| TT Correspondent | New Delhi | 07 May 2010 | |
No outcome is expected in the meeting scheduled today between the officials of Huawei Technologies and the Department of Telecommunications to discuss the issue of security clearance. Huawei top officials, who have come from However, the bigger embarrassment for the Chinese officials may be the issue of corrupt practices that Huawei officials are allegedly involved in Central Vigilance Commissioner (CVC) has already asked Sources said that the DoT may not discuss this issue in today'''s meeting as CBI has not yet registered case against the BSNL officials and Huawei. This may take a couple of weeks. If Huawei is banned in The company has however strongly refuted any professional wrong doing to bag the BSNL GSM contract. "Huawei has played an integral and a positive role in developing the Indian telecom industry in the last ten years and will continue to add value by providing latest technology which are safe and secure and meet international security standards to its "Huawei has excellent professional relationship with all its India customers including BSNL largely based on mutual professional trust developed over the decade due to providing innovative technology and solutions which "future proofs" investments of all our customers,” added the spokesperson. India-discourages-telecom-equipment-import-from-china-
India has previously expressed concerns over the installation of Chinese-made telecom equipment. Last year, the government said a bid by Huawei to supply equipment to state-run telecom company Bharat Sanchar Nigam Ltd. wasn’t opened because of security policies. Then, in November, the government said it had asked Bharat Sanchar not to buy equipment from Chinese companies for deployment in “sensitive” border areas. The sensitive areas include states having international borders with China, Bangladesh, Myanmar and Pakistan, the government said at the time.

About 78.2% IDA merger
It is understood that as per advice of DoT, BSNL management is considering the idea of merging 78.2% IDA with the pay scales of BSNL employees i..e for non executives and executives.
But employees feel that 78.2% IDA could have been clinched by JAC had they acted as per instructions of Hon.MoC. Anyhow, all employees in BSNL will get 78.2% IDA merger sooner or later.

About 78.2% IDA merger
In the agreement signed between the management and BSNLEU , the question of merging of
IDA 78.2 % with payscales, it has been mentioned, As and when BSNL decides for executives, it will be also given to non executives.
When BSNLEU Gen.Secretary as JAC convenor, during talks regarding 20 04 10 strike, what the MOC told the delegation of JAC.?
Meet the BSNL CMD regarding 78.2%. If no development , pl. meet me.
Whether JAC has met the BSNL CMD, regarding 78.2% IDA merger so far?
When the BSNL will decide to merge 78.2% with the executives.?
We should not lose as perks and allowances.

Perks and Allowances
As per the orders for non executives, perks and allowances will be paid as per existing regulatory conditions applicable with effect from 07 05 10.
As per record of discussions vide letter no. BSNL/7-7/SR/2010 dt 09 04 10.
On the demand of the unions for effecting payment of allowances and perks from the date of signing of wage committee's recommendations, it was explained that as per the committee's recommendations the payment is with effect from the date of signing of wage agreement and the same stands approved by the BSNL Board.
However keeping the demand of unions, case for effecting payment from the date of board's approval will be considered. Unions demanded from the date of committee's recommendations. Management side stated that effort will be made to convince the Board about this demand also.
Whether the demand was raised by BSNLEU while signing the agreement on 07 05 10?
Why the management side has not taken efforts to convince the board?
Whether the BSNLEU pressed the management and the board to discuss this issue in favour of employees.
Who is the real loser? Is it employees only?
If the agreement is signed earlier, many would have got benefits in Cycle Maintenance allowance,Cash handling allowance,Escort allowance ,Special compensatory allowance and other allowances.
If the agreement had been signed earlier rather than on 07 05 10,lakhs and lakhs employees would have been benefitted.

Wage revision non executives.
Order No.1-16/2010-PAT(BSNL) dt 7.5.2010. As soon as we are in receipt of the orders , it will be placed in the web site.
Eventhough BSNLEU may say that they achieved it but it is not really so. As per the call of JAC, all unions went on strike on 20 04 10. Eventhough this was not in the agenda, this matter was taken up and it was also recorded in the minutes that DoT will approve it within 15 days. The word given was kept and BSNL CMD also never delayed the issue of orders. Without the strike on 20 04 10, it would have been delayed further. BSNLEU went on two days strike causing their cadres to lose wages which in deep thinking that is not necessary had they taken FNTO and NFTE to join with them in the struggle. Announcing struggles without consultation and calling others to join is not fair.FNTO and NFTE cooperated with the JAC convenor in terms of non executives wage settlement. We must also thank all other unions/associations who supported this cause.
The issue still unresolved is 78.2% IDA merger. Stagnation for some seniors will come easily when 78.2% is merged with the pay. Delay is due to that?

