2 G Tracing the events-TheHindu Business Line.

But in a curious move, the Department of Telecommunications (DoT) set the ball rolling by calling for fresh licences in September 2007. Some 300 new applications were received, including those from completely unrelated sectors such as real estate and consumer electronics. And, inexplicably, the last date for submission of the application was advanced by a week. Among those that managed to get their foot in the door within the revised deadline, 122 new licences across India were issued in January 2008 to 9-10 operators, some existing and several new. And this at a price, based on rates frozen in 2001, when mobile services were yet to take off in any meaningful way.
The licence fee fixed per-operator (Rs 1,651 crore for pan-India operations) has become the biggest bone of contention, and has led to the huge outcry over the alleged loss to the exchequer. The licence came with a free start-up spectrum of 4.4 MHz.
Back in 2001 operators were hardly able to make a dent in terms of meaningful subscriber additions and almost all of them were loss-making.

Crown of thorns: Sibal faces new 'entrance test' - The Times of India

The mobile industry is also struggling with a slowdown in demand inspite of sharply declining ARPUs and wafer-thin margins. Internet and broadband penetration remain at abysmally low levels and 2010, which was supposedly the year of broadband, has come to an end without even a basic policy in place. If the PIL in SC succeeds and based on CAGs findings, many new licenses could be liable for cancellation because of submission of wrong information by private parties. It is in these heavy circumstances that Sibal's legal, policy and media-management skills will be tested.

Shri  A. Raja has resigned as MOC and handed over his resignation letter to Hon’ble PM on 14th November, 2010 night, in the wake of Supreme Court hearing on 2G Spectrum Allotment Issue.

Tenure of Shri A. Raja as Telecom Minister will be remembered for his positive decisions on granting of check off facility to BSNL Unions, 50% IDA Merger for BSNL Workers and many pro-worker decisions. He facilitated the increase of tele-density in the country as well as steep reeducation in telecom service charges which were beneficial to people. On our special request, Shri A. Raja was pursuing revision of Pension for pre.01./01.2007 BSNL Retirees and the same is likely to be cleared by the Cabinet in the near future.

FNTO thank him for all pro-worker decisions. During his period the staff relations were extreme good.

Minister Kapil Sibal- additional charge of the telecom ministry

Minister Kapil Sibal was today given the additional charge of the telecom ministry by Prime Minister Manmohan Singh in a development that takes the portfolio away from DMK at least for the time being.

Official sources said Sibal will hold the charge of the Ministry held by A Raja, who yesterday resigned facing allegations of scam in 2G spectrum allocation.

The arrangement is seen to be temporary in view of the ongoing Parliament session when issues related to the ministry are to be handled at the senior level, particularly at a time when the ministry is facing allegations of corruption of huge magnitude.

By tradition, a reshuffle of the Council of Ministers is not undertaken during a Parliament session.
Sibal, a renowned lawyer-turned-politician, was a week earlier given the additional charge of Ministries of Science and Technology and Earth Sciences, which fell vacant after incumbent Prithviraj Chavan was made Chief Minister of Maharashtra.

In another decision, V Narayansamy, Minister of State for Parliamentary Affairs, was given additional charge of Department of Personnel and Training (DoPT), which also fell vacant after Chavan's departure.

Former-member-finance-questioned-licence-rates

Manju Madhavan, then the Member-Finance in the Telecom Commission, had sent a note recommending revision of rates at which the licences were being granted. But Telecom Minister A Raja questioned her integrity and accused her of working “on behalf of vested interests”. Madhavan sought voluntary retirement after proceeding on leave in 2007.
When contacted, Madhavan declined to comment. “Thanks for calling me, but I don’t want to speak on the matter,” she said.
In her note, Madhavan had argued that the rates should be revised as they did not reflect the current market dynamics. She had proposed three alternatives to the minister, which would have fetched the government higher revenues. The then DoT Secretary had endorsed her views on the file.

