(b) Implementation of DPE order regarding 78.2% IDA fitment benefit instead of 68.8% : We further requested for implementation of DPE order regarding 78.2% IDA fitment benefit instead of 68.8%. CMD mentioned that the matter was discussed in the BSNL Board meeting but BSNL Board advised to implement the order only when there is a sign of profit in BSNL. He advised that efforts should be made to earn profit in this current financial year so that such issues can be considered. He informed that BSNL is to borrow Rs. 2000 crores shortly to meet out the regular expenses. If this DPE order is implemented Rs. 1000 crores financial implications will be there immediately. We further requested that it is the DPE order which needs implementation like 6th CPC recommendations implementations.

PLI and 78.2% -AIBSNLEA says. BSNL to borrow Rs.2000 crores.
a) Payment of PLI : We requested for payment of PLI for the year 2009-10 since BSNL got good grading and the provision for payment of PLI was already made in the balance sheet of BSNL for year 2009-10. CMD mentioned that since BSNL is not making profit and as per DPE guidelines PLI cannot be paid. He immediately spoke to CMD MTNL and inquired about PLI payment in MTNL. CMD MTNL replied that since MTNL has made 2500 crores loss for the year 2009-10 and as per DPE guidelines PLI cannot be paid to employees. After discussion with CMD MTNL, CMD BSNL tried to convince that Unions and Associations should drop the issue at this juncture and should call upon the employees for earning profit for BSNL. He further mentioned that even small acts can earn profit e.g. one employee should bring one broadband customer everyday and SDOs / JTOs should hold regular meetings with their line staff at least twice in a week to discuss the developmental and maintenance activities. It will provide leadership and involvement of staff. When we apprised him about the shortage of drop wire and telephone instruments in field units, he immediately spoke to Dir (CFA) and asked the store / material position. Dir (CFA) apprised him that drop wire is being directly procured by Circles from Telecom Factory and regarding shortage of telephone instruments no Circle has reported to BSNL CO. In this regard, CMD advised to provide the feedback to Dir (CFA) for necessary action. CMD lastly assured to put up the PLI issue in the next BSNL Board meeting for consideration.