Tower radiation harmless.
Accra, May 6, GNA - Ghanaian scientists say radio frequency (RF) radiation emitted by antennae on telecom towers are not harmful to human health.
The scientists, drawn from the World Health Organisation (WHO), Ghana Atomic Energy Commission (GAEC), Environmental Protection Agency (EPA), and the National Communication Authority (NCA), told journalists at a day's workshop that public anxiety about the health hazards of RF radiation from telecom antennae was unfounded.
The workshop was organised by the Ghana Investment Fund for Electronic Communication (GIFEC), to educate the public through the media about the unfounded adverse effects of RF radiations, and the need for more telecom towers to improve coverage and quality of service.
There has been huge public anxiety about the spread of telecom towers in residential areas due to fears that radiation from the antennae is cancerous.
Tower radiation harmless.

Revision/ consolidation of Pension in IDA scale for the erstwhile DOT Employees retiring as BSNL Pensioners during the period from 01/10/2000 to 31/12/2006
Following is the copy of the letter written by BDPA to the Hon'ble Minister for MOC & IT.

No: BDPA/GUJ/Pen Dated: May 6th, 2010.
To
Shri Thiru: A. Raja,
Minister Communication & IT,
Govt. of India, Electronics Niketan,

NEW DELHI 110 003
Sub:- Revision/ consolidation of Pension in IDA scale for the erstwhile DOT Employees retiring as BSNL Pensioners during the period from 01/10/2000 to 31/12/2006
Respected Sir,
1. We are glad to know and note that as per promise given to JAC on 20.04.2010, you have taken personal interest and paying special attention caused clearance of 2nd Wage Revision for BSNL Non-Executive Employees. We convey our sincere thanks to you for your noble act.
2. We remember that in the said meeting, JAC was promised that an issue of revising pension of pre 01.01.2007 BSNL Pensioners will be taken care and cleared within three months.
3. We enclose herewith a copy of our letter No: BDPA/Guj/Pen dated 15.03.2010 addressed to Shri P.J. Thomas, Secretary DoT, on the captioned subject.
4. We were happy to have your assurance and had sigh of satisfaction that at last our genuine grievance has been reached before you and being convinced of injustice to the BSNL Pensioners, you were kind enough to assure the positive settlement within three months.
5. We are agonized and deeply hurt to have inkling that notwithstanding your solemn assurance and positive approach, the Cabinet Note is reportedly prepared on wrong footing as it proposes approval for 30% weightage on basic pension alone to the BSNL Pensioners retiring before 01/01/2007. This proposal violates the principles of natural justice and it is highly discriminatory and unjust because the serving employees in BSNL were accorded 50% IDA Merger with effect from 1.1.2007, which was denied to BSNL Pensioners on the plea that this problem shall be sorted out along with Pension Revision. Further the Serving employees in BSNL were accorded 30% weightage on Basic Pay plus Industrial DA as on 1.1.2007 to work out their revised pay package. Pension Revision of BSNL Pensioners should follow the same pattern and be consistent with DPE guidelines on Pay Revision based on which IDA scales in BSNL have been revised.
6. We firmly desire and hope that in order to administer justice to pensioners, your honour will ensure that Pension Revision in BSNL is carried out in a manner similar to that of working employees in BSNL with identical weightage given to pensioners as given to the serving Employees as per the practice followed by the two Ministries i.e. Ministry of Transport and Ministry of Food in respect of IDA Pensioners under their control i.e. Port and Dock Pensioners and Pensioners retiring from Food Corporation of India.
7. We wish and propose for BSNL Pensioners Pension Revision on IDA pattern and submit before you to kindly take note of following issues while framing Cabinet Note.
(a) Current Status of IDA Pension Revision for CPSUs/ CABs under the control of Ministries of Communication, Ministry of Food and Ministry of transport.
(b) Fifty percent IDA Merger for all BSNL Employees w.e.f. 01/01/2007 was implemented by DOT and BSNL in May 2008 vide order dated 29/5/2008 issued by BSNL. Revision of IDA scales for BSNL Executives was carried out by BSNL in May 2009 after due approval by Ministry of Communications. Agreement for revision of IDA scales for non-Executives has recently been approved by BSNL under similar pattern/ fixation formula as given to Executives in May 2009 and the same is awaiting concurrence of DOT for implementation.
(c) The Department of Telecom last year in 2009, shelved the proposal of 50% IDA Merger for BSNL Pensioners retiring before 01.01.2007 on the plea that DOP and DPE did not accord approval to 50% IDA Merger for BSNL Pensioners and further decided that the issue of 50% IDA Merger shall get resolved automatically along with Pension Revision in IDA scale in the near future.
(d) DOT is reportedly further unable to carry out Pension Revision in IDA Scale for all the Ex-DOT Employees absorbed in BSNL and retired as BSNL Pensioners between 01.10.2000 to 31.12.2006 because no Rules/ Instructions are available/ or have been framed so far for revision of Pension under IDA Scale. In fact, this is the first case of revision of pension after formation of BSNL w.e.f. 01.10.2000. Under these circumstances either DOT has to follow the precedent set by Ministries of Transport and Ministries of Food for IDA Merger/ IDA Pension Revision in CPSUs/ CABs under their control or else Rules/ Instructions need to be framed afresh for BSNL Pensioners and be approved by Union Cabinet through a Cabinet Memo to enable the Pension Revision in IDA Scale.
(e) The authorities in DOT were apprised of the fact that approval for 50% IDA Merger for Pensioners retiring before 01.01.007 has already been granted by Ministry of Transport for the Pensioners of Port Trust and Dock Workers w.e.f. 1.1.2007 vide Memo no.A-29018/4/2008-P.E.I dated 5/11/2008. It has also been pointed out to DOT that simultaneous Pension Revision with five year Wage Agreement under identical fixation formula has been approved by Ministry of Transport for Port and Dock Workers vide memo no.IPA/BWNC/2009 dated 27.01.2010. But these approvals by Ministry of Transport for 50% IDA Merger and IDA Pension Revision have so far not evoked any positive response from DOT to emulate the same in case of BSNL.
(f) For your perusal and kind knowledge we would like to state that Ministry of Food has revised the Pension of the Employees of Food Corporation of India on IDA scale three times in the year 1987. 1992 and 1997 under the same formula as provided for working Employees. Pension Revision ordered by Ministry of food for IDA Pensioners’ in Food Corporation of India w.e.f. 1.1.1997 was subject to Supreme Court judgment in CA Civil No.238-244 of 2004. Judgment in CA Civil No.238-244 of 2004 was delivered by Hon’ble Supreme Court on 10/2/2010 but it does not nullify or alter the IDA Pension Revision carried out by Ministry of Food for FCI Pensioners w.e.f. 1.1.1997.
(g) To prove and strengthen our say we would like to write that Orders for Fourth revision of pay on IDA scales for Executives in FCI with effect from 01/01/2007 have been issued vide Memo.No.WRC/1/1//007/ Vol.III dated 18.9.2009 based on the formula given by DPE i.e. Old Basic Pay on IDA scale on 1/1/2007 * 178.2 plus 30% weightage on the same. Agreement for Fourth revision of pay on IDA scales for Non-Executives in FCI with effect from 01/01/2007 has been signed and approved by Ministry of Food vide Circular no.WR-09-2010-06 vide Memo No.WRC/1/2/2009 dated 09/04/2010 based on the formula given by DPE i.e. Old Basic Pay on IDA scale on 1/1/2007 * 178.2 plus 30% weightage on the same.
