'Merger of 50% of DA and DR with basic pay' - Finance Ministry
'Merger of 50% of DA and DR with basic pay' - Finance Ministry explained as a reply to a unstarred question in the Parliament on 14th December, 2012.
The below explanation was presented by the Minister of States for Finance Shri.Namo Narain Meena to the questions regarding merger of DA / DR with basic pay of Central Government employees and Pensioners in the Parliament on 14.12.2013...

Whether various Associations/ Organisations of Central Government employees demanded merger of 50 per cent Dearness Allowance into the basic pay of Central Government employees and pensioners and the recommendation of the Sixth Central Pay Commission in this regard and action taken by the Government thereto?
Yes, A number of representations have been received from Associations/Organizations of Central Government Employees/Pensioners and individuals demanding merger of 50% of Dearness AHowance/ Dearness Relief with basic pay/pension respectively. The demand has been considered by the Government and not agreed to since the 6th Central Pay Commission has not recommended as such. 
The 6th Central Pay Commission did not recommend merger of dearness allowance with Basic Pay at any stage. Government accepted this recommendation vide Government of India Resolution dated 29.08.2008. 
(Note : Merger 50% of Dearness Allowance with basic pay to the employees of Central Public Sector Enterprises (CPSEs) following 1997 Industrial Dearness Allowance (IDA) pattern of scales of pay with effect from 1.1.2007.)

Promotion to E 1 pay scale of Rs.16,400 – 40,500 
As per the agreement signed on NEPP, the Staff Side raised demand in the National Council meeting held yesterday the 30.01.2013, that 10% of the Non-Executive employees who complete one year service in the NE 12 pay scale should be promoted to the E 1 pay scale of Rs.16,400 – 40,500. Management Side accepted this demand.

As per the discussion held in the National Council meeting held yesterday, the Designations Committee meeting will take place today. We expect some result. 

Walk out in the National Council meeting over the Gaziabad murder 
Staff Side members vehemently criticized the BSNL Management for not taking any action so far, on those who are accused in the murder of Com. Sukendar Pal Singh. The Staff Side members made a symbolic walkout over this issue and recorded their strong protest.

VRS in BSNL- not a viable option?

BSNL to offer VRS to one lakh employees to trim losses

In order to bring down the salary burden, which constitutes about 48% of its revenues, state-owned telecom company BSNL wants to let go one lakh employees by offering them voluntary retirement.
"Around 1 lakh people in BSNL are in excess of the requirement and the company wants these people to take voluntary retirement," a top official of the company told PTI.

He added that the voluntary retirement scheme (VRS), proposal for which is lying with the government, was made keeping in mind these numbers.

"If these people opt for VRS, the salary burden of the company will come down to 10-15 per cent, which is manageable," the official said.

The company had 2.81 lakh employees as on March 31, 2011.

BSNL profits started declining continuously from Rs 10,183 crore in 2004-05, before it recorded a loss in 2009-10.

During 2010-11, BSNL losses rose to Rs 6,384 crore mainly due to hefty outgo of salaries and expenses borne by the PSU for procuring 3G and BWA spectrum.

The official said that besides the issue of over-staffing, there is a problem regarding the age of excess staff and lack of required skills set.

"Over-staffing is one part which gets compounded by the fact that age is skewed. The average age is about 50 years. These people don't have the skills set that are required for a service provider," he added.

In order to cut losses, BSNL has drawn a blueprint to garner an estimated Rs 8,000 crore revenue through monetisation of its vast real estate as well has hiving off its tower arm over the next five years.

The proposals include utilisation of its real estate, monetising of towers assets, utilisation of its factories for revenue generation, providing broadband connectivity to schools and leasing out its CDMA network.


This is not a new one. Already the VRS scheme has been proposed by the BSNL management and sent to cabinet.  For going ahead with VRS scheme , BSNL may have to spend Rs. 20,000/- crores and more. Who will pay Rs. 20,000/-crores.?After VRS scheme, BSNL may save Rs. 3000 crores as salary . So the govt. is thinking whether it is wise to spend huge amount.

BSNL rents out office premises for revenues

Bharat Sanchar Nigam Limited (BSNL)’s office premises will soon be dotted with ATMs and commercial hoardings across Hyderabad and outside as the public sector telecom company’s AP circle is trying to create a parallel revenue stream by monetising its assets. “In Hyderabad, we have already signed up with State Bank of India and Indian Overseas Bank for renting out our premises to set up 25 ATMs each. Private banks like HDFC and Kotak Mahindra have also approached us for similar arrangement, which we are considering,” said V Srinivasan, chief general manager of the AP circle.
The AP circle has made a headway in this respect after creating a separate business vertical to generate revenues by renting out its premises as well as telecom towers to private sector players. Srinivasan believes mobilising additional revenues is the only way to come out of the losses as the AP circle continues to face the dwindling landline customer base as well as the huge employee costs.


Net losses incurred by the circle stood at Rs 600 crore after earning Rs 2,200 crore revenues last year. With 27,000 employees, most of whom were recruited for landline services, it stands as the largest among all the telecom circles in India. “Yet, the AP circle was among the only three circles to have shown over 3 per cent growth in revenues in the first half of the current financial year. We hope to continue this performance if not better it for the full year,” he said.
The AP circle’s landline customer base has come down to 1.8 million this year from 1.9 million last year even as its 9 million mobile phone subscriber base is expected to surpass the revenues of its landline business first time in the current year, according to Srinivasan. The company has been able to hold on to the landline customers by offering add-on broadband connectivity besides holding periodic ‘Reconnection Melas’ to get back the estranged customers. During the last four such reconnection melas starting July, 2011, the company was able to achieve 220,000 reconnections, which form 10 per cent of the total disconnections, besides collecting Rs 15 crore in bill dues and some new subscriber base, according to him.
BSNL launched yet another round of this reconnection drive in the state from Thursday.

But will returning spectrum money be enough? The sources pointed out that both PSUs have huge, unsustainable manpower costs which need to be trimmed. “BSNL uses up more than 50 percent of its revenues in paying salaries when the industry average is just 7 percent. The percentage for MTNL is even higher, close to 70. There is an urgent need for these PSUs to shed flab”.

The sources said the linesmen comprise the largest chunk of non-productive workforce at these PSUs since landline services have been declining across the country.

Now BSNL has been asked to first conduct a study on how many employees in which category can be offered VRS by speaking to employee unions. “We have asked them to explore the possibility of taking bank loans to complete a VRS process. Besides, a large chunk of manpower would retire in the next few years,” sources said.
On their own too, both PSUs have lined up several initiatives such as selling surplus land, using existing telecom infrastructure better and providing broadband connectivity to schools, etc, to generate more revenue.


But unless the government, PSUs and their employees all work towards efficiency and increase revenue generation, profitability may remain a distant dream for BSNL and MTNL. In its presentations before DoT recently, BSNL has said it would return to the black in the next five to six years whereas MTNL says profitability may be achieved by March 2013! But official sources quoted earlier said the two companies have made a number of assumptions while making profit projections and need to tread cautiously.



Coming back to the Air India story, the airline has seen a remarkable turnaround in the last six-eight months when government equity infusion and a determined effort to cut off loss-making routes helped the airline become the second largest in India in terms of market share. This, despite fierce competition from private airlines.
