From the reports received, it is reliably learnt that the BSNL Committee has recommended the merger of 78.2% iDA to executives.But to non executives it is not done . It may be done at later stage. Or we have to fight for it? Non executives have to sit once again dharna or we have to go in for a strike call..
Is it hidden agenda for BSNLEU and executives to get 78.2% merger of IDA before non executives.?
What is the role of JAC ?
To get united ,press demands of Executives and get sanctioned for executives.
Wage revision exercise is a different one. The govt. appointed a committee to go wage revision of executives of all public sector units. The committee recommended wage revision for executives. BSNL board okayed the proposals and so executives got wage revision ahead of non executives. So non executives need not blame executives for getting wage revision ahead of non executives.
What about IDA?
The question of IDA 78.2% merger was not on the cards when the wage revision for executives was done. After issue of orders for executives, 78.2% IDA merger was done for central govt. employees, officers on deputation in BSNL. If the Central govt. has issued orders for merger of 78.2% for officers, we would have also got that at the time itself.
One of the demands of JAC was 78.2% IDA merger to executives and non executives. if executives got sanctioned before non executives, surely Joint Action Committee may spilit. Non Executives will get agitate over this issue and some union demands like BSNL to survive, fight for BSNL ,take Joint Action committee reports to streets to educate the public about govt.action to take competitive edge of BSNL with other operators etc. may not get the required support.
Joint Action Committee is to fight for survival of BSNL,If some demands like this get settled in favour of some, surely JAC will disappear . The fighting spirit of BSNL employees may also vanish.
Don't go for partly gains. Fight for gains of all.
