BSNL-faces-no-legal-hitch-for-scrapping-Ericsson-bid

NEW DELHI: BSNL will not face any legal challenge by cancelling the largest-ever global network-equipment tender worth $10 billion, a committee studying implications of the move has said.

The four-member committee was set up by the telecom ministry to study the state-owned telecom operator’s decision to scrap a tender for 93 million GSM lines. The Central Vigilance Commission (CVC) — the country’s anti-corruption body — observed that network major Ericsson’s ‘exorbitant’ price was one of the reasons why BSNL could not award the contract to the Swedish telecom’s gear maker despite both companies negotiating prices for over six months.

Indian-telecom-story-is-about-very-low-cost-phones-Steve-Ballmer

Top technology firm Microsoft, which straddles desktops, devices and search and software, doesn't see India's booming telecom market as a potential entry opportunity to further grow business and revenues. Microsoft CEO Steve Ballmer told ET that India's telecom growth story is of very low-cost phones, limiting the ability of its software, which runs on smart phones, to compete. In an exclusive interview, he said the PCs are still the most converged device on the planet. Excerpts:

CBI is all set to register case against BSNL officials

Saravjit Garg, Head-Technical Sales at Huawei India has put in his papers following differences with the company’s Chinese management. Garg was considered to be among the four top level Indian executives at Huawei India.
The development is a blow to Huawei India which is facing really challenging times. The company along with other Chinese vendors is trying to come clear out of the DoT’s recently announced directive banning import of Chinese telecom equipment in India.
While this issue is heading towards resolution, Huawei India also has to face tough time over the alleged corrupt business practices followed by the company’s executives in bagging BSNL’s mega-GSM tender.
CBI is all set to register case against BSNL officials as well as Huawei executives involved in the alleged merky deal.
Mr. Garg’s exit comes at a wrong time for the company which is trying to portray that its India unit is localized with Indians at the helm for day-to-day operations.

Chinese equipment ban

Union Communications Minister, A Raja met Home Minister P. Chidambaram to discuss security concerns over the import of Chinese telecom equipment.
Raja also met Prime Minister, Manmohan Singh to brief him about the issue of ban on Chinese equipment.

What BSNLEU says about 78.2% IDA

SNEA and BSNLEU - 78.2% SNEA says.

25.05.2010: GS, AGS(HQ), AGS(F), GS & AGS SNEA, GS & President BSNLEU met CMD BSNL and discuss:-
(a)    Additional GSM lines expansion in BSNL Network:-We expressed our serious concern against reducing GSM equipment procurement from 10 Million lines to 5.5 Million lines despite the assurance given by Hon'ble MoC&IT to JAC. CMD mentioned that while calculating the demand according to 70% loading the immediate requirement was estimated 10 Million lines but according to 80%  loading , this is estimated to 5.5 Million. He also informed that BSNL Board in its special meeting held on 21.05.2010  and considering Grace periods (GP1 and GP2) has approved the procurement of 5.5 Million mobile lines for meeting out the capacity crunch in North and East zones. If further the necessity regarding procurement of mobile lines will be find out, then another procurement will be made immediately from the same tender. He expected this tendering process will be completed by Aug 2010.
(b)   Regarding implementation of DPE OM dated 02.04.2009:- We expressed our serious concern against the delay in implementation of DPE OM dated 02.04.2010 regarding increase in IDA fitment benefit from 68.8% to 78.2% and forming a committee to discuss the matter. CMD mentioned that the issue can be resolved after the discussions of the committee with Union/Association representatives shortly. We demanded that Committee should submit it's report within two weeks time.
(c)    Regarding ITS Officers absorption & IDA pension revision issues:- CMD mentioned that the Cabinet note on both the issues have been prepared in DoT and shortly will be sent to Cabinet. On our some apprehensions on both the issues, CMD assured to discuss the matter with DoT Officers.

Chennai tops in BSNL collections

BSNL Chennai has pipped Kerala as the telecom circle with the highest revenue collection efficiency.
According to data for the fiscal 2009-10, revenue collection in BSNL Chennai exceeded targets for landline and mobile segments. The metro circle recorded 99.19 per cent collection efficiency against a target of 98 per cent for landlines and 99.26 per cent against a target of 99 per cent for mobiles during 2009-10.
The revenue collection ratio in Chennai is the highest for any BSNL circle in India and, for the first time, surpasses the efficiency levels in Kerala, which has traditionally led the ranks on this front, officials said. Kerala Circle recorded 99 per cent efficiency in landline revenue collections followed by Gujarat with 97.3 per cent.