In the eye of a storm again, the Union Communications and Information Technology Minister, Mr A. Raja, asserts in an interview to The Hindu that he has not deviated from any laid-down policy in the allotment of 2G spectrum. “I have explained this so many times. Now, again the same questions reappear,” he tells in New Delhi.
The alleged leaks from the report of the Comptroller and Auditor-General (CAG) say that you caused a loss of Rs 1.77 lakh crore through your policies of allotment of spectrum, the introduction of new players, and changes made in some licence conditions. Can you explain?
The issues that have been raised can be broadly divided into two categories. First, the alleged substantial loss to the exchequer and secondly, procedural lapses.
The National Telecom Policy, 1999, which was approved by the Union Cabinet and ratified by Parliament, has authorised migration from the Auction Route (NTP 94) to the Revenue Sharing Route (NTP 99). The leaked CAG report says that we should have adopted the Auction Route and taken an arithmetical voyage on the 3G boat. So, the yardstick on which the presumptive loss is arrived at itself is not correct.

Details of the meeting held between members of the National Council (JCM) and the Health Ministry regarding CGEPHIS.

On 14-07-2010, a meeting was held between Staff Side members of National Council (JCM) and the Ministry of Health regarding the new proposed Health Insurance Scheme for Central Government Employees and Pensioners.

The Joint Secretary (Regulation) Shri. Vinet Chawdhry presided over the meeting.

The Staff Side members
Shri. S.K.Vyas (Audit),
Shri. C.Srikumar (AIDEF),
Shri. Shiv Gopal Mishra (AIRF) and
Shri. Guman Singh (NFIR) attended the meeting.

The chairman welcomed the Staff Side National Council members to the meeting to discuss the proposed Central Government Employees & Pensioners Health Insurance Scheme (CGEPHIS). He further explained the benefits arising out of the new proposed scheme in detailed and the Union Government is eager to implement this scheme as soon as possible, as recommended in the 6th CPC and to directions of Committee of Secretaries (COS).

After the detailed speech by the Chairman, members also expressed their own views. The explained the discrepancies of this new Health Insurance scheme and also requested the ministry to expand the existing Central Government Health Scheme. They also insisted that some points in the CS (MA) Rules should be withdrawn and it should be useful for the serving employees as well as pensioners.

As some news sources said that, finally the members concluded that they were against the new Health Insurance Scheme and they further opined that the proposed Health Scheme will also deprive the existing benefits available to the employees and pensioners viz. OPD facilities, coverage to all dependent family members etc. Extension to all CS(MA) Rules, 1944 to all pensioners living in Non CGHS areas is their long pending demand.

We have not received the CAG report,” Telecom Secretary

The Telecom Ministry on Thursday said it has not received the final report on the 2G spectrum issue from the government auditor, the Comptroller and Auditor General of India.
“We have not received the CAG report,” Telecom Secretary R. Chandrasekar said on the sidelines of a conference in New Delhi.
The Comptroller and Auditor General Vinod Rai had on Wednesday said that the CAG has submitted final report to the government, but did not divulge details.
However, Mr. Chandrasekar said that the department had given their response to each query that was raised by the CAG.
On reports that some of the operators who were given spectrum in 2008 do not meet the eligibility criteria, Mr. Chandrasekar said the Department of Telecom will take back spectrum given to those players.
The companies which were allotted spectrum include Unitech Wireless (rebranded as Uninor), Loop Telecom, S Tel, Datacom Services (now known as Videocon Mobile) and the DB Group-promoted Swan Telecom (now Etisalat DB Telecom).
In another development, the Telecom Ministry had told the Supreme Court that the government auditor CAG did not have the authority to question the policy decision as per which licence were issued to new players in 2008.

Bharti-Airtel-adds-customers-not-value

Bharti Airtel’s September 2010 quarter numbers raise doubts over the feasibility of adding new subscribers to the mobile network . The country’s largest telecom operator reported decent user additions during the quarter but failed to show any meaningful addition to the minutes of usage on its mobile network.

