The Telecom Regulatory Authority of India on Thursday suggested to the Government to cancel 69 of the 127 licences given to six companies including Etisalat DB (earlier known as Swan Telecom), Uninor (Unitech), Videocon (Datacom), Loop Telecom and Aircel.
TRAI said that since these companies have not fulfilled their roll-out obligations, the Government should enforce the penalty clause specified in the licence conditions. Mobile operators are required to cover at least 10 per cent of each district headquarters in each circle within 12 months of the date of award of the licence. While Uninor and Sistema have rolled out services partially, Etisalat DB and Loop Telecom have not launched at all. Videocon has done some roll-outs in six out of its 22 circles.
This comes even as the Comptroller and Auditor General (CAG), in its report on 2G spectrum tabled in Parliament on Tuesday, stated that these new players obtained spectrum between April 2008 and January 2009, but none of them had launched services till December 31, 2009.