MTNL-short-of-funds-for-3G-fee

NEW DELHI, INDIA: The cash reserve with state-run telecom provider Mahanagar Telecom Nigam Limited (MTNL) is short of Rs 1564 crore than the amount it has to pay for 3G spectrum price by this May 31.
“The cash reserve is of Rs 5000 crore and we are making arrangements for the rest of the amount,” said Kuldeep Singh, chairman and managing director, MTNL, while speaking to media on the sideline of a press conference organized to announce the partnership between MTNL and F-Secure - an Internet security solution provider.

FM rejects DoT's call to drop landline licence fee.

NEW DELHI: The finance ministry has shot down a telecom department proposal to expedite an end to licence fees for landline services. It is the latest instance where it has rebuffed or stalled a relief measure for telcos reeling under shrinking profits and valuations.

The proposal was to be implemented from January 2009, but is now unlikely to see the light of day after the finance ministry aired its objection in a note circulated on May 3, said Department of Telecom (DoT) officials. The finance ministry’s rejection is the fourth occasion that a move to aid the telecom sector was being stonewalled, they said. These measures together would have resulted in annual savings of more than Rs 5,000 crore to the telecom sector, beset by a brutish tariff war.

BSNL-MTNL-to-make-big-gains-from-intra-circle-roaming-pacts

NEW DELHI: The absence of a pan-India 3G licence winner may spell good news for state-owned telcos BSNL and MTNL as private operators will have to approach them for intra-circle roaming agreements in regions where they themselves failed to win 3G airwaves. Executives of several telcos said they were exploring an alliance with BSNL that has 3G airwaves in all circles as it would be a single step solution as against stitching alliances with several firms across the country. MTNL has 3G airwaves for Delhi and Mumbai.

“This could open a new revenue stream for us,” Kuldeep Goyal, chairman and managing director of BSNL told ET. He did not reveal the names of firms that have so far sought out intra-circle deals with BSNL but said the telco was open to sharing its passive infrastructure (excluding spectrum) that it had built for 3G services with private operators.

BSNL bans Chinese vendors.

NEW DELHI: State-owned BSNL has banned Chinese vendors Huawei and ZTE from bidding for its Rs 2,000-crore contract for supply of 55 lakh GSM lines for its Northern and Eastern zones. BSNL has specified that only three Western vendors — Ericsson, Nokia Siemens and Alcatel Lucent — can participate in the bidding process.

“It is a fact that telecom gear from Western vendors are expensive when compared to Chinese vendors, but a government directive prevents us from placing any orders with telecom gear makers from China, especially if the equipment has to be installed in circles that share international boundaries,” BSNL chairman and managing director Kuldeep Goyal told ET. He also added that BSNL board had cleared the new tender, limiting the participation to the three Western vendors, last week.

BSNL-bans-Chinas-Huawei-ZTE-from-bidding

BSNL finds difficulties in buying telecom equipments ,shortage of cables, capacity crunch in broadband etc.  BSNL at last has banned Chinese equipments thus paving the way for other vendors to supply their equipments at the earliest. So the question of Chinese vendors are not there. Now BSNL can expand with other vendors.  The real motive of China is to get supply orders from various countries, supply them and try to close other vendors.  As there is no market demand for other telecom vendors, it is natural for them to close the company.  At last the Chinese companies will survive, they can dictate markets etc.

Code of discipline

Queries Column.
 Code of Discipline.
Q: NFTE has written to HMOSC on code of discipline?
A: In the letter of NFTE the following demands which were hither to maintained by them are absent.
1.         Minimum trade union facilities for all Registered Unions.
2.         Reducing the criteria of Recognization from 15%o 10 or 5% of total strength.
Further, in our opinion, the Neyveli judgment does not apply to BSNL in the present scenario as the total votes polled by first and second union are not of individuals but alliance votes. BWA will further deliberate on the issue in its next meeting on 25th May, 2010.

BWA Meeting will be held at 11.00 hours on 25.05.2010 in FNTO Office to discuss the following

1.        78.2% IDA merger for pay fixation.
2.         Clarifications on promotion policy.