We are informed by the FCI Pensioners Association that Pension Revision on IDA scale w.e.f. 1/1/2007 for past FCI Pensioners as per the formula given by DPE for working employees is already under process and shall be carried out by the Ministry of Food within a period of one month or so.
(h) DOT’s earlier Proposal for granting CDA Pension based on DOP Memo No.4/14/2001-P&PW (D) dated 19/09/2003 was abandoned by DOT because of strong opposition of DOP, change in stand of ITSA towards CDA Pension and opposition from BSNL Unions / Associations who realized the loss to be incurred by the Employees in case of CDA Pension.
NOW IN LIGHT OF WHAT WE EXLAINED ABOVE, WE SUGGEST AND DEMAND PENSION REVISION ON IDA AS UNDER:
That the DOT’s Current Proposal for granting IDA Pension revision w.e.f. 01.01.2007 based on hypothetical and arbitrary interpretation of sixth pay commission recommendations may be done away with immediately.
We propose that the formula which is applied for working Executive/Non Executive Employees for their Pension should be made equally applicable to all pre 01.01.2007 Pensioners without any discrimination.
And accordingly, as we propose that the revised proposal for IDA Pension revision, to be incorporated in the Cabinet Memo should be as follows:
Revised IDA Pension on 1/1/2007 = Existing IDA Basic Pension + 78.2% IDA on Existing Basic Pension + 30% weightage on Existing Basic Pension
Thus Revised IDA Pension as per latest reported proposal to be moved through Cabinet Memo = Existing IDA Basic Pension on 1/1/2007 * 1.988
All BSNL Employees retiring after 1/1/2007 were given 50% IDA Merger and 18.8% IDA on their (Basic Pension + Dearness Pension). Their revised Pension w.e.f. 1/1/2007 amounted to Existing IDA Basic Pension + 78.2% IDA on Basic Pension + 30% of (Existing IDA Basic Pension + 78.2% IDA on Existing Basic Pension.)
Thus for BSNL retirees after 1/1/2007 their revised Pension as per existing BSNL formula = Existing Basic IDA Pension * 1.68 *1.3 = Existing Basic IDA Pension * 2.184
As per formula given by DPE, the BSNL retirees after 1/1/2007 their revised Pension should be = Existing Basic IDA Pension * 1.78 *1.3 = Existing Basic IDA Pension * 2.314
In view of above submissions, we request you to kindly look into the matter and adopt the fitment formula given by DPE for revision of IDA pay of CPSU Employees and make it applicable for revision of IDA Pension for BSNL Pensioners retiring between 1/10/2000 to 31/12/2006 as has been done in the case of serving BSNL employees as detailed below:-
Revised Pension as per existing approved BSNL fitment formula = Existing Basic IDA Pension * 1.68 *1.3 = Existing Basic IDA Pension * 2.184
Though as per formula given by DPE, the BSNL retirees revised Pension should be = Existing Basic IDA Pension * 1.78 *1.3 = Existing Basic IDA Pension * 2.314
The issue of 50% IDA Merger w.e.f. 1/1/2007 also needs to be resolved along with IDA Pension Revision as promised earlier by the Ministry of Communications.
Thanking you.
(D.D. MISTRY)
General Secretary
Level playing field?
News paper reports -level playing field.
New Delhi: As the 3G-spectrum auction enters its last round, private operators have started pitching for a level-playing field. The GSM industry body, Cellular Operators Association of India (COAI) has written to the department of telecommunications saying that even the state-run BSNL and MTNL must be subjected to the same terms and conditions on the payment for the 3G spectrum as expected by the private operators.
Our comments:BSNL and MTNL are government controlled corporations having terms and conditions in terms of issuing tenders, procurement of equipments etc. So it is no fair on the part of the private operators to compare with them to BSNL,MTNL.
Rajan S Mathews, director-general of COAI has written to the DoT secretary, P J Thomas expressing concern that the state-run telcos must not be exempted from the clause in the Notice Inviting Application that clearly states that all the successful spectrum winners must make payment within 10 calendar days of the auction and that BSNL and MTNL must be required to match the winning price achieved in the respective service areas in the 3G auction as payment for the alloted spectrum.
3G spectrum auctions have already raked more than 150% of the reserve price that the government had set at the onset of the spectrum auction.
Our comments: Eventhough the 3g auction prices have taken a very big lead what others have not expected, BSNL MTNL are functioning to fulfil social obligations like provision telecom facilities in rural areas where there is less revenue. Take an example having a exchange of 50 lines in rural area. By posting telecom officials ,supply of power, provision of security guards etc. make BSNL to incur loss. As BSNL has to provide telecom facilities in rural areas, BSNL has to incur loss which reflects on staff. Because of priority of providing facilities to rural people,BSNL incurs loss. Whether any operator is ready and install a telephone exchange of 100 lines in rural area?. BSNL incurs a loss of fifty thousand in some rural areas for lines less than 50.. Private operators should not comapre BSNL and MTNL with them.
FE was the first to report in its edition dated April 7 that BSNL has initiated steps to approach the government to give it a breather from matching the highest bid for at least the next two years.
Our comments: BSNL and MTNL should be exempted from paying licence fees for 3 G. The government has already started treating BSNL and MTNL on private operator terms. Revenue from ADC is less and most of the assurances given while forming BSNL and MTNL are not kept now. So BSNL is losing. end of the report.
who has to wear the crown?
Joint Action Committee called for a nation wide strike from 20 04 10. All the non executive unions/executive associations all were part of the JAC. Strike started on 20 04 10. Before beginning of the strike, JAC met the Hon'ble Minister of Communications and IT and discussed various details. As the minutes circulated and discussions took place varied, JAC had no other option to start the strike on 20 04 10. The question of BSNL strike was raised by MPs in the Parliament and in the Rajya Sabha. At the intervention of the PM of India, MOC entered into a dialogue with the JAC.
Various issues were discussed. Though non executives wage revision and IDA 78.2% merger were not on the agenda, it was discussed and minutes were also circulated.
All the executive unions and non executive unions were all present during the talks and in the minutes participants names were also given.
Issues were raised and replies were also given.
No union should take credit that this issue was raised by ours and supported by some. Entire credit should go to the JAC. By taking praise or singing praise of some unions, will later disturb the basic functioning of the JAC.
For all failures and victories JAC is responsible.
If each union starts saying because of us, this issue was clinched, there will less tolerance by others and will set a bad precedent in future.
Wage revision- crown should be worn by all unions -non executives and executives.
DGM recruits- Though exectives are going to be benefited, non executives supported the cause
IDA 78.2 % merger: It is going to be benefitted by all employees.
20 04 10- Clear reminder to all unions.Unite, struggle, victory is ours.
Various issues were discussed. Though non executives wage revision and IDA 78.2% merger were not on the agenda, it was discussed and minutes were also circulated.
All the executive unions and non executive unions were all present during the talks and in the minutes participants names were also given.
Issues were raised and replies were also given.

