Regarding conducting of 07 09 10 one strike -strike given by various unions like FNTO,NFTE,BSNLEU, SNEA, district secretaries of 4 unions at Cuddalore discussed various programmes for making this strike a success in Cuddalore SSA.

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of July, 2010 increased by 4 points and stood at 178 (one hundred and seventy eight).

During July, 2010, the index recorded an increase of 11 points each in Bhavnagar and Giridih centres, 10 points each in Ranchi Hatia, Chandigarh and Amritsar centres, 9 points in 2 centres, 8 points in 2 centres, 7 points in 5 centres, 6 points in 9 centres, 5 points in 11 centres, 4 points in 11 centres, 3 points in 11 centres, 2 points in 5 centres and 1 point in 9 centres. The index decreased by 2 points each in Coimbatore and Warrangal centres and 1 point in Salem centre, while in the remaining 5 centres the index remained stationary.
The maximum increase of 11 points in Bhavnagar centre is mainly on account of Housing Index and increase in the prices of Groundnut Oil, Milk, Vegetable & Fruit items, etc. The increase of 11 points in Giridih centre is due to Housing Index and increase in the prices of Rice, Vegetable & Fruit items, Soft Coke, etc. The increase of 10 points each in Ranchi Hatia, Chandigarh and Amritsar centres is mainly on account of Housing Index and increase in the prices of Rice, Wheat Atta, Onion, Vegetable & Fruit items, Kerosene Oil, Cooking Gas, etc. However, the decrease of 2 points in Coimbatore and Warrangal centres is due to decrease in the prices of Rice, Vegetable items, etc. and the decrease of 1 point in Salem centre is due to decrease in the prices of Rice, Vegetable items, etc.
The indices in respect of the six major centres are as follows:
1. Ahmedabad 175 4. Delhi 164
2. Bangalore 183 5. Kolkata 175
3. Chennai 162 6. Mumbai 175
The point to point rate of inflation for the month of July, 2010 is 11.25% as compared to 13.73% in June, 2010.
Our comments: If there is no decrease in points, we may receive above 4% IDA. Eligible IDA percentage will be intimated early.

Dear Comrade, As reported by our hardworking and devoted Comrade A.S.Patil SDE Yeola, After meeting of Dy.CM Bhujbal at Yeola in which Dy.CM appealed to his followers to use BSNL Mobile under new Scheme "Krushi Sanchar postpaid Mobile" in which farmers will get all calls with in Setkari group will be free and 400 calls free for calls to other operator and 100 free to BSNL Mobile other than group in just Rs.100 PM. and Marketing efforts made by our SDE Shri Patil and his active team. They have sold 861 SIM cards in just three days out of which 527 in one day( 25,26,&27 Aug.2010).
Considering demands at Yeola our ADS SNEA(I) Nashik Com. Rade P.D. D.E. Manamad requested concern authority to issue more cards but he received only 50 cards. The most active staff at Yeola then made contact with me being my native at Yeola and asked for help otherwise all staff wanted to went on leave as without cards they cant face public. Then I made contact with our GMT Nashik who was on the way to Aurangabad and due to network problem I could not have clear conversation with him then I made SMS to him about situation at Yeloa. As we proud of our GM Nashik Mr. M.K. Jain he immediately ordered
Mr.Kothawade DGM finance to issue 1000 cards for Yeola. And after that Yeola team worked for day and night and Sunday also. ( filling forms ,checking papers and issuing cards) , Till today they sold 1432 SIM Cards now they again facing shortage of cards. They have arranged Krushi Adhikari and his Team in Yeola Exchange to issue Cerificate. ( This was an excellent activity due to which farmers find them selves free to take certificate and take BSNL GSM connection hassle free).
After this Second difficulty arrived that our CSR terminals kept in not working mode for two-three days for shifting to another server. See comrade our peoples want to work but dont find demand and when opportunity comes our Infrastructure not allow to grab the opportunity. I also explain to our beloved GMT Nashik that Yeola Team faces problem of staff that to fill more than 500 forms and issue cards in a day requires staff also, as usual he agreed to send staff on deputation Our DE Com. Rade P.D. already sent two persons at Yeola to tackle the situation.
We are proud off our comrade that many of them shown interest to work at Yeola to grab the opportunity. Our GMT NSK appealed to other Exchange incharge of remaining Tahasil that make similar efforts to increase the sell and grabs the opportunity. We appeal to all the Comrades throughout Maharashtra that in the same fashion of our Yeola Comrades we can increase our sale.