Indian-telecom-Callers-growing-but-not-revenues

And, according to Cellular Operators Association of India (COAI), India's GSM operators, excluding Reliance Communications, added 11.18 million mobile users in April. Though these numbers point to a phenomenal growth in the Indian telecom sector, it isn't reflecting much in the telcos' business today, when it comes to profit.

Now, the sector is passing through a consolidation phase as profit margins are sliming with high operational costs and telcos are forced to diversify their offerings to sustain business with more priority on value added services (VAS) such as data and broadband; and also hoping on 3G to improve their profitability and business.

For telecos, the worrisome picture is clearly depicted by their quarterly and yearly earnings. Among the top operators, Anil Dhirubhai Ambani Group (ADAG)-led Reliance Communications (RComm) reported Rs. 4,655 crore net profit for the quarter ended on March 31, 2010 with a 4 per cent decline in yearly revenues from Rs.22,948 crore in March 2009 to Rs.22,132 crore this year.

However, RComm's total subscriber base has continued to grow from 72 million in 2009 to 102.4 million in March quarter, which constitutes about 17.7 per cent of the total market in India. Despite the subscribers' increase, the company's Average Revenue Per User (ARPU) per month fell from Rs.149 in December 2009 quarter to Rs.139 in March quarter.

On the other hand, Bharti Airtel's net profit declined in the last quarter of 2009-10 for the first time in the last three years. Though Bharti's total subscribers reached 127 million by March 2010 with a 24.6 per cent market share, its net profit during the last quarter fell by 8 per cent at Rs.2,055 crore. Like RComm, Bharti's ARPU has also dropped from Rs.230 to Rs.220 per month in the quarter ended March 31.

Subscriber base of BSNL 64.7 million

NEW DELHI: India's GSM operators, excluding Reliance Communications, added 11.18 million mobile users in April, expanding the subscriber base to 433 million, data provided by cellular operators association of India (COAI) showed.

In March, the operators added around 14 million subscribers and the user base stood at 421.86 million.

India's leading telecom operator Bharti Airtel, with 30.16 percent market share, added three million users in April taking its total customer base to 130.6 million.

Vodafone, which holds 23.96 percent market share, added 2.9 million subscribers. With this, its subscriber base reached 103.8 million.

Idea Cellular added 1.5 million users taking the subscriber base to 65.3 million and Aircel signed up 1.6 million customers to reach 38.5 million.

State-run telecom firms Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) added 1.25 million and 33,217 users respectively. The subscriber base of BSNL stood at 64.7 million and that of MTNL at 4.8 million.

BSNL, MTNL say no concession sought over payment of 3G fees
TT Correspondent |  New Delhi |  21 May 2010

PSUs BSNL and MTNL said that they have not sought any concessions from the government over payment of 3G spectrum fees.
"We have enough reserves to pay for 3G spectrum," said Kuldeep Goyal, chairman of BSNL.
MTNL MD Kuldip Singh said, "We are not seeking any concessions. We are still discussing things with the board and the government."

About BSNL and MTNL- 2G 70,000 crores

BSNL and MTNL have been on the wane for a few years now. The Ministry does not appear to have done much to arrest the slide…
It's a fact that BSNL's revenues are down. This is because of the intense competition, our delayed reaction time, endless litigation, the implications of the Sixth Pay Commission and huge delays in our tendering process. We're simply not able to react and move ahead.
Add to this our social obligations. We're the only ones that service the remotest of corners of our country. No private company of comparable size has the staff strength that we have. They do not have the social obligation we have when it comes to employment. We also have to service a huge number of landlines across the country and most of these are in places which have no other form of communication.
It is to promote BSNL and MTNL that I pushed to give them 3G spectrum ahead of everyone else. We've also given them WiMax ahead of the others. We're constantly exploring avenues so that BSNL and MTNL can turn the corner.