Welfare Board Meeting-Source BSNLEU
Welfare Board Meeting
BSNL Welfare Board Meeting was held today, 04.05.2010 chaired by CMD BSNL Shri Kuldeep Goyal.
Com. V.A.N. Namboodiri during discussion demanded providing old age homes for BSNL retirees, restrooms for women in all offices, Health Check Scheme for all employees, coaching camps for officials appearing for examinations, with special consideration to SC/ST employees etc. CMD BSNL agreed to positively consider.
Financial Assistance for affected by natural calamities: - Board agreed to increase it from Rs.3500 to Rs.5000/-
Cultural Activities: - Cultural programmes etc. will be organized on 15th August, 1st October etc. with the participation of employees etc.end of the report.
About 78.2% IDA merger
For full neutralisation of IDA, 78.2% should be sanctioned for non executives. At the time of wage revision,BSNL management simply told that it will be given when given to executives. This matter of 78.2% IDA merger came for discussion during the talks on 20 04 10 by JAC with the Minister. Minister categorically told JAC to discuss this issue with the CMD,BSNL. If JAC convenor has taken some steps, merger 78.2% is not a mirage but a reality.
FNTO is taking this matter with the JAC convenor to have a dialogue with the CMD,BSNL. Anyhow, it seems it is getting delayed.
Employees of BSNL expect that 78.2% IDA should be merged with the pay immediately as it is due to them. end of the report.

