 point in 22 centres. Giridih centre reported a decline of 3 points followed by Bhilwara with 2 points and other 7 centres registered a fall of 1 point each. Rest of the 14 centres’ indices remained stationary.

The indices of 40 centres are above All-India Index and other 37 centres’ indices are below national average.

Ghaziabad’s index remained at par with all-India index.

The next index of CPI-IW for the month of October will be released on November 30.

The ITS repatriation case came up for hearing in the Hon’ble Delhi High Court today the 31.10.2012. Senior Council Shri Patwalia, who appeared on behalf of the BSNLEU, SNEA and AIBSNLEA, submitted to the judges that the unabsorbed ITS officers should be repatriated to DoT, immediately, since their continuation in BSNL on deputation is illegal and that there are sufficient staff and officers to run BSNL. However, the Assistant Solicitor General did not turn up and on his behalf the court was requested to adjourn the hearing. Thereafter, the Hon’ble judges adjourned the hearing to 07.11.2012, and directed that the reply affidavit should be filed.

Leaders of the Joint Forum of BSNL and MTNL Unions, met Shri Kapil Sibal, Hon’ble Minister of Communications, today the 30.10.2012, on the ITS issue. Com. V.A.N. Namboodiri, Convener, Com. P. Abhimanyu, BSNLEU, Com. C. Singh, NFTE, Com. G.L. Jogi & Com. K. Sebastin (SNEA), Com. Prahlad Rai (AIBSNLEA), Com. Suresh Kumar (BSNL MS), Com. N.D. Ram (SEWA BSNL), Com. Amit Roy (AIGETOA), Com. Zile Singh (NTSU) and Com. M.K. Bagchi, Com. Kaushik, Com. Mange Ram (MTNL). The Leaders told Shri Kapil Sibal, that either the ITS Officers should get absorbed in BSNL & MTNL or they should be repatriated. They should not be allowed to continue on deputation in BSNL & MTNL. The leaders also requested the Hon’ble Minister to ensure the immediate refund of money, on account of refund of BWA spectrum by BSNL and also the immediate payment of Rs.1500/- crore compensation to BSNL, as recommended by TRAI. The Hon’ble Minister patiently heard the leaders and assured that the needful would be done.
