Many of these policies were upheld by telecom regulator Trai as well as the appellate body, Telecom Dispute Settlement Appellate Tribunal (TDSAT). For instance, Trai’s 2007 ruling was responsible for allowing new entrants into the business, and at the same financial terms at which other telcos had entered the business several years ago.
