He advised that efforts should be made to earn profit in this current financial year so that such issues can be considered. He informed that BSNL is to borrow Rs. 2000 crores shortly to meet out the regular expenses. If this DPE order is implemented Rs. 1000 crores financial implications will be there immediately. a) Payment of PLI : We requested for payment of PLI for the year 2009-10 since BSNL got good grading and the provision for payment of PLI was already made in the balance sheet of BSNL for year 2009-10. CMD mentioned that since BSNL is not making profit and as per DPE guidelines PLI cannot be paid. He immediately spoke to CMD MTNL and inquired about PLI payment in MTNL. CMD MTNL replied that since MTNL has made 2500 crores loss for the year 2009-10 and as per DPE guidelines PLI cannot be paid to employees. After discussion with CMD MTNL, CMD BSNL tried to convince that Unions and Associations should drop the issue at this juncture and should call upon the employees for earning profit for BSNL. He further mentioned that even small acts can earn profit e.g. one employee should bring one broadband customer everyday and SDOs / JTOs should hold regular meetings with their line staff at least twice in a week to discuss the developmental and maintenance activities. It will provide leadership and involvement of staff. When we apprised him about the shortage of drop wire and telephone instruments in field units, he immediately spoke to Dir (CFA) and asked the store / material position. Dir (CFA) apprised him that drop wire is being directly procured by Circles from Telecom Factory and regarding shortage of telephone instruments no Circle has reported to BSNL CO. In this regard, CMD advised to provide the feedback to Dir (CFA) for necessary action. CMD lastly assured to put up the PLI issue in the next BSNL Board meeting for consideration.

NEW DELHI, INDIA: Overloaded MPLS network, on which, data traffic of many mission-critical applications of the country runs, can collapse at anytime. This collapse of network will hit badly the broadband services of BSNL, mobile broadband being delivered through 3G network of BSNL and MPLS-VPN network or leased circuit line. This breakdown of BSNL Network will put off various government services and major part of defense communication network. There are more than 20,000 enterprise customers that rely on MPLS-VPN service offered by BSNL to run their mission-critical applications. This includes mostly banking and financial institutions and organization such as top nationalized banks, oil and gas companies as also companies of other sectors.
As a result, banking operations such as transactions through ATM and core banking processes, transactions on petrol pumps and many other services crucial for day-to-day life of people and businesses across the country can come to a halt.
CIOL has learnt from some reliable sources that BSNL’s MPLS network has noticed traffic load of up to 80 per cent on the network in its peak hour on its core network whereas IP technology does not permit such high overload, due to IP packet collisions at such higher loading. Typical loading should not exceed more than 50 per cent of its rated capacity.
“Data travels on IP network in form packets. In layman terms, the situation of core network is like over-load traffic on road. If there is heavy traffic, the speed of vehicles slows down. In case there are accidents in this traffic, all the vehicles stop. Similarly, there are too many data packet collisions in BSNL’s core MPLS network at such higher loading. Therefore data speed on BSNL network on many occasions becomes very slow adversely affecting broadband Internet,” said a BSNL official who did not want to be named.

During September, 2010, the index recorded an increase of 6 points each in Darjeeling, Durgapur and Jalpaiguri centres, 5 points each in Siliguri and Delhi centres, 4 points each in Angul Talcher, Rajkot and Belgaum centres, 3 points in 12 centres, 2 points in 13 centres and 1 point in 24 centres. The index decreased by 3 points in Bhopal centre, 2 points in 4 centres and 1 point in 4 centres, while in the remaining 12 centres the index remained stationary.
The maximum increase of 6 points in Darjeeling, Durgapur and Jalpaiguri centres is mainly on account of increase in the prices of Rice, Wheat Atta, Vegetable items, Electricity Charges, etc. The increase of 5 points in Siliguri and Delhi centres is due to increase in the prices of Rice, Wheat, Wheat Atta, Onion, Vegetable items, etc. The increase of 4 points in Angul Talcher, Rajkot and Belgaum centres is due to increase in the prices of Rice, Wheat, Goat Meat, Onion, Vegetable items, Tea (Readymade), etc. However, the decrease of 3 points in Bhopal centre is due to decrease in the prices of Rice, Wheat, Goat Meat, Arhar Dal, Vegetable items, etc.