BSNL to connect 2.5 lakh villages in next 3 years news
18 May 2010

State-owned telecom major BSNL plans to provide connectivity to 2.50 lakh villages across the country over the next 2-3 years, according to a top company official.
"As a part of providing broadband connectivity to rural areas, in next 2-3 years, BSNL would cover at least 2.50 lakh villages in the country through wireline, Wimax technology or through fibre connectivity," BSNL chairman and managing director Kuldeep Goyal told reporters in Chennai.
He added that the country has over 6 lakh villages, of which 2.50 lakh are gram panchayats and the company intended to cover all the 2.50 lakh villages by providing high-speed broadband.
He said of the 29,000 telephone exchanges in rural areas, wireline broadband was available in 24,000 exchanges.
Goyal said no other operator provided broadband in rural areas on wire line.
"By making 3G services affordable in India, BSNL is ultimately facilitating socio-economic development of the masses through applications such as telemedicine, e-education and e-governance," he said, adding, "BSNL is committed to taking India into the next league of telecom supremacy by providing technologically advanced services to its discerning customers at an affordable cost. In the emerging digital communications era, BSNL is optimizing its quality telecom network".

CAG Audit-TDSAT reply

In a setback to GSM operators, who have been demanding that auditor CAG be stopped from vetting their account books, tribunal TDSAT today said it had no powers to intervene.
Four leading operators, Bharti Airtel, Vodafone, Tatas and RCom, besides state-run company BSNL, have been asked by the CAG to submit their accounts books for the last three financial years to ensure that they were paying what is due to the government in terms of licence fee.

The private operators, who were earlier subjected to a special audit after the government observed some irregularities related to fee payments, have been saying that CAG has no jurisdiction to audit the accounts of private operators and hence moved the tribunal. Declining to grant any interim relief to the petitioners (private operators), the TDSAT said: "The power of CAG is an independent one flowing from a statutory rule and not out of a contract qua contract."

New Promotion Policy

It is learnt that BSNL management has decided to extend the option for new promotion policy to non executives  by three months.  FNTO and others have written to the BSNL management seeking clarifications to the new promotion policy for non executives.  BSNL management has yet to reply. FNTO has already written about some clarifications which is available in the web site.  So the officials can wait for some time to exercise the option.

BSNL and MTNL to get licence fee waiver.

The Centre is considering a proposal to waive to off a significant part of the Rs 1,6750.58 crore that the public sector telcos — BSNL and MTNL — will have to pay for 3G spectrums in a bid to safeguards the cash reserves of the two firms. This may also extend to monies that the two telcos will have to cough up for the broadband wireless spectrum auctions that it slated to begin later this week or Monday (May 24).

The government is also examining two alternative proposals to stabilise the financials of BSNL. The first involves refunding a significant amount it will have to pay for 3G spectrums. But if this refund option is unviable, the Centre may allow BSNL to defer payment for these airwaves until the telco completes its restructuring process.

This will give BSNL a 24-month window to pay for the airwaves, unlike private operators which have only have 10 day to cough up the bid amount. In addition to the Rs 10,186.58 crore that BSNL will have to pay for 3G airwaves and assuming that it will have to shell out upwards of another Rs 7,000 crore for broadband spectrum, this will wipe out nearly 50% of its cash reserves, which stands at Rs 36,392 crore.

3G Auction Update at end of Day 32 (176 Rounds)

  • Bids for pan-India 3G mobile licenses has reached Rs161.64bn (US$3.54bn), more than double the base price of Rs35bn.
  • Delhi has now edged past Mumbai with the circle price of 3156 crore rupees and there still exists excess demand for the circle
  • Mumbai now has a bid price of Rs 3,089.50 Crore, and I think it will remain at that as there seems to be no demand for Mumbai anymore (It could just be for the day though)
  • Among the state circles, Karnataka is on top with around 1580 crore rupee bid.
  • Tamil Nadu (1579.91 Cr) is second followed by Karnataka (1479.48 Cr), Andra Pradesh (1332.77  Cr), Maharashtra (1257.82 Cr) & Gujarat (1065.41 Cr)
  • Currently Excess demand is seen in 3 circles – Delhi, Kolkata & Punjab.
  • Delhi & Mumbai circles alone account for close to 40% of bids.
  • Prices for circles that were unchanged through-out the day – Maharashtra, Karnataka, Tamil Nadu, Haryana, Madhya Pradesh, West Bengal, and Jammu & Kashmir.
So, the big question now is – When is this going to end ? My guess is less than a week – Anybody bets on it ??

telco must first consult its employees

The telecom ministry has also slammed BSNL’s board for accepting the Sam Pitroda committee report, which recommended a 30% divestment in the company and voluntary retirement for 100,000 employees among others, without holding consultations with its staff.

