The Forum of BSNL Unions and Associations has served the notice for Indefinite Strike, from 12-06-2013 on the issue of 78.2% IDA Merger. Comrades are requested to make out photo copies and give wide circulation of this Strike Notice. 78.2% IDA fixation - BRPSE says that the matter has not been referred to it.



 
On enquiry, the Secretary, BRPSE has stated that the DoT has so far not referred the 78.2% IDA merger issue to it. Further, he has also stated that the matter need not be referred to BRPSE, since BSNL has not yet been declared as a sick PSU, and hence the DoT itself is empowered to take a decision on the matter. The reply given by the Secretary, BRPSE, clearly shows that there is a planned effort by some vested interests to confuse the employees and to also to deny them 78.2% IDA merger. Hence, CHQ calls upon all the comrades to immediately start making serious preparations to make the indefinite strike a total success.

Forum leaders meeting with CMD-From AIBSNLEA



The representatives of Forum of BSNL Unions/Associations met CMD BSNL and discussed on the memorandum submitted to Hon'ble Finance Minister Shri P. Chidambaram,  Chairman GoM on the revival of BSNL/MTNL. CMD appreciated the concern of BSNL Unions/Associations and mentioned that this is the right time to apprise all the members of the GoM regarding issues related to Viability of BSNL and its revival. He mentioned that BSNL Management has also given the presentation to DoT on 8th & 9th May, 2013 on this issue. We apprised him that the memorandum has been given to the members of GoMs as well as being given to all the Hon'ble MP's throughout the country to apprise them on the issue. 
 
CMD apprised in brief that Govt.  is planning for revival plan in three phases i.e. Short Term, Medium Term and Long Term Plans. The GoM meeting was scheduled to be held on 10th May 2013 but it  has been cancelled, hence we have sufficient time to brief GoM . On the issue of 78..2% IDA fixation, the Forum leaders demanded that the orders be issued without any further delay, in any case before 12.06.2013, when one year will be over after the strike agreement on 78..2% IIDA fixation. Forum also suggested that CMD pursue the matter with BRPSE to which it has been referred to. On the issue of 78.2% IDA fixation,  CMD mentioned that It is agreed that presently BSNL is making losses but BSNL is not a sick industry, hence the case should have not been sent to BRPSE for comments. However, he assured to discuss the matter with Senior level officers in DoT as well as BRPSE for early settlement.
 
He also mentioned that this year BSNL's loss is expected to be about 8200 Crores which is Rs. 600 Crores less than the last year which gives a ray of hope for the revival. He also mentioned that BSNL's salary payment and OPEX charges are about 91.5% of the earnings and only 8.5% funds remains available for the developmental activities. On CAPEX  BSNL have  taken loan of about Rs.2000 Crores. But this can be paid in case the Rural Subsidiary Rs. 2750/- (Rs. 1500 Crores  from July- 2011 to June-2012 and Rs. 1250 Crores from  July-2012 to March-2013) is received from USO as per the decision of Telecom Commission. He further mentioned that notional loan Rs. 7500 Crores against BSNL has been paid to DOT with interest for the last thirteen years of Rs. 12000/- Crores and now on remaining loan of Rs. 1000 Crores will also be  paid shortly and the interest  amount will be less to pay.
 
On the query of BSNL/MTNL merger, he mentioned that it is a long term plan of Govt. to have Pan India presence PSU. Merge of BSNL/MTNL provides many benefits  these PSUs on Tax payments etc but some staff related issue i.e. higher pay in MTNL and Rule-37A Pension in BSNL etc. needs solution. But these may be sorted out when there is strong will power in Government. He appealed that BSNL Unions/Associations and BSNL Management should work as a team to protect BSNL &  for its growth.     
 
