BSNL CMD.
NEW DELHI, APRIL 30:
The Government today finally appointed Rakesh Kumar Upadhyay as the Chairman and Managing Director of telecom giant BSNL.
“He (Upadhyay) will join office (of BSNL chief) today,” the DoT Secretary, Mr R. Chandrashekhar, told PTI.
However, no decision regarding the appointment of MTNL chief, another public sector telecom major, has been taken.
A search-cum-selection panel had earlier selected Mr Upadhyay, CMD of Telecom Consultants India Ltd, for the BSNL chief’s post.
The panel was headed by Mr Sam Pitroda, adviser to the Prime Minister on Public Information Infrastructure and Innovations, and included the Cabinet Secretary, Mr K.M. Chandresekhar, Principal Secretary to the Prime Minister, Mr T.K.A. Nair, and the Unique Identification Authority of India Chairman, Mr Nandan Nilekani, as members for selecting the top officials of the two telecom PSUs.
Mr Upadhyay is a 1975 batch officer of Indian Telecom Services. He holds a B.Tech (Electronics) Degree from I T Banaras Hindu University and MBA (Marketing Management) Degree from the Indira Gandhi Open University.

As you may be aware, by this time, that the Joint Action Committee of Associations/Unions of BSNL Executives & Non-Executives, New Delhi in their meetings held on 31st March 2011 followed by 5th April 2011 has taken a unique decision of observing Employees Awareness week from 18th to 25th April 2011 and Customers Delight Month from 1st of May to 31st May 2011, at the all India level.
In this unique and historic programme of J.A.C, which is first of its kind in developing and protecting the customer friendly BSNL, all the Associations/Unions active members, various level office bearers, activists and sympathisers of AIBSNLEA, BSNLEU, BSNLMS, FNTOBEA, SNEA (I), SEWA BSNL AND T.E.P.U. will go out to reach and educate both the Employees and our valued subscribers in bringing a facelift to BSNL. We understand the hard facts about the financial position in which the BSNL is passing through, the status of the material management in bringing the new value added subscribers into company and in the mean time to satisfy the subscribers who are already with us and having a bitter experience.
We are enclosing herewith the Circular of J.A.C. New Delhi addressed to all by the Convener, and also the BSNLEU Circular by its Gen.Secretary and both the documents throw light on the serious condition of the BSNL and also request made for all to take the above said programmes seriously and to achieve many things during the months of April and May 2011.
It is for your kind information that the programmes have been explained in detail by J.A.C. New Delhi to CMD BSNL, Dir. (HR) BSNL who is holding the additional responsibility of material management and the Corporate Office has assured that all possible help and support will be given at the all India level. They have also assured our leaders that a letter will be addressed to all CGMs to extend similar support and help at the Circle levels. The Corporate Office has also assured for diversion of Surplus stores to needy circles, purchase of certain important materials in the area of cable laying and maintenance, and payment related to cable maintenance costs etc.,
In Karnataka, the Employees awareness week will be observed from 25th to 30th April 2011 followed by Customers Delight Month from 1st of May to 31st May 2011. Publicity like putting of flex hoardings, printing of bi-lingual pamphlets in making the subscribers understand the necessity of BSNL and programmes what J.A.C. is conducting to that effect all will be done by J.A.C. Karnataka.
Sir, we at the J.A.C. Karnataka believe that similar nature of help, support and cooperation is very much required from your side also both in explaining the efforts taken by J.A.C. in making the all India program a success in our Circle also and giving necessary instructions to all concerned in Karnataka Circle, to extend a helping hand from the administrative/management side, without which the programme cannot be taken to a successful path to the extent what we visualise.

Staff ReporterRAJAHMUNDRY: The BSNL East Godavari region has topped in Mobile Number Portability (MNP) in the country with the highest number of customers being switched to its network from others. This was announced by G. Raghavendra Rao, General Manager, along with Manoj Kumar, DGM, at a press conference here on Tuesday.
The total number of ‘port-in' customers during the period between January 20 and April 25 in the State was one lakh, while the number was 22,000 in East Godavari district alone which was more than that of Tamil Nadu (18,000) followed by Karnataka (12,000), Mr. Raghavendra Rao said. On the other hand, the number of ‘port-out' customers in the State was 22,000 of which only 900 customers belonged to East Godavari district, he added.
Prepaid customers
The financial year indicated that the BSNL earned a revenue of Rs.107 crores and it provided 1,61,563 landline connections, 35, 358 broadband connections, and 26, 989 WIL connections in East Godavari region. During this financial year, the BSNL activated 2.65 mobile connections in the district.
The region stood second in the State by registering five lakh prepaid customers to its network.

Patel hopeful of Air India bail out plan-The Business Line 17 04 2011
HYDERABAD, APR 17:
A consortium of banks is willing to participate in financial restructuring plan of the national carrier, Air India, after ICICI Bank’s move to refinance long term debt, said Mr Praful Patel, Minister for Heavy Industries and Public Enterprises.
According to Mr Patel, there is no necessity to bring the national airliner under Board for Restructuring of Public Sector Enterprise at this stage as various revival packages are being worked out to bail it out.
“Despite difficulties the company (Air India) never defaulted. The banks are happy to refinance. If ICICI Bank can take 15 years average maturity call for Air India, I am sure that existing lenders will also take a look at Rs 18,000 crore debt restructuring plan,” Mr Patel said.
Air India is reeling under debt of Rs 40,000 crore, out of which Rs 18,000 crore is its short term capital loan while foreign loans stood at Rs 24,000 crore.
Last month, the Air India board cleared the debt restructuring plan for the airline. The plan was prepared by SBI Capital Market Ltd (SBICAPS) and vetted by financial advisory firm Deloitte following directions of the Reserve Bank of India.
Currently, there is a mismatch between current cash outflow in terms of interest payments and inflow. There is proposal to convert some of the debt into a long term loan. That may give a cushion of three to five years, Mr Patel said.