Subject : Problems in O&M of CDR System due to lapses in its implementation – reg.
We want to draw your kind attention towards following letters of BSNL Corporate Office regarding formation of Level-1, Level-2 and Level-3 teams for proper implementation of CDR Billing System at SSA, Circle and Data Centre level respectively :
1. Letter No. 11-2/2010-CDR/IT/Vol-II dated 21.06.2010 regarding activities and responsibilities of the teams.
2. Letter No. 11-2/2010-CDR/IT/Vol-II/6 dated 09.08.2010 regarding status of team formation and training
3. Letter No. 11-2/2010-CDR/IT/Vol-II dated 12.08.2010 regarding proper and sufficient representation from finance wing officers in the teams
It is understood that most of the Circles did not constitute any teams in their Circle as per the directions of BSNL CO which resulted in very poor operation and maintenance of CDR system and in turn heavy loss of revenue due to surrender of connections. Instead of constituting dedicated teams for CDR O&M, the staff already working in IT Cells is being utilized without even proper training.
One of the reasons of poor O&M is lack of proper support from the vendor M/s TCS and BSNL CO / Circle level staff for solving the problems.
The CDR is not catering the complete needs of subscribers. It is unable to issue the
bills for all types of the services rendered. CDR became a hurdle for implementation of
FLEXI business plans. Instead of providing complete billing solution, CDR is creating many problems and finally became one of the reasons for BSNL going into loses, customer dissatisfaction in billing as well as in technical areas.

6. Creation of new centrex group not possible.
7. Broadband inventory management is not taken up in CDR resulting many problems in settling issues.
8. BB plan changes from 8Mb to lower and lower to 8Mb A/N not routed through NIB to configure the DSLAM port.
9. Updation in CRM/CLARITY, privilege for port change is not available with MDF. This is to be provided.
10. The CRM/CLARITY windows are frequently shutting down during operation and every week Saturday afternoon to Sunday under maintenance resulting postponement of essential work.

Besides, the revised pension will, in no case, be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay (in the case of HAG and above scales, fifty percent of the minimum of the revised pay scale) corresponding to the pre-revised pay scale from which the pensioner had retired. These orders are consistent with the recommendations of the 6th Central Pay Commission and no change has been considered necessary by the Government in this respect.

NEW DELHI: The telecom department is finalising the quantum of penalty for delayed rollout of services by new players in the telecom market, an official with direct knowledge of the matter said. The latest entrants include Videocon, Sistema, Uninor, Loop, S Tel and Etisalat DB. Aircel Cellular that got licences for some circles before 2008 may also be penalised for delays.
India’s telecom regulations mandate that any company with a licence must meet deadlines for commercial launch of services. These six mobile phone companies, which bagged licenses in January 2008, have missed several deadlines for launching commercial services, the Department of Telecom (DoT) official said. DoT has powers to cancel licences of mobile phone companies in circles where they have not launched services even a year after getting the licence.

This is in sharp contrast to last year’s numbers when Uninor added a million users within 30 days of launch. STel managed to clock one million subscribers in 90 days from three small circles. While Videocon added 1.39 million users in May, it could add only a third of that in June. The new entrants together account for less than 3% of India’s 600 million mobile users.
All new entrants — with the exception of Sistema Shyam — are under probe by both the Central Vigilance Commission as well as the Prime Minister’s Office for delaying the rollout of their operations. Telecom minister A Raja has been publicly flogged by Opposition parties for allegedly causing the exchequer an estimated loss of more than Rs 60,000 crore by awarding 2G licences to companies at throwaway prices.
Our comments; Due to low tariff, all 14 to 16 operators cannot survive in India. Though there may be usage by customers, returns from telecom operators is less. Rolling in all circles is a difficult task for new operators and so mergers and acquisitions may be there. This was informed earlier. Now this is going to happen. BSNL and MTNL will be there. So it is the utmost essential for all to increase the revenue of both corporations for our existence in the market. Shortly there will be 4 to 6 operators operating throughout India. Meeting with CMD BSNL
K.Vallinayagam, GS met Shri Gopaldas, CMD BSNL today (26-8-2010) and requested him to clear 78.2% IDA for fixation benefit at the earliest.
CMD felt that each worker should strive to sell BSNL landline connection with Broadband (on the basis of each one catch one) to increase the revenue of the company. FNTO offered to extend its full cooperation in this regard.
Meeting with GM(F)
GS met Shri CGK Pillai ,GM (F) today and requested him to take an early decision on review of JAO Part II results. GM (F) said the matter is still under the consideration of the management. GS also discussed the issue of ACP II to the Senior Accountants and deferring the recovery on this account. Also the disparity in pay in respect of recently appointed JAO’s (Departmental) was brought to the knowledge of GM (F) for suitable redressal. GM (F) assured to look into these matters.