PLI against choosing procedure for BSNL/MTNL CMD-from SNEA
Association, along with Telecom watchdog, a renowned NGO in Telecom sector, today i.e on 27th October filed a Public Interest Litigation(PIL) in the Hon’ble High Court of Delhi challenging the arbitrary and malafide selection of CMDs of BSNL/MTNL on the ground that selection process has been exclusively restricted to ITS and best talent from the market has been completely excluded from the zone of selection process, in total defiance of the mandate of Prime Minister to induct best talent from within and outside to lead these strategic state owned Telecom PSUs. The petitioners have prayed for grant of following relief.
a. Issue an appropriate writ, direction or order, quashing the process initiated by the DoT through its letter of July '2010 for the appointment of CMDs of BSNL and MTNL, being arbitrary and malafide:

Issue an appropriate writ, direction or order, directing the Respondent for the appointment of sound professional of eminence as per the mandate of the PM to the selection committee based on the recommendations dated February 15, 2010 of the Pitroda Committee to induct talented and accomplished telecom professionals: and
c. Issue such other writ, direction or order, which this Hon’ble court may deem fit and proper under the facts and circumstances of the case.
The case has been filed and will be pleaded on behalf of the petitioners by eminent Civil Liberties Advocate, Shri Prashant Bhushan. Cabinet Secretary (Union of India) and Secretary DOT , are the respondents in the petition. The PIL is expected to be listed for admission within a couple of days.

NEW DELHI: The selection of CMD of public sector telecom major BSNL has become a political issue as Trinamool Congress MP Ambica Banerjee has written to PM Manmohan Singh, alleging that one of the contenders R K Upadhyay is being considered for the post for his proximity to telecom minister A Raja.
Banerjee alleged that Upadhyay, who is being considered a strong contender for the BSNL's CMD post, has never headed even a telecom circle in the country.
In the letter written to PM, Banerjee said that most of the time Upadhyay was posted on deputation, out of the main stream of BSNL and department of telecommunication . "I am given to understand that Upadhyay being less experienced, especially in mobile and broadband fields, will not be able to perform up to the mark," the letter said.

As per the provisions contained in para 9.3 of this Department’s OM No. 38/37/08-P&PW(A) dated 2nd September, 2008, the revised table of commutation value for pension will be used for all commutations of pension which become absolute after the date of issue of this OM. In the case of those pensioners, in whose case commutation of pension became absolute on or after 1.1.2006 but before the issue of this OM, the pre-revised Table of Commutation value for pension will be used for payment of commutation of pension based on pre revised pay/pension. Such pensioners shall have an option to commute the amount of pension that has become additionally commutable on account of retrospective revision of pay/pension on implementation of the recommendations of the Sixth Central Pay Commission. On exercising such an option by the pensioner, the revised Table of Commutation Value for pension will be used for the commutation of the additional amount of pension that has become commutable on account of retrospective revision of pay/pension. In all cases where the date of retirement/commutation of pension is on or after 2.9.2008, the revised Table of Commutation Value for pension will be used for commutation of entire pension.
2. References have been received from various Departments seeking clarification from this Department whether the commutation value of additional pension in respect of such employees who had retired during the period between 1.1.2006 and 2.9.2008 and died before exercising option is payable to the eligible member of family or not. The issue has been examined in consultation with Ministry of Finance, Department of Expenditure who has observed that the Pay Commissions’ intention was that the pensioner should exercise a conscious choice in view of the fact that the commutation table has changed w.e.f. 1.1.2006. As such, in these cases, the Rule 10 of CCS (Commutation of Pension) Rules, 1981 may be followed and difference in commuted value be paid without fresh applications. The intention was not to deny the higher capitalized value on account of revision of pension.
3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their UO No. 456/EV/2010 dated 18.10.2010.

The Tamil nadu Joint Action Committee met at Chennai today at 12-00 hrs.27 10 10.
On behalf of FNTO, Jt. Circle Secretary P.Andiappan took part in the JAC meeting.
It was decided to conduct dharna at all SSAs tomorrow as the management has not decided to give bonus.