Role of FNTO ,NFTE to transfer DGM
Comrades of SNEA(I) of Amravati exhibited exemplary unity and solidarity to defeat the sinister designs of DGM/Amravati who by virtue of wielding enormous and consistent political clout managed to stay at Amravati for seven long years as DGM despite his transfer orders being issued three years before to WTR. As a result of his long stay the said DGM developed vested interests of every kind and let loose a reign of terror in Amravati . During the period of seven years, nearly four GMs were posted at Amravati but all of them were unable to rein in the said DGM because of his unscrupulous political and other contacts.
Finally, when the oppression let loose by the said DGM reached its peak, Comrades of SNEA(I) Amravati decided to take on the said DGM to check his unwarranted actions, and, after a prolonged struggle, despite ruthless and indiscriminate victimization of all the SSA office bearers of SNEA(I), succeeded in getting his transfer orders implemented which he was defying due to persistent political pressures. It was a real, spirited and tough fight. No words to congratulate the commitment and courage of extraordinary and unique class of Comrades of Amravati in dislodging an officer who had developed strong vested interests and consistently challenged and defied the authority of top BSNL Management. Comrades of NFTE and FNTO at Amravati also joined SNEA(I) Comrades in their final assault to secure justice for all telecom employees of Amravati because of extreme form of oppression let loose by the said officer. We congratulate them also for extending their solid support to the struggle.
We congratulate Com Adsul, CS/Maharashtra, for his consistent, tireless and outstanding support to Comrades of Amravati and his superb leadership that finally yielded the desired results. We are also extremely thankful to Respected Director(HRD)/BSNL and GM(P) for their effective and positive intervention.