The department’s communication to BSNL adds that the telco must first consult its employees on all the recommendations of the Sam Pitroda committee report as its implementation can “cause havoc in the lives of more than one lakh employees”.
ET first reported on May 13 that BSNL had changed its procurement model for which it would opt for a ‘managed capacity’ system under which the services are outsourced to a vendor who then takes care of all the procurement needs. The telco had decided to move to this model after its board scrapped its controversial tender for 93 million lines, the world’s largest contract for telecoms equipment.

Use of cell phones lead to cancer?

Cell Phone Cancer Study Says "Not Sure"

A long running study into the health impacts of mobile phone use has found that there is no overall increase in risk of glioma or meningioma - the most common types of brain tumour - from exposure to mobile phone signals. This is the first in a series of combined data analyses of head and neck tumours published as part of the internationally coordinated INTERPHONE project.

Wehave to improve.

I am a Post Paid customer of BSNL. My Mobile No. is 9448893000 and my Account No. is 201498148. I had taken this fancy number by paying the necessary premium amount. I am a regular and prompt payer of my mobile bills, except for a few delayed payments for which I have paid the penalty charges also. Nothing is free or excused at BSNL. During the month of April - May 2010, I was out in my Village in Andhra Pradesh and could not pay the bill invoice 647762359 in time.

By the time I reached Bangalore on 5th May, my out-going was barred. On 6th May, at around 1.15 pm, when I went the Customer Care Center, Ganganagar, Bangalore, to pay my bill, the ladies there were already at lunch, even though the working hours is from 9.00 am to 2.30 pm without break. There were already a few other people waiting to pay their bill and cursing them for there service. I don't have anything personal with the ladies eating their lunch. But they should take turns at the cash counter.

Finally at 2.00pm I paid up the Old bill as well as the newly generated bill total amounting to Rs. 1254.00 and I requested for activation of out-going calls. The lady assured me that it will be done in 3 hours. Even until late in the evening, it was not restored.

On 7th morning I tried calling the customer care number, and I made 5 call, each time the lady at the other end keeps me on hold and forgets it. The customer care menus and the IVS is very bad, that's a different story. Thereafter I went to the Customer Care Center, Ganganagar once again in the morning at 9.45 am. The Office is open, but nobody to attend to customers, even though the office starts at 9.00 am. A lady walks in after 5 minutes and I asked her that my service is not yet restored.

I don't know what her frustrations were, but she was very arrogant, and her reply was as if it was a punishment for me for not paying the bill on time. When I said this is not the reply I expected her and she shouldn't be talking like that, she said it was none of my business. I got very angry, and on the spot I removed the SIM from my mobile phone, threw it on her desk and asked her to destroy it, if they are not able to restore my service.

That ends my relationship with BSNL. I have three other connections in the names of my other family members, and I intend to cancel all of them.

There is a lot I need to say on the services of BSNL, which I will take it up at a later stage. Unless you act on the deploring customer services, you will be loosing a lot of your customers in the days to come. I do not regret cancelling the services of BSNL, but I regret I could not retain the mobile number, because I had given the number to hundreds of my friends, relatives and business contacts.

Now I have to start over fresh with a new number from a different mobile service provider. I think, if only there was number portability, I would have jumped over long back and unless there is drastic changes in customer service, there are plenty more waiting to do the same.

A Frustrated Customer,
M.A.Ravindra Raju

I am posting this article for all the viewers to know what is happening around us.  We all do not know that many subscribers are not complaining but simply switch over to the service provider in the case of cell .In the case of landline, they simply close the connection. People will have faith on us. Still they want us to serve them. But we are reluctant. This subscriber has come forward with this message. But many not are doing the same. So we have to rise to the occasion. So we need not say that it ours or yours. All are ours. Serve and raise the image of BSNL.

வருமான வரி குறித்து

வருமானவரி விலக்கு உச்சவரம்பு ரூ.2 லட்சமாக உயருகிறது
Saturday , 15th May 2010 07:40:09 AM

China-bugs-India.

According to some telecom engineers familiar with the case, Huawei’s first presentation to the Department of Telecommunication (DoT) for empanelling them as vendors, after they had crossed certain “political barriers,” sowed the first seeds of doubt. They say, “Huawei engineers boasted about having the unique advantage of a Remote Access Servicing System. When asked to explain, they said that their equipment, in case of any faults, can be repaired or serviced from their headquarters in China. Our engineers, out of curiosity, asked what kind of technology this was and how could they repair equipment installed in India by sitting in China.”