Bonus after thirty years -No- to us?
The Joint Action Committee met the BSNL CMD some days back and insisted that bonus must be paid. He said no. After that JAC leaders went on hunger fast on 15 10 10.
After the commencement of the hunger fast, Sr. Director Agarmal came to our leaders and told that the matter of bonus is receiving attention and the matter will be placed before the board of directors for a decision.
On the basis of his assurance and on written reply from the management , the dharna planned on 19 10 10 was deferred.
But the managementl has issued a letter on 22 10 10 to all the leaders stating as PLI is granted on the basis of profit earned by the company, PLI is not payable to the staff as BSNL has shown loss .
On 25 10 10, JAC leaders met the CMD,BSNL and discussed about bonus. He told that this matter is coming before the board meeting on 27 10 10. Yet the management is not in a position to say yes or no to bonus.
The decision of the dharna on 28 10 10 was decided on 15th of this month itself.
Our questions?
On whose assurance, the Sr.Director, pacified the hunger fast leaders on 15 10 10?. Whether he had done it on his own or on behalf of the management. He must have done it on behalf of the management as a written reply was given to JAC.

They just want to know if their salary has come in the account or not. When the salary is not credited on time, they issue a complaint. A senior crewmember from Air India commented that they remember the days, when Air India provided the skilled assistance of their pilots to Singapore Airlines.

Different people take different lessons from the event. An opinion column in The Wall Street Journal crowed recently that this successful rescue was a vote in favour of capitalism, since private companies' innovation had helped in the rescue. The writer conveniently forgot that the same capitalism had resulted in the mine owner operating a mine while violating safety requirements, putting the miners in danger in the first place. One managerial lesson we can take away from this episode is on how effective organisation that included good leadership, relevant political support, and cooperation between the public and private sectors, led to success. Yet, with all the planning, organising, and monitoring, there was still an element of luck.

Internet Leased Line ( ILL ) Business: Solapur Broadband team succeeded in pulling back the CIC customer Sinhgad Technical Institute who had already gone to our competitor ( Tata Indicom ) for Internet Leased Line ( ILL ) by vigorous follow up and just writing one letter to the President of the Sinhgad Technical Institute,Pune. That one letter/one initiative changed the course of ILL business for Solapur in particular and Maharashtra in general. Solapur SSA got the business of 4 MBPS ILL at Solapur campus,2 MBPS ILL at Pandharpur campus and 2 MBPS ILL at Sangola campus of Sinhgad Technical Institute. Not only this the institute has made a policy decision for going to BSNL first for any requirements of Internet Leased Lines anywhere in Maharashtra . It was brought into the notice that some malpractices going on the campus for favouring the private player in spite of his inferior services. Some of their staff at Pune and Solapur were involved in such malpractices without the knowledge of their own President. It is learnt that the President ordered the thorough inquiry of this malpractices and the culprits at Solapur campus have given in writing that they indeed involved in such malpractices. It is high time we all should involve in such aggressive marketing for getting business to BSNL. This type of work done by our Solapur SNEA members is really appreciable. Operators to have less profits.
NEW DELHI: Telecom operators Bharti Airtel, Reliance Communications and Idea Cellular are expected to report a fall in profits and a squeeze on margins in the July-September quarter, say analysts.
The quarter is seasonally weak with no major festivals or harvest season. Companies are also expected to face stiff interest charges on borrowings. So far, telecom companies have been capitalising — or accumulating on the balance sheet without providing funds in the cash flow — the cost of debt they raised to buy third-generation radio waves from the government.
With 3G launches impending, some may start debiting factoring the cost of this debt on profit-and-loss accounts from this debt in the September quarter. The monthly average revenue per user — a key indicator of profitability — is also expected to drop between 3% and 5% for the operators, despite a stable pricing environment, analysts said.

New Delhi, Oct 22 (PTI) After the 2G spectrum controversy, selection of WiMax franchise has come under attack, with the CPM alleging the Telecom Ministry of showing favoritism while choosing franchisee for WiMax services.
The Left party CPM has written a letter to Prime Minister Manmohan Singh, raising concerns over the allotment of WiMax franchise by the state-run BSNL to a Kolkata-based Starnet Communications, which they allege does not meet the eligibility criteria.
The CPM said that the issue appears to be "another shabby deal after the 2G spectrum episode" and asked the Prime Minister to initiate an enquiry by Chief Vigilance Commissioner to check the role of Telecom Ministry in the matter.
In 2009, BSNL had floated the tender for the WiMax franchise.
WiMax, the higher version of 3G technology, allows users wireless access to high-speed internet and other data applications over a large area.