"TTSL's revenue is not showing growth at par with its subscriber addition because the tariff has touched rock bottom. Revenue is driven by the tariff and minutes of usage (MOU). When tariff has fallen down, MOU has to complement the growth. But, it did not happen because TTSL's new tariff plan has attracted low ARPU customers having a low disposable income," says Neeraj Jain, director, KPMG Advisory. "Any new tariff plan also attracts the existing customers of an operator who migrate to the new plan leading to a negative drag in the revenue," he adds.

BSNL-mulling-hiring-top-talent-from-market
It was pointed out at the meeting that after implementing the second pay revision, persons at Board level can earn as much as 200 per cent of their basic as bonus and other fringe benefits. This is almost Rs three lakh per month or Rs 36 lakh a year besides other perks like housing, LTC and medical.
But this is far less compared to what top executives get in the private sector.
BSNL CMD Goyal, however, pointed out that in the past the PSU itself has performed quite well, even in the face of competition from private sector companies. "What is required is freedom of action by the Board," he said.
Goyal is understood to have told the DoT that in order to act as fast as competition, the Board needs to be given the freedom to act without questioning. If the Board and Management Committee have taken a decision, then it should not be questioned.

With all constraints, it is known that BSNL is able to catch subscribers. With freedom in taking decisions, quick implementation etc.BSNL will scale to new heights.

He said the Voluntary Retirement Scheme (VRS) and attrition were the main reasons for the head count going down in 2008-09.
"We didn't issue any pink slips in 2009-10. We didn't let (go of) people as the private sector did," in the wake of global meltdown, he said.
The employee strength in 246 state-owned companies declined to 15.35 lakh people in 2008-09 from 15.66 lakh in 2007-08, mainly due to the VRS.
Since the introduction of the VRS, between October, 1988, and March 2009, about 6.1 lakh CPSE employees have opted for it, as per the Public Enterprises Survey 2008-09.