Telecom penetration in India has increased at a phenomenal, fuelled by the entry of new players and the conscious attempt by existing operators to cover remote areas. But the minutes of usage have either remained stagnant or fallen. This may cause concern since minutes of use reflect how efficiently a network is utilised. For Bharti, minutes of usage remained more or less stagnant at 190.8 billion minutes during the September quarter from the previous quarter though it added 6.7 million new subscribers.

revenue loss of up to Rs 1.76 lakh crore.-economic times.

NEW DELHI: The Comptroller and Auditor General of India on Wednesday said it has submitted to the government the report on the 2G spectrum allotment that is presumed to have caused a revenue loss of up to Rs 1.76 lakh crore.

"Yes, we have submitted the final report to the government. I cannot disclose the findings of the report. It is up to the government when it will be tabled in Parliament ... may be within a fortnight or it may take long," Comptroller and Auditor General Vinod Rai told reporters here.

Sources in the know say that the CAG has accused the telecom ministry for undervaluing 2G spectrum, sold to new players in 2008, and held that the allotment price was not realistic, which has caused a revenue loss of up to Rs 1,76,700 crore to the government.

The report is also believed to have castigated telecom minister A Raja for ignoring the advice of finance and law ministries on allocation of 2G spectrum to benefit a few operators.

It is also believed to have criticised telecom regulator TRAI for standing as a helpless spectator when its recommendations were being ignored or misused.

However, no confirmation on CAG's reported comments could be obtained.

The report is believed to have said that the telecom ministry took arbitrary decisions while allotting 2G spectrum, bundled with licences in January 2008.

Sources said a copy of the report has been sent to the finance ministry and to the President. The process usually takes 10-15 days to finalise and then it would be tabled in Parliament. The month-long winter session of Parliament began on November 9.

Nine firms were issued licences, bundled with start up of 2G spectrum, in January 2008 at Rs 1,658 crore for pan-India operations.

The CAG report said the price at which the spectrum was alloted in 2008 was based on 2001 prices, which was quite low and has resulted in a loss to the government exchequer.

The report also said that Raja ignored the advice of the law ministry and Prime Minister and advanced the cut-off date for giving the Letter of Intent (LoI).

The telecom ministry had, however, hit at the CAG saying the policy decisions cannot be "assailed" as arbitrary and debunked CAG's assertion that 2G spectrum was allocated in an arbitrary manner.

"Decisions (on spectrum) taken on the basis of New Telecom Policy of 1999 and the Cabinet decision of 2003, coupled with periodic and respective TRAI's recommendations.

"(This) cannot be assailed by the audit as arbitrary or cause of exchequer loss until and unless the entire policy devised with legislative backing is changed or modified by the same authorities concerned," DoT had said in its reply to the Comptroller and Auditor General.

CAG has reportedly put the revenue loss to exchequer at up to Rs 1.40 lakh crore, in addition to another Rs 36,700 crore on allocation of spectrum beyond contractual limit to existing nine operators.

Proposal to Demand Setting up of Seventh Pay Commission

IRTSA proposes to demand Seventh Pay Commission - For Revision of wage structure wef 1.1.2011

IRTSA invites comments from its members & other visitors to irtsa.net on the following demand - proposed to be raised soon:

Seventh CPC for Revision of wage structure of Central Government employees should be set up forthwith - for a revision of wage structure with effect from 1.1.2011 - on following grounds:

i) Implementation of 6th CPC would complete 5 year period on 1-1-2011. Government has conceded to effect wage revision in the case of PSU employees after every five years. The same critiria of 5 years shoud be adoptd for revision of wages of Central Government Employees and Pensioners

ii) D.A component in the wages would exceed 50% wef January, 2011. But merger of DA is not proposed to be done at this stage (as in the past) due to retrograde recommendations of the Sixth Pay Commission to the contrary.

iii) The disparity with PSUs & Corporate Sector have increased further since Sixth CPC - and will now further increase especially due to fast improvement in economy.

iv) Anomalies in Sixth CPC Report & its implementation cannot apparently be removed - except by a Pay Commission since the Government is not ready to agree on any of the major issues of concern.

BSNL plans to auction surplus spectrum-Economic times.

