F NTO writes to BSNL regarding anamolies

Sub:     Anomaly due to accrual of increments of juniors earlier than sernios after Fxiation o Pay in the revised scales for Executives and Non-Executives.
Ref:      BSNL Corporate Office Letters:
            1). 2-8/2009-PAT(BSNL) dated 23.9.2009.
            2). 2-8/2009-PAT(BSNL) dated 14.6.2010.
            3). 2-8/2009-PAT(BSNL) dated 31.8.2010.

  1. Kindly refer to the letters cited above on the above subject. Consequent on the introduction of percentage rate of increment in BSNL Wage Settlement from 01.01.2007, an anomaly has arisen that the junior officials by virtue of getting increment earlier than the senior starts drawing more pay than senior by a few hundred rupees for a short period every year. To remove this anomaly the BSNL Corporate office issued an order on 23.9.2009 to step up the date of increment of senior officials at par with that of junior official. This is the correct solution to remove the anomaly. But unfortunately, the BSNL Management subsequently modified the above decision to step up the pay of the senior instead of stepping up the date of increment.

  1. This modification will put the senior into reduction of his original pay which was due from his normal date of increment. A model calculation to show as to how the senior will loose his pay because of this modification is enclosed. The BSNL management has extended this modified orders to the non-executives also vide Para 2 of its letter dated 31.3.2010.                                     ……2


  1. For Central Government employees the increment is fixed uniformly from 1st July every year. Similarly in NLC (PSU) the increment is uniformly granted in Jan & July ever year. Thus, for those employees who suffer from the aforesaid anomaly, there is no loss in their basic pay. But in BSNL, the modified order dated 14.06.2010 is something like physically cutting the foot to suit the wrong size shoe.

  1. Would CMD please look into the matter and render justice by stepping up the date of increment for seniors at par with their juniors or adopting the model of Central Services or NLC.