Profits decline for pvt.operator.
Bharti sees net fall for first time in 3 years
Press Trust of India, April 28, 2010 (New Delhi)
Telecom operator Bharti Airtel's net profit fell -- the first time in three years -- by eight per cent in Q4, as cut-throat competition ate into margins at a time when it is raising debt to fund its $9 billion acquisition in Africa.
Net profit stood at Rs 2,060 crore, down eight per cent from a year ago, although the company's total revenues crossed the Rs 10,000 crore mark (Rs 10,060 crore) for the first time in the quarter.
This was so because of falling call charges in an increasingly competitive market.
Revenues of telecom operators have come under pressure with the entry of 14 new players, as they are offering rock bottom call tariff to woo customers.
However, there was some comfort for Airtel in Q4 as the company finally recorded a rise in minutes of usage per user after registering a fall for six straight quarters.
Bharti shares closed down 1.26 per cent at Rs 294.50. "Bharti Airtel continues to be strongly positioned in India despite a hyper competitive market," Bharti Airtel Ltd chairman and managing director Sunil Bharti Mittal said.
For the full-year 2009-10, the consolidated revenue was up 7 per cent at Rs 39,620 crore year-on-year, while its net profit was up 7 per cent at Rs 9103 crore.
Bharti Airtel's Average Revenue Per User (ARPU) was at Rs 220 in the fourth quarter, 4.3 per cent down from Rs 230 in the quarter ended December 31.
The company made acquisitions in Bangladesh and Africa during the quarter, including the $9 billion acquisition of the African assets of Kuwait's Zain telecom.
Besides raising finances for the Zain acquisition, the company has also announced a capex of $800 million for building the network of Zain Africa.
Its earnings before interest, taxes, depreciation and amortisation, or EBITDA margin (an indicator of profitability)- excluding acquisition costs--contracted to 39 per cent from 40 per cent in the fiscal due to lower tariffs.
The EBIDTA margin for its mobile services that contribute more than 81 per cent to the company's total revenue fell to 29.2 per cent from30.4 per cent in the previous quarter.
The company added 8.8 million users in the fourth quarter, including those from Bangladesh and Sri Lanka.
The company's operating expenses also rose 20 per cent year-on year to Rs 4,107 crore because of a sharp increase in network costs.
Indian mobile operators have been adding 13-16 million subscribers a month.

Our comments:The government appointed Sam Pitroda committee to look into the affairs of the BSNL wherein it was suggested to go after some private operators workers ratio. Bharati has stated that its profits have declined. When a private operator known for efficient management has to say, that its profits have gone down because of cut throat competition,.so there is no surprise for a govt. enterprise having a lot of difficulties inching towards loss this year.Bharati operating expenses also rose to 20 percent. BSNL has to spend a lot for wage bill. In spite of so many hurdles, BSNL is performing far better than many operators in terms of manpower, equipment shortage, signal strengthening etc.
We have to thank our beloved customers for having faith on govt. enterprise and govt. policies. People
still like us but we have to go to them.
still like us but we have to go to them.
MNP before June 30.
The government notified all mobile service providers that there will be no further delay in implementation of mobile number portability (MNP) and told the operators to stick to the June 30 deadline for implementation of the system.
The implementation of MNP has already witnessed two delays.
Suggestion for excercising options
(From our CHQ)
We have raised following points to BSNL HQ for clarification:
Doubts to be clarified
1. An official was promoted to NE-10 scale (i.e. 7800) on 1.9.2000 and opted for pay fixation from the date of next increment which falls after 1.10.2000. It is presumed that for the purpose of promotion under this scheme he is considered to be on 7800 scale on 1.10.2000, irrespective of the date from which he is drawing pay in that scale. Please clarify.
2. It is stated that “All the concessions given by BSNL to Non-Executives in relation to OTBP/BCR/Grade IV/ACP etc after 1.10.2000 stands withdrawn with immediate effect.
This needs elucidation
3. If the promotions already availed under OTBP/BCR/Grade IV/ACP schemes after 1.10.2000 is treated as First Promotion under new scheme (on option), the financial benefits already availed for the period upto 31.3.2008 needs to be refunded, as the first promotion under the new scheme is “Notional” upto 31.3.2008.
This is to be clarified.
4. (a) If the post based promotion availed by an employee on or after 1.10.2000 but before 1.10.2004 is treated as first promotion under new scheme, whether the financial benefits availed upto 31.3.2008 needs to be refunded as the first promotion under this scheme is notional upto 31.3.2008
(b) It is presumed that the post based promotion means vertical promotion from one cadre to another cadre through examination/ absorption etc. Kindly confirm.
(c) Whether the promotion to BCR grade IV is coming under post based or otherwise?
5. It is stated that except as provided in the instant guidelines, there will be no claim on account of any of the other provision of FR SR in the context of pay scales, pay fixation, substantive status etc. It may be clarified whether this includes the option under FRs for fixation of pay on promotion from the date of next increment or otherwise.
1) If NO promotion or upgradation is received after 1-10-2000, it is better for them to opt for new scheme. In such cases, they will get I promotion on 1-10-2004 and second promotion on 1-10-2011.
2) If any employee got promotion after 1-10-2000 but before 1-10-2004 he can opt for new scheme in which case the above promotion will be treated as First promotion and the second promotion will be seven years after the date of First promotion. In that case he may have to refund the financial benefits availed from that promotion upto 31-3-2008 as the First promotion in the new scheme is notional upto 31-3-2008.(In this connection, a clarification has been sought for).
3) If any employee got the promotion after 1-10-2000 but from 1-10-2004 to the date of issue of orders on new promotion i.e., 23-3-2010 , such employees can opt for the new scheme. In this case he will be given I promotion from 1-10-2004 notionally with financial benefit from 1-4-2008. Next promotion i.e., II promotion will be from 1-10-2011. The promotion already given under OTBP/BCR/Grade IV/ACP will be treated as cancelled.
4)If any employee got a vertical promotion (such as RM to TM, TM to TTA/Sr.TOA eyc) after 1-10-2000 but before 1-10-2004 it will be treated as First promotion and second promotion will be given after 7 years from the date of I postbased (vertical) promotion. In this case he need not refund the financial benefit obtained due to vertical promotion
5) If any employee got a vertical promotion after 1-10-2004, he will be eligible for I promotion in the previous cadre (held as on 1-10-2000) from 1-10-2004 and the vertical promotion given after 1-10-2004 will be treated as second promotion and the next promotion will be after eight years from the date of II promotion.
6) Those who are promoted in OTBP/BCR prior to 01.10.2000 and now only two years service is left, then opt for New Promotion Scheme.
7) Those who are in BCR 10% Grade and retiring by end of 2010/2011, they can take chance for proposed 9200 scale.
8) Those who are placed in BCR on 01.07.2008 and retiring in 2010 should not opt for NPPS.
9) Those who were Sr.TOA and in BCR from 1999, and got promoton in 10% BCR on 01.01.2010 and retiring in 2011 should opt for NPPS as they will get next scale in 2004 an actual benefit from 01.01.2008.
9) Those who got BCR on 01.01.2000 and thereafter 10% BCR on 1st January, 2010 and retiring in 2011 should opt for NPPS as they will be placed in BCR from 01.01.2004 without actual benefit and actual benefit will be given from 01.04.2008.
10) Those who were LDC (TA) on 01.10.2000 and became TOA in 2004 due to conversion should opt for NPPS after careful consideration or wait as the issue is to be discussed further.
11) Those who were in OTBP in January/July 2000 and BCR is due in Jan/July 2010 and retiring after July 2010 should opt for NPPS as 1st upgradation will be given on 01.10.2004 and actual benefit from 01.04.2008.
12) Those who were RM prior to 01.10.2000 should opt for NPPS.
The above clarifications are suggestive in nature. The official concerned may calculate and consult the Accountant before exercising option..