BSNL plans to auction surplus spectrum

THE state-owned Bharat Sanchar Nigam (BSNL), which suffered a Rs 2,611-crore loss last fiscal, the first in the company’s history, has decided to auction surplus capacity on its long-distance network to private companies, as it attempts to open up new revenue streams. The surplus bandwidth is likely to be auctioned in two lots of 2.5 GB and 10 GB, a senior company executive told ET. BSNL’s move to share its optical fire cable (OFC) network with private players is seen as an extension of its earlier decision to share its infrastructure with private players on a rent or lease basis. The PSU will soon seek government approvals for the auctions after identifying the surplus capacities and fixing a valuation for it. Optic fibre cables carry long-distance traffic across different parts of the country. Even mobile calls are first transmitted wireless to the nearest tower to the consumer and then carried on OFC networks to the closest tower to that of the receiver. Demand for OFC bandwidth is set to rise substantially with the launch of 3G services, which will involve high speed internet and data hungry applications on the mobile. “The modalities are being worked out and we will submit a detailed blueprint to the telecom department after doing a valuation of this bandwidth resource and getting a fix on where surplus capacities exist,” a BSNL director told ET. BSNL will have to compete with private operators such as Bharti Airtel , Reliance Communications , Tata Communications , all of whom have extensive OFC networks in place across the country and share it with other operators for a fee. “The auction proceeds should help BSNL tide over its immediate financial crisis triggered by the huge losses last fiscal, but the company should ideally have gone for infrastructure sharing of its surplus OFC bandwidth much earlier. But it is a bold step that will unlock value for this financially stretched organisation,” said senior principal at Dua Consulting and former CMD of the erstwhile VSNL, BK Syngal. Private players pitching for this BSNL resource will be able to use this bandwidth in circles where they do not have transmission links to establish customised closed user communication groups across their organisations, executives with the telco said. “Private operators will also have access to ready-made infrastructure since BSNL proposes to auction lit optic fibres, which unlike the dark fibre, already has the end-terminals in place,” added a BSNL executive .

3G-could-set-stage-for-next-telecom-tariff-war

The stage is set for a second tariff war in telecom, with 3G spectrum winners beginning to roll out services. Newly announced 3G tariffs revive memories of last year’s 2G price war which cheered telecom users, but bruised operators across the board. Attractive tariffs, which could make 3G popular even among the mass market, are likely to disappoint operators aiming to improve average revenue per user with high-end data users.
Tata Teleservices (TTSL), the first private company to launch 3G, has priced voice calls as low as 0.66 paise per second and data similar to that of most broadband plans. A per-minute call would cost 40 paise compared to 60 paise on 2G.

HC-seeks-response-from-Centre-on-appointment-of-CMDs/

The Delhi High Court today sought a response from the Centre on a petition alleging irregularities in the appointment of CMDs of BSNL and MTNL in which Telecom Minister A Raja is allegedly trying to push his favourites into the posts.

A bench headed by Chief Justice Dipak Misra issued notices to the Centre and Department of Telecommunication for filing their response on the allegations that the procedure followed by the ministry for the appointment of top posts in telecom PSUs was arbitrary and malafide.

The court also issued notices to Kuldeep Singh and R K Upadhyay who have been recommended for the post of CMD in MTNL and BSNL respectively.

Unreliable+BSNL+network+hampering+IPTV+growth

Smart Digivision (MyWay) and Akshoptifiber (iControl), which offer internet protocol television (IPTV) services in more than 50 cities in India using BSNL's fixed-line network, together have garnered just a little more than 70,000 customers so far due to poor BSNL network.
A senior official of MyWay, on condition of anonymity, said, "The biggest problem with BSNL is its poor network reliability. At times consumers face network outages for two-three days."
He added, "Such outages are not accepted by consumers and they shift to DTH. If this problem is taken care of we will be able to create huge revenue opportunity for both MyWay and BSNL. Our service offering is very compelling but if we are not reliable, we will not get subscribers."

