Grant of Minimum Trade Union Facilities to Applicant Unions.

Sub:     Grant of Minimum Trade Union Facilities to Applicant Unions.

            Hon’ble Minister is aware that in BSNL there are about 14 service unions to cater 2.5 lakh non-executive employees and a representative union is chosen thro secret Ballot once in 2 years and that only union is enjoying facilities and rights to represent even in case that Union is polled 50% (or less than that) votes including the votes of its alliance partners. Remaining Unions are left high and dry till next election without any facilities except check off which was extended because of the kind intervention of Hon’ble MOC.

            The matter was taken up with Management and CLC every time before elections and CLC clarified that minimum Trade Union facilities can be extended to Unions thro consensus. In the Meeting held in Oct 2008 with the Management, a consensus was reached to the effect but Management has not considered this so far.

            It is needless to emphasize that unions have to represent the grievances of their members and also to take part in development and welfare meetings for the benefit of the Company as well as Workers. It is therefore requested that Hon’ble MOC may kindly advise the BSNL Management to grant Minimum Trade Union Facilities before the notification of V Membership Verification.