19.10.2010 : We are thankful to the Pensioners who have conveyed their appreciation and thanks to BDPA for taking keen interest. We receive many queries regarding the contents of Cabinet Note which is secret document till it is cleared by the Cabinet. An attempt to know details through RTI was also not successful on this ground. From our various representations and discussion with the authorities we presume that the Cabinet Note is positive and it will be advantageous to us. We understand the concern of the Pensioners but we have no access to protected note. The note duly approved by Hon’ble MOSC & IT is received back by the DoT and follow up action to transmit it to Cabinet Secretariat are in process and hope by week end the mission will be over. Executive Associations have taken up the matter of lavish spending of some higher ups in BSNL like leasing of vehicles for GMs, Blackberry , Retention of furniture at nominal cost etc.
But our employees are denied the IDA 78.2% IDA merger and transport allowance on par with the Central govt. employees.
BSNL says no funds for payment of IDA merger. But it lavishly spending on other side. Who cares? We alone can stand and fight and take BSNL to new heights.

BSNL tops for Sep 2010
The Cellular Operators Association of India (which includes most of India’s GSM telecom operators) has reported an increase of 12.4 million GSM connections in the country for the month of September 2010, up 2.67% for the month. This is less than what was reported for August 2010, when the same set of telecom operators added 13.50 million GSM connections. According to data released by COAI, which represents most of India’s GSM operators, the GSM connection base for India is at least 477.7 million. This data does not include data for Tata Docomo and Reliance Communications’ GSM operations.
Additionally, we’ve received a note from Reliance Communications stating that the company added 2 million connections in all for the month, GSM and CDMA combined. Thus, India has added at least 14.4 million wireless connections for the month.
Telecom operator and circle-wise data (with inaccurate figures for RCOM and Tata Teleservices removed):
- Airtel, BSNL,and Uninor added over 2 million connections
- Aircel (1.6 million), Idea Cellular (1.4 million),and Vodafone (1.7 million) added over a million connections.
- For once, BSNL has registered the highest increase in connections, with 2.3 million additions, a 3.32% increase in its base. BSNL now has 72.6 million connections.
- Uninor’s continues to add over 2 million connections, with 2.17 million for the month. This is a 23.90% increase in its connection base, and it now has 11.27 million connections.
- STel, MTNL, Loop and Etisalat continue to flounder
- A good month for Videocon too, adding 817,373 connections
- Loop mobile added only 15,788 connections.
Circlewise Additions
- Bihar added the maximum GSM connections during the month, and now has 31.75 million GSM connections.
- Jammu & Kashmir this time added 48,733 connections during the month: it’s connection base had declined over the last two months.
- Among metro circles, Delhi added 384,985 connections, with Mumbai adding 281,712 connections.

BSNL MANAGEMENT IS NOW ON THE TRACK OF HARD BARGAINING WITH STAFF. FIRST THE MANAGEMENT FLATLY REFUSED TO PAY BONUS. THE LEADERS SAT ON FAST. THEN MANGEMENT SAYS THAT IT WILL CONSIDER THE MATTER AND PLACE IT BEFORE THE BSNL BOARD. THEN WHO DEC IDED TO DENY BONUS?
Not only that. Now Management wants the employees realise the serious situation and come forward to bail out he company. In the next few days we will find Management coming with new proposals. Workers should sacrifice.
THEY DONOT CHANGE THE OLD ATTITUDE
Recently, Kerala Circle of BSNL introduced a new attractive scheme to retain the Land phone base. The loyal land phone subscribers (who retained the land phone for the last thee years atleast) were given free SIM cards. From the new Mobile connection one can make unlimited free calls to the particular landphone. Within a month Kerala BSNL could give more than TEN Lakh new Mobile connections. .
But, some Heads of SSAs refused to give the SIM Cards to those having concessional Telephone Connctions. Mostly Pensioners are denied the benefit. According to these officers, there is no harm if Pensioners surrender their land phone connections. These officers can not change their negative attitude. They are not working for BSNL. They serve the private companies.