B) Implementation of DPE OM dated 02.04.2009 regarding 78.2% IDA fitment benefit : We enquired about the decision of BSNL Board meeting held on 25.08.2010 on this issue. CMD informed that the issue was discussed in the BSNL Board meeting but it was advised to take decision in this regard only when BSNL starts earning profit. CMD mentioned that he is worried if the present trend continues in the month of Jan 2011 salary to BSNL employees will be paid after taking loans from banks. He advised that now everybody in BSNL should think to earn revenue for BSNL.

(C) Procurement of 5.5 million GSM lines equipment : In response to our query regarding procurement of 5.5 million GSM lines equipment CMD mentioned that
recently DOT has allowed BSNL to procure GSM equipment from
Chinese vendors also. The issue was discussed in yesterday�s BSNL
Board meeting and Board has decided to allow Chinese vendors also
to participate in the tendering process. In view of that shortly the
retendering process of 5.5 million GSM lines equipment will start. We
requested to expedite the tender process.

BSNL’s new calling card. This is a welcome sign. But 3g data cards which are presently in demand are not available. Before introduction of 3 G services by private operators, BSNL has given permission to launch 3 g Services. So to make revenue, BSNL has to develop plans for availability of 3 g data cards.

Clarifications are being sought from this office by the Zonal Railway Administrations in connection with the revised instructions issued by the Department of Pension and Pensioners' Welfare regarding grant of full pension to Government servants retiring on or after 01.01.2006, and its applicability to those employees who are absorbed in Public Sector Undertakings/Autonomous bodies.
2. It is informed that the Department of Pension and Pensioners' Welfare, vide their O.M. dated 10.12.2009, circulated on the Zonal Railways etc. vide this office letter of even number dated 15.12.2009, has dispensed with the linkage of full pension with 33 years of qualifying service with effect from 01.01.2006, instead of the earlier to pension cut off date of 02.09.2008. As such, all employees becoming entitled to pension on completion of 10 years of qualifying service in accordance with Rule 69(2) of the Railway Service (Pension) Rules, 1993, on or after 01.01.2006, are eligible for pension equal to 50% of the emoluments or average emoluments, whichever is more beneficial to them. With the issue of these instructions, the concept of pro-rata pension has ceased to exist with effect from 1.1.2006. This provision is equally to those employees who have been permanently absorbed in PSUs/Autonomous Bodies and have since become entitled to monthly pension in terms of the extant instructions.
3. All the Zonal Railways etc. are, therefore, advised to settle the pending cases accordingly.

78.2% IDA .
The issue of granting 78.2% IDA to all employees in BSNL was discussed before the Minister by JAC on 20 04 2010. The Minister assured that the matter will be discussed by the BSNL management with unions and issue settled amicably. If the issue is not settled, unions can meet the Minister in that issue, it was also informed.
Whether all unions went together to meet the management within the stipulated time? No.
After some time,the issue was discussed by Joint Action Committee with the management.
On 30 07 10, we all waited that the outgoing CMD, Shri Goyal will accord his approval for sanction of 78.2% IDA to all BSNL employees. It seems that this issue find less time for discussion and more time was spent on stake sale of 26% by a private operator - i..e that company will take over BSNL and all have to work under that company's instructions. It is not clear whether it was discussed or not.
The issue of 78.2% IDA merger has been taken up by JAC in which BSNLEU is also convenor. Now when the issue is with JAC , why the recognised union single handedly takes up in National Council which is scheduled on 31 08 10. The items for discussions also include granting of 78.2% IDA merger to employees.
Citing the financial condition of the company, if chairman decides that this issue can be discussed later, whether JAC has powers to discuss once again with the management.? If National Council chairman rules that this issue cannot be conceded citing financial condition, whether JAC can take up the issue in some other forum?