BSNL eyes outsourcing of its infrastructure-managed capacity model

State-owned Bharat Sanchar Nigam Limited (BSNL) may soon do away with its policy of procuring network equipment through tenders and let its employees manage the system in favour of outsourcing to a third party which is practised by its private rivals.
An internal committee, set up by the department of telecom (DoT), has agreed with the Sam Pitroda panel on outsourcing the network — that involves building, managing and maintaining the system — to global equipment firms. The committee was set up in July by the Telecom Commission to study the report of the Pitroda panel.

BSNL-to-get-additional-subsidies-compensation-for-WiMAX-operations

Apart from the Pitroda report, this panel has also endorsed a long pending demand of BSNL that it needs to be adequately compensated for its loss making operations in rural India, especially its landline businesses there. BSNL has maintained that its landlines in rural India, a bulk of which it is forced to maintain on account of social commitments, is bleeding it to the tune of `8,000 crore annually.

“There is a huge burden of legacy systems and manpower in BSNL. The burden on BSNL is further compounded by sustenance of loss making services emanating from rural as well as other socially desirable activities undertaken by BSNL towards fulfilment of the government’s social obligations. BSNL may not be able to sustain this burden on its own in a fiercely competitive market. This burden needs to be assessed afresh, separately keeping in view the provisions of NTP 99 as well as other government policies and BSNL compensated suitably,” this panel said in its report to the telecoms department.

Controversies related to its tendering process has resulted in BSNL being unable to place any orders for telecom equipment over the past four years, allowing private companies to steal a march over the PSU, and also resulting in the telco posting a loss of Rs 1,822.7 crore in the year ended March 2010, the first loss in the company’s history.
The telco’s employee unions say that western vendors such as Nokia Siemens , Ericsson and Motorola , in collusion with some executives in BSNL’s top management, as well as the political establishment, had resulted in the telco’s dismal performance over the years, a charge denied by these equipment companies.

Our comments:  Why BSNL has to post loss? Why no bonus to all after 33 years? Because of BSNL's commitment for maintaining rural services.  Former CMD Shri Kuldeep Goyal wrote to DoT that the govt. must compensate BSNL for maintaining rural services. That is bearing fruit.  Tthe govt. is thinking of compensating rural services.  If BSNL abandons rural services, surely BSNL will be in profit.

About BSNL-AIBSNLEA says.after meeting DoT(s)

a) Viability of BSNL: - We requested for DoT support to BSNL to make it further profit making PSU. Member(S) mentioned that today morning Hon'ble MOC&IT conducted performance review meeting of BSNL with CMD, BSNL & Board of Directors of BSNL. Wherein BSNL Management presented the developmental plans revenue earning data etc and it is found that BSNL revenue earning is reducing year by year. In the last year, the revenue from Landline was about 20,000 Cr, which is now reduced to 8,000 Cr & revenue of GSM  Lines from last year i.e. 5,000 Cr has increased to 10,000 Cr. Hence overall revenue earning has reduced. Which reflects that even after the withdrawal of ADC Charges, payment of license fee, USO Charges, payment of spectrum charges; the revenue of BSNL has decreased. In view of this, BSNL has to earn revenue to earn profit.
(b) IDA Pension revision Case:- Member(S) informed that Cabinet note after the approval of Hon'ble MOC&IT has been sent to Cabinet for approval, which may take minimum one to two months time.
(C) Cabinet note on ITS absorption issue:- Member(S) informed that Cabinet note has been sent to nodal ministries for inter-ministerial circulation, which may take minimum two to three months time in clearance.
(d) Deferred Option from CDA to IDA Pay scale after 01.10.2010:- We requested for early decision to allow deferred option from CDA to IDA pay scale after 01.10.2010 on absorption in BSNL. Member(S) informed that the case has been understood properly on the basis of feedback given by the Associations / individuals & ruling positions and now it has been sent to DOP&W for clearance. It is understood that the case will be settle favorably.
(e) Cancellation of Zonal transfer order of BSNL Executives issued on the basis of ODI list:- We requested for early clarification on the letter of CMD, BSNL regarding zonal transfer of BSNL executives based on ODI list & CVC guidelines- Member(S) immediately contacted to Sr. DDG(Vig.) to know the status but Sr. DDG was not available at that time. He advised to discuss the matter in the next week in the presence of Sr. DDG(Vig.)