No Bonus for first time after 30 years.
During the period of Shri Charan Singhgi, Prime Minister of India, this issue of granting bonus to employees came. He readily consented to give bonus and at that time i..e 1980 if I remember( if wrong it can be corrected), he granted goodwill bonus. After that , we never turned back and we were receiving after demonstrations or dharnas. Anyhow, DoT and then BSNL employees used to receive Bonus or PLI (whatever be the name) continuously without any break. Perhaps this is the first time after 30 years, BSNL management has not given bonus. Kudos to the recognised union- BSNLEU for signing an agreement not knowing what is in store in future. Any company may incur loss at any point of time. Now BSNL tops in adddition of cell subscribers for the month of September 2010 surpassing our rivals Bharati,Vodafone etc.

But for this year , BSNL employees were denied bonus stating that our company gone to red and the recongised union has signed agreement to that effect. Bonus can be given based on the performance of the company.
As per the agreement, we are not entitled to bonus. Perhaps that the recognised union did not know that in business, profit will not come always. DoT has taken several measures to lower the revenue of BSNL like lowering of termination charges,treating all calls to one zone-there will no roaming facility etc. In BSNL, staff costs are on the raise whereas revenue is going down due to various factors which are not surely in the hands of BSNL employees.
FNTO and some unions wrote letters to the BSNL administration that employees must be paid bonus to motivate and be paid before Pooja. But the administration was willing to pay bonus. According to reports, when our GS met CMD, it was known that he agreed to pay bonus eventhough the company is running at loss. When the matter was taken to Board of Directors where outsiders also there ,categorically refused to pay bonus stating BSNL is at loss. So our CMD was helpless.
Joint Action Committee met at New Delhi and met CMD. CMD as per version of the Board of Directors
refused to pay bonus. Accordingly, our leaders went on hunger fast today i.e. 15 10 10 at Corporate office. It is holiday in Tamil Nadu but not in New Delhi.
Sr. Director Shri Agarwal met the JAC leaders who were fast and told that the company gone to red because of non exectives wage revision.Anyhow, he readily agreed to convey the Board of Directors - the bonus issue. The matter of granting bonus will taken to Board of Directors once again.
At the request of the BSNL administration, JAC leaders called off today hunger fast .The proposed dharna/protest on 19 10 10 is deferred to 28 10 10.

New Delhi: Telecom minister A Raja has done it again. The controversial minister now wants money from the Universal Service Obligation (USO) Fund meant to promote rural telephony to be allocated to telecom tower companies under certain norms which, if implemented, would benefit only a single company.
The minister has asked USOF administrator Ajay Bhattacharya to tweak norms to make it mandatory that only those who build towers under phase-2 of the project — worth Rs 5,000 crore —– which use renewable energy sources in rural areas with population up to 500 would get grants.
The USOF currently has a Rs 14,700-crore corpus.

Whether the BSNL Workers Alliance is intact?
The agreement signed between NFTE and FNTO during the 4th verification has gone to air and that agreement was not respected. Whether any discussion took place or not?
Facing the 4th verification in the name of NFTE, FNTO and others voted for NFTE and BSNL Workers Alliance secured more than 95000 votes.
During the 4th verification itself, it was stated that FNTO will face the verification in its name and NFTE will vote for FNTO led alliance which will be decided at the appropriate time.
BSNL Workers Alliance lost the race for gaining the recognised union due to various reasons.
At Kolkatta executive of FNTO, it was decided to face the 5th verification in the name of FNTO and a resolution was passed that FNTO will face the 5th verification in the name of FNTO and NFTE will vote for FNTO.
The decision to face the 5th verification in the name of FNTO was suggested by a senior leader of NFTE only.
The CWC at Jallandur did not mention anything about the agreement made earlier with NFTE and FNTO.
The agreement was not at all honoured.
It is true that BWA worked hard as an alternate to BSNLEU and because of BSNLWA solved many problems relating to our employees and surely it is a force to reckon with.
NFTE has some vision regarding 2nd union recongnition in BSNL.
NFTE wrote a article that it has got 95000 members some months back and it deserves recognision as a second union status. Whether all the votes polled by NFTE were its votes or votes from alliance partners?
NFTE insists on 15% membership and tries to settle second union status. It has conveniently forgotten that its major alliance partner in the 4th verification has not got that much votes and NFTE wants to go away with the second union status leaving in lurch of FNTO and other alliance partners. NFTE wants the support of FNTO for second union status and not cared to take its alliance partners with NFTE.

