BSNL argues that service providers have to pay Rs 25 per month for every subscriber who is roaming and using BSNL infrastructure since 1997. Sources in the cellphone companies however say BSNL wants them to pay for all subscribers who are registered for the roaming service. According to the agreement, they have to pay only when the subscriber is actually roaming.