(f) Regarding media coverage i.e. "DoT rejects Pitroda panel suggestions on BSNL" : On our queries to media coverage regarding DoT rejects Pitroda panel suggestions on BSNL;  Member(S) mentioned that so far the Committee headed by him report has not been discussed in the Telecom Commission Meeting, hence question doesn't arise for rejection.

The Hindu Business Line : Broadband access: Telcos may get to use BSNL's last-mile network

Our comments: It is not fair on the part of private operators to use BSNL network for broadband expansion. Already BSNL is incurring loss due to various reasons like cut in termination charges, reduction in roaming charges, problems even in procuring equipments for cell expansion due to various legal problems. As BSNL has incurred loss due to wage revision, till time, BSNL staff are denied bonus stating DPE guidelines. What is the need for BSNL to cater rural services. BSNL has to spend more than Rs. 700 per line in rural areas for a paltry return of Rs. 100 revenue per line. Is it the social responsibility of BSNL alone to cater the rural people? If BSNL stops rural services, BSNL will go to profits many fold. In a rural exchange, BSNL has to post a staff, security, 24 hours AC where there is power cut always. From rural exchanges,BSNL earns less. So last mile connectivity should be only with BSNL so that BSNL can expend its network for giving broadband connections. It is not correct to share last mile connectivity with other operators. When MNP is introduced why BSNL has to share infrastructure with other operators. MNP is going to be success to BSNL and MTNL as both are having more towers in comparison with other operators. Why we have to share our towers.
So BSNL must not share last mile connectivity with other operators.

Praise of BSNL from various quarters.