Agencies Bangalore, Apr 15: Union Minister of state for home affairs and communications and IT, Gurudas Kamat has assured all help from the government to the ailing public sector telecom major ITI in its turnaround endeavour. Mr Kamat who visited the ITI facilities here recently had appreciated the efforts taken by the company to draw up a new road map of business through diversification and consolidation, ITI said in a release here today. He said ITI now has clean balance sheet. He assured all possible help of the Government to ITI in its endeavor to turn around. ITI should be able to do better in coming months, he added. The ITI Management made a presentation on the company’s activities and future plans to the Minister. ITI Chairman and Managing Director K L Dhingra thanked the Minister and the Department of Telecom (DoT) for supporting ITI Limited from time to time. He also spoke about the performance of the company and its future plans. He explained how its losses have come down in last few months. |

BSNL FY11 Result to Post Rs 2725 Crore Loss
State-owned telecom firm BSNL is expected to post 50% higher losses for the year ended March 31, capping a series of dismal results in the last four years that saw the erstwhile monopoly being reduced to a bit player in the fast-growing market.
The unlisted company has told the government that it will post 2,725-crore losses for the year-ended March 11.

BSNL said it expects to turn profitable in the year through March 2013, but to post a net loss for the just ended fiscal year and the ongoing year that began on April 1. But BSNL's losses are expected to narrow to INR6.23 billion on revenue of INR365.69 billion in the current fiscal year, said the company's communication to the government advisory body for state-run companies.
BSNL, once the country's flagship telecom company, had posted a net loss of INR18.23 billion on revenue of INR320.46 billion in 2009-2010. This was the first time that the state-run company had slipped to a loss since it was hived off as a separate company in October 2000. The company has been unable to keep pace with the subscriber growth seen by private players such as leader Bharti Airtel Ltd. and Reliance Communications Ltd., mainly because of capacity constraints and lower service quality.
In 2009, Prime Minister Manmohan Singh , worried about the steep decline in BSNL's profitability over the years, sought revival suggestions from Sam Pitroda Pitroda and banker Deepak Parekh. They in turn recommended a strategic 30% stake sale and staffs cut by 100,000 and also raise funds from the sale of its infrastructure, such as signal towers and real estate. But the government's failure to act on the Pitroda report, despite the BSNL board's approval, has posted a serious setback in plans to revive the telco. BSNL's plans to sell 30% stake through an IPO. But the telecom department told a parliamentary committee last year that BSNL's listing will be taken up only after the company's performance improves in order to get the right valuation.

MUMBAI: With Air India announcing plans to become operationally profitable in four years, nearly 20 of its lenders on Friday expressed support to it indicating that they were willing to consider recasting its entire Rs 40,000-crore debt. At a three hour-long meeting here, the airline management made a detailed presentation on the plan saying it has set a target of enhancing revenues by Rs 5,000 crore and slash costs by Rs 4,000 crore per annum.
Air India CMD Arvind Jadhav shared with top executives of banks details of the turnaround plan and the financial re-structuring plan which aims to make the cash-strapped carrier operationally profitable by 2015, senior officials said. The bankers would form "a small group from within the consortium to move forward in this matter" , they said.
The airline is saddled with a debt of about Rs 40,000 crore, of which Rs 18,000 crore is working capital loans taken from a consortium of banks, while the balance Rs 22,000 crore is towards payment of new aircraft ordered . "It was the first meeting that all the lenders had with the AI management. Hopefully, we will have the second meeting in 10 days," Bank of Baroda General Manager Arun Tiwari told reporters .

With the quashing of said BSNL order, the very argument of BSNL, based on which seniority list for JAO was drawn, has also been struck down. The judgment reads that the applicant should be placed above postal JAO, which means all other JAO of DR 2003 batch in seniority list, shall also be placed above Postal JAOs.
Hon’ble Madras CAT has also noted that seniority can be counted only from the date of absorption/regular appointment, and the period of officiating/ad-hoc posting shall count for seniority neither in parent department nor in BSNL.
One more golden lining of the judgment is that undertaking given by the candidate at the time of his appointment that “he will be enblock Junior “ has not been taken into consideration while holding the Direct Recruitee JAOs senior that the postal JAOs absorbed in BSNL.
The same principle applies to the Direct Recruitee JTOs also and now its high time that management realizes its mistake and set things right for all the cadres. Now management should realize its responsibility and remove the mesh and deliver in-house justice to avoid any further embarrassment.

Govt-clears-national-broadband-plan-Times of India 01 04 11
The National Optical Fibre Network (NOFN) is estimated to cost Rs 20,000 crore for providing wireless broadband connection to every village panchayat. It is likely to be rolled out in next three years by state-owned BSNL.

31. DPE/Guidelines/II(c)/31
Age of retirement of employees of Public Sector Enterprises.
The undersigned is directed to refer to this Department’s O.M. No. 18(10)/99-GM-GL-33 dated 22.8.2001 on the subject mentioned above wherein, among other things, the authority to approve proposals for roll back of age of superannuation from 60 years to 58 years for all PSEs and all categories of employees, both Board level and below Board level, which are duly approved by their Board of Directors was delegated to the Minister-in-charge of the administrative Ministry.
2. The Government has since reviewed this matter and it has now been decided that the powers for roll back of age of retirement of employees of PSEs, including Board level executives, shall henceforth vest with the Cabinet.
3. All the administrative Ministries/Departments are requested to kindly take note of the above decisions for information and compliance. This may also be brought to the notice of all PSEs under this administrative control.