In addition to the Forum Convener Com.V.A.N. Namboodiri, available General Secretaries including Com. P. Mahanagar Telephone Nigam Limited defies trend, add subscribers, Reliance Communications loses

Defying the trend wherein telecom industry lost subscribers in the October-December quarter, state-owned operators Mahanagar Telephone Nigam Limited (MTNL) and BSNL added about three lakh users during the three months.
BSNL added 2.9 lakh new users, highest during the quarter, while MTNL added 10,000 subscribers, sectoral regulator Trai said in its performance indicator report.
Led by the net additions, BSNL has also increased its market share to 11.56 per cent in December 2012 from 10.99 per cent in September 2012.
Barring Quadrant (HFCL), which added 90,000 users, all the other private operators together lost around 42 million subscribers during the three months.
"In terms of net additions during the quarter, BSNL (0.29 million) has added the highest number of subscribers, followed by Quadrant (0.09 million) and MTNL (0.01 million). All other service providers recorded negative growth during the quarter," Trai said.
Reliance Communications lost the maximum of 16.32 million users followed by Tata Teleservices (8.80 million), Vodafone (5.19), market leader Bharti Airtel (4.02 million), Aircel (3.26 million), Sistema Shyam Teleservices (1.71 million) and Idea Cellular (1.52 million) during the reported period, Trai said.
BSNL attributed the net additions as a result of better quality of service and good coverage.
"We are providing better quality of service by improving the operations and maintenance of network. Also we have deployed more equipment in improving the coverage and capacity under phase 7 of GSM project," BSNL CMD R K Upadhyay told PTI.
Besides, the public sector company has strengthened the sales and marketing force while increasing the number of franchisees,

BSNL, MTNL may be trifurcated

Group of ministers to discuss proposal to split companies into three entities, move seen as precursor to merger

The group of ministers (GoM) looking at ways to revitalise the two state-run telecom companies — Bharat Sanchar Nigam Ltd (BSNL) and MTNL — is expected to meet in the next few days and discuss the proposal for trifurcation of the two behemoths. The plan is to spin off two new companies — one each for network infrastructure and land development — out of each telco.

BSNL and MTNL would continue to be services and marketing companies. Among the new firms proposed to be spun off, each of the two would get one company to handle telecom infra (towers, networks, etc) and the technology business, and another (for land development and utilisation) to manage and monetise land assets in phases.

The GoM would also look at two alternative proposals to infuse cash into the two telcos after they decided to surrender broadband wireless access spectrum to the government. BSNL gave up spectrum in six circles, while MTNL did so in Delhi and Mumbai, the two circles in which it operates. (RINGING IN CHANGE FOR GROWTH)

One of the proposals is to refund the companies the entire Rs 11,259.48 crore they had paid for the spectrum — BSNL Rs 6,724.51 crore and MTNL Rs 4,533.97 crore. Alternatively, the two could be paid on a pro-rata basis, since the spectrum had been allocated in 2008. In the latter case, the total refund would be to the tune of Rs 8,722.78 crore — Rs 5,204.98 crore to BSNL and Rs 3,517.80 crore to MTNL.

The proposed moves are being seen as the government’s first steps towards its long-term plan to eventually merge BSNL and MTNL. According to the presentation the companies are to make to the GoM, they together have accumulated losses of a staggering Rs 38,440 crore (BSNL Rs 24,681 crore and MTNL Rs 13,759 crore), based on 2012-13 results.

BSNL, in its proposed presentation, has said it will be able to generate Rs 250 crore in 2013-14 from sale of land, besides Rs 250 crore a year in rental income from its assets starting 2016-17. The firm has land assets in Mumbai’s Santa Cruz, Borivali and Deonar, Noida’s Sector 18 and 33 and Gurgaon’s Sector 18, apart from some tracts in Kolkata, Hyderabad, Chennai and Trivandrum, among others.

The company has also appointed KPMG to look at ways and means to hive off its tower business. The report is expected to come by July. Also, BSNL is in the process of leasing out capacity in its Mumbai, Jabalpur, Bhilai, Kolkata, Gopalpur and Kharagpur factories to the private sector. These factories are for microwave towers, SIM cards, etc.

New Delhi: The Group of Ministers, to look in to revival strategy for state-run telecom operators BSNL and MTNL, cancelled its meeting on Friday because of some changes in the schedule of Finance Minister P Chidambaram.