NEW DELHI, INDIA: Bharat Sanchar Nigam Limited in its 10 year as a corporation was lauded by ministers and senior officials for meeting its social responsibility but at the same time all these top government figures acknowledged the need to improve the company’s balance sheet.
BSNL had reported loss of Rs 1823 crore approximately for financial year 2009-10.
“BSNL as corporation in 10 year of its operation has created key role in economic and social development of the country. It is BSNL on which the government depends at large to provide various telecom services to masses at large and particularly to the rural and under-served people of the country,” said R Chandrashekhar, Secretary, Department of Telecom, while speaking at BSNL Seva Padak Award 2010 ceremony on Tuesday evening.
Chandrashekhar expressed hope that BSNL would continue to discharge its obligation towards the people of this country while keeping an eye on its bottom line.
“It is difficult to achieve but at the same time it is something which has to be done. The fact that BSNL's overall performance in terms of market share, revenue and profitability has slidden is a matter of concern. BSNL's market share has come down to 14.5 per cent. The organization has some of the best talent in telecom technologies but innovation, marketing and customer interface are some area on which the company needs to work more,” said Chandrashekhar.
The Telecom Secretary mentioned that the company needs to think and act like any other competitive organization.
“Being a public sector enterprise, BSNL has special challenges. It may not be able to posses all the freedom that is available with private telecom companies to improve profitability but at the same time it has the opportunity to find its own way for sustaining in competitive environment,” said Chandrashekhar.
Chandrashekhar pointed out that BSNL should take inspiration from other PSUs that in spite of similar constraints, which BSNL faces, are doing very well. The Telecom Secretary thinks advent of 3G services and MNP roll out in the coming days are going to increase challenges for the company but it should see these challenges as opportunity and make difference in the market.
He appreciated the improvement of BSNL market share in broadband segment.
“BSNL has improved its market share which now stands at 61 per cent. This needs to be sustained and expanded. Enough opportunity exists in the broadband segment as market penetration is very low,” said Chandrashekhar.
Sachin Pilot, Minister of State for Communications and Information Technology lauded the services being rendered by BSNL and its employees throughout the country.
“BSNL stands accountable to the government, to Parliament and through Parliament to the people of this country. I have seen that at the time of need in any part of the country BSNL employees stand to fulfill government's obligation as their own responsibility. BSNL employees have stood with their responsibility even in the tough climatic condition of Leh,” said Pilot.
Pilot mentioned that close to three lakh people work in BSNL and the telecom provider can efficiently use their talents to become as competitive as any telecom company in the country.
“I don’t see reason to believe that BSNL lacks in technology, talent, capability, energy that other telecom companies have. When I meet BSNL employees in any part of the country then I think that we can bring back the old days of BSNL. Today there are less than 1 per cent people in the country that have broadband connection. It shows a big opportunity for BSNL,” said Pilot.
Making public appearance after a long time, Gurudas Kamat, Minister of State for Communications and IT did not miss the opportunity to take a ride on controversies that exist in the country. In his brief remark, he stressed that all companies should bring in more transparency in their working.
“Telecom sector has contributed to the nation’s economic growth. All the companies in the sector need to be transparent, and not buckle down under any pressure, in order to maintain the fair name of the organization and the nation,” said Kamat.
Union Minister for communications and IT, A Raja specially asked media to observe BSNL’s challenges and also his initiatives to encourage the telecom PSU.
“Some people accuse that BSNL’s profitability is coming down. Friends from media and other domain should know that the duties that have been bestowed upon BSNL is not exclusively based on commercial purpose but it is the only organization that is giving social obligatory function to the common people. When there was hue and cry in Leh, none of the operators thought of giving service to people there. It was only BSNL that was asked to provide service to people there,” said Raja.
Raja said his decision to give 3G spectrum to BSNL on priority basis was an encouragement to the company.
“When the decision was taken to auction the spectrum, we took a policy decision that one slot will be given to BSNL in each circle and it will have to match the winning price,” said Raja.
Raja promised to extend all possible support from his ministry to make BSNL a profitable company.
The BSNL event was a rare occasion which saw the presence of all the three ministers from the ministry.
Gopal Das, chairman and managing director, highlighted efforts being made by the PSU to improve its services.
“We are quickly enhancing customer service by implementing superior billing and ERP system. We have launched massive training program for BSNL employees so that they can redefine themselves as skillful and trained workforce,” said Das.

DoT-rejects-Pitroda-panel-suggestions-on-BSNL

NEW DELHI: A government panel has rejected some key recommendations of the Sam Pitroda committee set up by the prime minister to suggest a turnaround strategy for loss-making BSNL, saying drastic changes in a state-owned company could impact the running of all public sector units.

This four-member department of telecom panel has rejected the Pitroda committee recommendation that BSNL sell a 30% stake by listing on the bourses, and said that the IPO must be ‘deferred for two years to allow the telco to improve its performance and get the right valuation’.

It has also rejected the Pitroda’s committee’s proposal to allow BSNL to bring in top professionals, including a CEO from the private sector, and said that ‘implementing such a move selectively for top-level positions, and also in just one PSU would have wider repercussions’.

The Process

- Customers will have to send an SMS from their phone to 1900
- They will get a unique porting code as SMS from the existing service provider.
- The customer can then make an application in the prescribed form mentioning the code to the selected new service provider for porting of number.
- A period of 4 days has been prescribed for completion of porting (transfer) of the mobile number to the network of the new service provider.
More details on MNP rules in our previous report.
Sounds friction-less, but lets see what happens on-ground. This might not be easy if the porting code has to come from the existing service provider, and not an independent porting authority.

The central government employees received 10% DA in addition to 35% earlier, which now stands at 45%.They got the payment as two months arrears for July and August. The DA for September was calculated in their regular monthly payments.Through this hike employees got an increase of Rs700 to Rs900 in their monthly salaries. There was no such increase before this.Let us see some of the reasons.

The main reason behind announcing DA is due to the increase of prices in essential commodities.’Labour Bureau’-which is under the central government takes the statistics of the prices of essential commodities in selected cities and this process is known as AICPIN -i.e.- All India Consumer Price Index. DA is calculated only as per the AICPIN.