Uninor comes with new tariff
New Delhi: Norwegian telecom operator Telenor-controlled Uninor on Friday unleashed another round of tariff war in the country's overcrowded record-low tariff mobile market with a new plan where a customer may pay as low as 20 paise for a minute on a call. Until now, per second billing was the lowest price plan wherein the lowest price for a call was 60 paise per minute.

Our comments: Because of strategy of Uninor, other telecom companies have start to think of reducing further . Already in real life, the value for one paise is known to all. Only the cell operators know the real value of one paise. Tariff war among operators start to intense further, surely there will be further erosion of BSNL revenue. We have start to think of reducing our expenses in maintenance to make BSNL a profitable organisation.

Disinvestment in BSNL
The Minister of State for Communications & Information Technology, Shri Gurudas Kamat in a written in Rajya Sabha today confirmed that the Department of Disinvestment has written to Department of Telecommunications seeking to know the listing plan for BSNL and keen to see at least 10 per cent disinvestment of Government stake in the company in the coming fiscal year. BSNL Board has also agreed to the proposal of 10 per cent disinvestment.

Disinvestment in BSNL
Our Comments: All along, BSNL unions and workers relentlessly fight with the Indian government that there should be disinvestment fearing that BSNL , on one day or other will go in the hands of private. All Unions and Associations also organised one day strike to protest against Sam Pitroda's committee report on disinvestment,VRS, unbundling etc. The unions have got a reply from DoT stating before disinvestment, all stake holders will be consulted. With unions opposing disinvestment, IPO in BSNL will not have the nod of the common public. Shares price won't increase. As along unions are united, disinvestment in BSNL is a long dream.