As per JAC decision, all General Secretaries of BSNL Unions/Associations are sitting on protest hunger strike on 15th in front of BSNL Corporate Office. The demand is BONUS for all BSNL Workers. On 19th, October, 2010 Dharna/Demonstration in all SSAs/Circle Head Quarters.
The above programme has been announced because BSNL BOARD has out rightly rejected payment of Bonus to workers this year.
JAC Meeting (12.10.2010) was held in Delhi to-day. The proposed strike dates have been rescheduled to first, second and third December, 2010. The main demands are refund of spectrum charges, protest against VRS and disinvestment, merger of 78.2% IDA etc.

China Telecom Corporation Ltd, that country’s largest fixed-line operator and third largest mobile telecommunication provider, setting its sights on India’s telecom operators and its growing mobile subscriber base. This despite growing concern over security issues involving Chinese firms.
Late last year, the Chinese firm had inked a pact with three Indian telecom firms for an undersea cable network. Buoyed by this, and in a bid to ensure uninterrupted traffic, China Telecom is keen to team up with Indian operators once again, this time on an overland link. The alternative route to the existing submarine cable will ensure uninterrupted, direct terrestrial connectivity between the two most populous nations.
“Traffic on undersea cables has been disrupted time and again due to typhoons and earthquakes. The move will tremendously benefit enterprise customers in both countries,” said a Mumbai-based telecom analyst with a financial institution, requesting anonymity. Saying that an undersea cable link from India to China via Hong Kong costs around $300 million, he added: “The cable over land would cost around a 10th of that.”

WHAT THE GOVERNEMENT SERVANT SHOULD DO…
1. He should ensure that his home town is correctly indicated in his service records. Otherwise he should take action to have his home town entered therein.
2. Whenever he intends to avail of the concession under this scheme, he should inform the Controlling Officer before commencement of the journeys.
3. When he intends to avail of the concession to visit “anywhere in India” by himself or by any member(s) of his family, he should declare the intended place of visit to the Controlling Officer. The official and / or member(s) of the family must visit the place to become eligible for reimbursement of the claim.
4. If there is any change in the intended place of visit, he should intimate the same to the Controlling Officer before the commencement of the journey.
5. He should produce evidence of his having actually performed the journey, for example, serial numbers of Railway tickets, etc.
6. If he takes an advance under this scheme, he should ensure that the outward journey is commenced within 30 days from the date of grant of the advance, or refund the full advance. In case of journeys by rail, advance can be drawn sixty days before the proposed date of outward journey. In all cases, Railway/Bus tickets should be produced within ten days of drawal of the advance.
7. He should see that half the advance is refunded if the period of absence exceeds 90 days.
8. He should prefer the bills adjusting the advance taken within one month from the completion of the return journey. In all cases, the claim will stand forfeited or deemed to have been relinquished if the same is not preferred within three months of the return journey.
WHAT THE CONTROLLING OFFICER SHOULD DO…
1. A record of all assistance granted under the scheme should be maintained. Entries should be made in the service books indicating the dates of commencement of the outward journey.
2. He should maintain, for his own convenience, a register of home town in respect of the staff under his control.
3. Relaxations of a minor nature, viz., waival of prior intimation of journey can be made by the Head of Department in genuine cases.
4. He should keep a watch over the position of outstanding advances paid up to the end of the previous month and issue necessary orders regarding recovery of advances due for adjustment.

OFFICE MEMORANDUM
Subject: Time limit for framing of Rules and Regulations on conversion of Government Department into PSUs/autonomous/statutory body
The undersigned is directed to refer to the above subject and to state that the instructions on matters relating to regulation of service conditions of Government employees on transfer to autonomous organizations have been issued by the Department of Pension and Pensioners' Welfare. The provisions included in the relevant portion of Rule 37 (A) of the Central Civil Service (Pension) Rules, 1972 refers.
2. This Department has examined issues pertaining to service conditions,promotion / confirmation, etc. in respect of the deemed deputationists on a reference received from the administrative Ministries. It has been decided that in such cases where there is a conversion of a Government Department into PSUs/autonomous/statutory body, there must be a time frame within which a new body shall frame its rules and regulations. At the end of this period, all employees on deemed deputation should have opted either to get permanently absorbed in the new organization or revert to the Government. A maximum period of 5 years for framing of rules and another 2 years for phasing out repatriation to those opting to come back to has been prescribed. All the Ministries/Departments are accordingly advised to adhere to the time frame whenever a proposal for transfer of employees is considered as above.