Regarding the next instalment of DA which is to be announced from Jan 2011,numerous speculations are pouring in.The DA percentage will be calculated as per the AICPIN from September 2010 to December 2010.Suppose the AICPIN stands at 179 points or more, there are chances of getting 10% DA from Jan 2011.

Any way let us assume that the DA will surely cross the 50% which will enable increases in some allowances.

Children Education Allowance,Child Care Allowance,Washing Allowance,Cycle Allowance,Cash Handling Allowance,Conveyance Allowance,Split Duty Allowance will also be increased.

Workers eligible for interest on gratuity, rules Madurai Bench of HC -The Hindu

Workers eligible for interest on gratuity, rules Madurai Bench of HC

An employee becomes eligible for gratuity on the termination of his employment after he has rendered continuous service for not less than five years, according to Section 4(1) of the Payment of Gratuity Act, 1972.

He is also entitled for interest on the gratuity in terms of Section 7(3) and 7(3A). Making these clear, the Madurai Bench of the Madras High Court directed the Arumuganeri Salt Workers Co-operative Production and Sale Society Ltd, Thoothukkudi district, to pay the amount to its worker, Mr A. Rajan, within 30 days from date of receipt of a copy of this order without further driving him to any other forum.

Mr Justice K. Chandru, hearing a writ petition from the Society challenging the order dated January 27, 2009 of the Appellate Authority under the Act, Madurai (R-2), directing it to make interest payment if gratuity was not paid within 30 days from the date of his order, noted that from the beginning, it was the stand of the petitioner Society that R-1 (Mr A. Rajan) was not eligible for gratuity. If Sections 7(3) and 7(3A) were read together, then there was no difficulty in understanding the eligibility for receiving interest. In the present case, the Appellate Authority had correctly construed the legal provisions and there was no case made out to interfere with the interpretation placed by the Authority.

The petitioner contended that payment of interest would arise only when there was delayed payment, and in this case, there was no delay since they had paid gratuity as ordered by R-2, and hence the question of payment of interest would not arise. This Court was unable to accept the said statement, since the entire controversy was with regard to the legal provision.

Reading Section 4(1) of the Act it would be clear that the date relevant for determination of interest was the date on which gratuity became payable, which in the present case was when R-1 resigned his job on 1-6-2003. When R-1 issued notice for payment of gratuity, petitioner employer did not honour the notice. On the contrary, it was only when R-1 instituted a claim before the Controlling Authority, the petitioner contended about the irregular nature of his employment and his alleged disqualification from receiving gratuity.

In the light of these, the writ petition stood dismissed, the Judge held.

Serious problems due to CDR continued, Classic example of Nashik SSA: The landline base of BSNL is surely reducing day by day. CDR is proving itself as destruction of land line services.  Comrades it is high time to act on association front to resolve CDR problems. Recently on 26th Oct.2010  ITPC Pune had disconnected all CCB/STD PCOs of Nashik SSA for non payment of those bills which are not reached to our PCO holders. Total negative approach of ITPC management. DGM (F) Nashik had talk with DGM ITPC Shri. Ramnath Gupta that disconnection should not be done with out sign-out / knowledge of our A.O. TR concern. These Peoples from ITPC shown their uncomforting and not agreed to follow rules like taking permission for disconnection from A.O. and asked DGM(F) Nashik to speak with their G.M. ( i.e. GM ITPC shri. Mittalji). It is sorry to mention that GM ITPC also of the opinion that DGM (F) Nashik should not directly talk to him and whatever problem should routed through SSA head. We are confused here that what will happen to our customer and its service. Then Circle president Com.S.V.Bhad directly had talk with GM ITPC  then he acted fast and his DGM made contact with DGM Finance Nashik and assured to sort out the problem and reconnected all PCOs with extension of pay by date to 30th Oct.2010. Comrade please communicate all CDR problems to CS on  sneamh@gmail.com  so as to take-up issue with CGM ITPC as resolved in our CEC Amravati.
