Income Rs. 94- Expenses Rs702 in rural areas. Why loss to BSNL?

As per the audited accounts of BSNL for 2008-09, the rental revenue from rural basic lines is about Rs 1,048 crore from 1.5 crore lines, which translates into a revenue of Rs 58 per line per month.

Similarly, all the other recoveries, including call charges revenue and PCO income, come to about Rs 1,696 crore, which is a revenue of about Rs 94 per line per month.

On the other hand, during the same period, the OPEX of BSNL on rural lines was Rs 12,681 crore, which reflects an expenditure of Rs 702 per line per month. This excludes a depreciation of Rs 4,658 crore after taking into account 50 per cent extra expenditure on rural areas, Goyal said in his letter.

Why BSNL has to incur loss? When private operators don't want to operate in rural areas, what made BSNL to operate in rural areas.  Because of operating expenses in rural areas, BSNL is incurring losses.  When JAC approached for 78.2% IDA, committee appointed for that purpose told JAC that our company is running at loss and so 78.2% IDA cannot be given now.  Moreover ED finance also told that whether fitment can be reduced for executives and non executives.  Why our staff has to suffer for no fault of ours.? The decision of the govt. is expand telecom in rural areas  and they have to bear it.  The govt. should not leave BSNL in lurch .  Because of operation in rural areas, where income in not in commensurate with expenses, BSNL is incurring loss. Our CMD has come out with clear cut figures that
operating expenses per line is Rs.702 but income is Rs. 94 per month. This has to be compensated by the govt.