"Finance Minister was not available today," a government official said, adding that next date for the meeting is yet to be decided.

Sources at Finance Ministry said that the Finance Minister had to travel to Chennai and hence he was not available for the meeting.

The GoM is headed by Finance Minister P Chidambaram.

It was constituted after Telecom Minister Kapil Sibal in a letter to Prime Minister Manmohan Singh raised concerns over the future of the two loss making PSUs.

BSNL losses are expected to be about Rs 8,198 crore, and that of MTNL is likely to be around Rs 3,300 crore for the financial year 2012-13.

Members of the GoM include the Telecom Minister, Commerce and Industry Minister Anand Sharma, Law Minister Ashwani Kumar, Planning Commission Deputy Chairman Montek Singh Ahluwalia, Information and Broadcasting Minister Manish Tewari and Minister of State in the Prime Minister's Office V Narayanasamy.

78.2%IDA merger-


DEMANDING IMMEDIATE SETTLEMENT OF 78.2% IDA MERGER. 
 

The meeting of the Forum, which took place today the 09-05-2013, has taken the historic decision to go on indefinite strike, demanding the immediate settlement of 78.2% IDA merger. The issue of 78.2% IDA merger was sent to the approval of DoT. However, the DoT, instead of giving it's approval, has referred the matter to the BRPSE ( Board For Reconstruction of Public Sector Undertakings).This is nothing but putting 78.2% IDA merger in the cold storage. 
 
After discussing the issue threadbare, the Forum has decided to give call for the following agitational programme. Today's meeting was attended by com.V.A.N.Namboodiri (Convener) com.P.Abhimanyu, GS, BSNLEU, com.C.Singh, GS, NFTE, com.K.Sebastin, GS, SNEA, com.Prahalad Rai, GS, AIBSNLEA, com.Jayaprakash, GS, FNTO, com.Suresh Kumar, GS BSNL MS, and com.S.P.Sharma, President, WRU.

2012-13 Lower losses to BSNL.Good work of unions.



NEW DELHI: State-owned telecom operator BSNL is expected to announce lower losses, at Rs 8,198 crore, for 2012-13 fiscal.
In 2011-12, it had reported losses of Rs 8,851 crore. "As per unaudited figures, BSNL loss stands at Rs 8,198 crore. It will be audited and then the final numbers will be released," said an official.


The figure does not include around Rs 2,700 crore which the company has to get from the government for supporting rural landline operations.
The company registered losses of Rs 8,850.70 crore during 2011-12 due to regulatory expenses and non-receipt of funds for its rural landlines operations. It stated the impact to be about Rs 3,100 crore.
BSNL has been logging losses since 2009-10. The company's profits had started declining after 2004-05, when it had made net gains of Rs 10,183 crore.
During 2010-11, BSNL losses had risen to Rs 6,384 crore mainly due to hefty outgo on salaries and expenses borne by the PSU for procuring 3G and BWA spectrum.

BSNL’s loss has started coming down.





It is a great news for the entire BSNL family that the losses of the Company has started coming down. Till last year (2011-12), BSNL’s losses were increasing by leaps and bounds. But this jump in the losses has been arrested now. It has started coming down. In the year 2011-12, BSNL’s loss was Rs.9000 crore. According to reliable sources, the loss for the last Financial Year (2012-13) will be around Rs.8200 crore only. Undoubtedly, we, the employees have played a significant role in this. Our united struggles, under the banner of JAC/Forum, have forced the Management to procure the requisite equipments, modems, CLIP instruments, cable, OFC, etc. This has helped the improvement of our services. Definitely we can make BSNL into a profit making company once again. By unitedly fighting against the anti-BSNL policies of the government and by improving our work culture, we can achieve it. Let us do it.

Gratuity Pay under New Pension System 

Death-cum-Retirement Gratuity is paid to Central Government employees under New  Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement.


The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972.

The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service.

The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:

This was stated by Minister of State for Finance, Shri Namo Narain Meena, in written reply to a question in the Lok Sabha today.