Clearly unconvinced, the telecom engineers decided to probe further. “When we consulted our technical counterparts in the security agencies, they also found something fishy in this technology. Back then, the entire world was researching to decode the method behind this Chinese technology. Within days we found out that the company was installing some bugging software or chip in its equipment which enables the company’s Chinese headquarters to enter into our network without our knowledge,” say the engineers. Despite the obvious seriousness of this alert, it was not entertained either by the DoT bureaucrats or their political masters; worse, those who raised these concerns were asked to keep quiet.

It soon became apparent that Chinese brokers had slowly but surely begun to dominate the power corridors in India, virtually kicking out existing European giants like Nokia, Ericsson, Siemens etc. It is an open secret now that most Chinese brokers in India are hawala agents operating in New Delhi, Mumbai and Chennai and whose instant and speedy delivery of strategies along side their ability to please the bureaucracy and sundry politicians outwitted the tactics employed by the European vendors.

1992 comparison to 2010 Telecom scenario-blog from DNA

This is from the blog DNA read the world.

A bit of history is in order here. Why did the telecom opening up under Narasimha Rao fail? Same reason. Very high bids, and unrealistic expectations from the market. People who owned mobile phones in the mid-1990s will recall that every minute of talk-time cost Rs16-32, depending on the time of usage. Little wonder mobile services were heading nowhere. It took a new telecom policy and a shift to revenue-sharing mode to rescue the industry from oblivion.
Will the high prices paid for 3G lead us to the same dead end? Probably not, for history never repeats itself exactly. And India is now a growth tiger which can afford more high-priced services at the top of the pyramid. But one philosophical point must be noted: is it better to have low entry prices and higher revenues from sustained volume growth or high entry prices and low volumes? It boils down to the golden goose argument. You can either kill the goose to get all the eggs upfront or keep it alive to earn steadily growing revenues over a very long period.

Reliance-Profit dips.

R-Com Q4 net rises 10% to Rs 1,220 crore
The Anil Ambani group's telecom arm Reliance Communications on Saturday reported a 10 per cent increase in its net profit for the March quarter to Rs 1,220 crore, but its full-year profits dipped by 23 per cent.

Commenting on the results, R-Com chairman Anil Dhirubhai Ambani said, "the telecom industry has witnessed financial year 2010 as one of the most challenging years.

"R-Com has undertaken several pathbreaking initiatives both in GSM and CDMA services and we are confident that in spite of highly competitive environment, we will be able to sustain profitable growth in the coming quarters."

The company's Q4 net profit rose by 10.1 per cent to Rs 1,220 crore. But, full year net profit dipped to Rs 4,655 crore in fiscal ended March 31,from Rs 6,045 crore in 2008-09.

It said the full year net profit would have been higher by Rs 192 crore at Rs 4,847 crore, but for non-recognition of mark-to-market gains on derivative contracts.

The company reported total revenues of Rs 22,132 crore for 2009-10, down 3.6 per cent from Rs 22,949 crore in previous year.

Its board approved a 17 per cent dividend, which would result in total payout of Rs 205 crore and made it the only telecom firm in the country to declare dividend for three consecutive years, the company said.

The company said it has achieved a landmark of 100 million customers, making it the 2nd largest wireless operator in the country to achieve this milestone.

RCOM had first lunched its pan-India mobile services in 2003. The company said it the fastest ramp up of mobile customers in the world and has become the 4th operator in the world to serve over 100 million customers in a single country.

RCOM is the flagship company of the Reliance Anil Dhirubhai Ambani Group. The company, with a customer base of 109 million including over 2.5 million individual overseas retail customers, ranks among the Top 4 Telecom companies in the world by number of customers in a single country.

Huawei ready to share source code.

NEW DELHI: Huawei Technologies has offered to reveal the source code for its telecommunications systems in the latest attempt by the Chinese company to persuade the Indian government that its gear does not pose a security threat.

“As per generally accepted international industry practices, vendors can open their source code with authorities under mutually accepted arrangements, and the company had told the Indian government that it was open to this option,” a top industry executive with direct knowledge of the development said, but declined to say with which other countries Huawei has similar arrangements.