Rs. 9200-scale cleared by DPE-BSNLEU sources.
9200 scale cleared by DPE: - The NE 12 scale (9200) of the Non-Executive Promotion Policy has been sent for the approval of the Department of Public Enterprises (DPE). It is now learnt that DPE has cleared the file and sent back to the DoT. It is also learnt that the DPE has informed that the 9200 scale should not be in conflict with the Executive / Non-Unionised Supervisor’s scale. Now the BSNL Board has to take decision on this issue.
IDA Pension Revision:- The cabinet note approved by the Minister has already been referred to the DPE, Pension Department, Expenditure Department and Law Ministry for their comments. The comments from these Departments are yet to be received by DoT. On 17.08.2010, the DoT authorities assured BSNLEU to issue reminders to these 4 departments for sending their comments immediately.

The list of allowances which are outside the purview of 50% of the basic pay , is given in Para 10(i) of DPE OM dt 26 11 08.

In an internal note, the department said the company has issued 1,847 bulk mobile connections to Falcon Business Resource Pvt Ltd and 741 to Galaxy Rent. The company entered into agreements with these companies for renting of SIMs issued to them for individual customers — third-party transfer of SIM/connection, which is not allowed, DoT said.
"The licensor may impose a financial penalty of not over '50 crore for violation of terms and conditions of the licence agreement," the note added. When contacted, a Bharti Airtel spokesperson said the company had not received any formal communication from DoT in this regard.
"This practice of providing mobile connections to an individual without maintaining his identity particulars has security implications and operational activities of security agencies are hampered due to non-availability of identity of a particular suspected target," Minister of State for Telecom and IT Sachin Pilot said in a reply in the Rajya Sabha.
Our comments: See BSNL is not providing mobile connections to an individual in hundreds or in thousands. They get application forms to individuals and activiate the connections. BSNL is following guidelines issued by DoT but other operators ........ So the public not knowing the activities of other operators simply blame that 2 g sims issued by BSNL get late for activation. On another day, idea issued nearly 3500 sim cards to an individual. Punishment i.e. imposition of penalty must be heavy so that telecom operators will verify all records before activating a cell connection.

HARYANA- inaction of the CGM -SNEA web
We strongly condemn the deliberate HARYANA inaction of the CGM in not initiating appropriate action to nail in R.K.Dawra, GM(infra) circle office,Ambala for his established sexual harassment of lady JTO. CGM is taking absolutely no cognizance and follow up action of the orders of DOP & Trg. based on the comprehensive guidelines of Hon'ble Supreme Court which clearly envisage that employer (CGM Haryana) should initiate action under provisions of Indian Penal Code by approaching the appropriate law enforcing agencies. What is deplorable on the part of CGM is he is shielding the culprit by not initiating action to file an FIR in defference to the guidelines of the Hon'ble apex Cout regarding sexual harassment at workplaces.
However the Association is all determined to relentlessly pursue the matter and ensure that full justice is met out to our innocent comrade by getting the culprit punishes under relevant provisions of IPC.Read the letter. >>>>>>>>>

Our comments; In the formal meetings at Chennai, FNTO and NFTE took up the case of left out TOAs. As there is no vacancy for Sr.TOAs, Circle office categorically informed that there are no chances of TOAs getting promoted to Sr. TOAs citing BSNL orders. But the FNTO and NFTE citing BSNL orders, took up the case with the TN CGM to write to Corporate officers for seeking clarifications. Our stand in that issue was correct and BSNL ND has issued instructions regarding Sr.TOAs promotion citing its own orders.
Due to persistent efforts of FNTO and NFTE , administration is going on the process of delinking of posts, conducting of tests etc. This process may get completed within some months. Because of coordinated efforts by Circle Unions of FNTO and NFTE, TOAs will get benefitted.

Mumbai: The country’s second largest telecom operator, Reliance Communications (RComm), on Friday reported a 85% decline in consolidated net profit at Rs 250.89 crore for the April-June quarter this year due to high foreign exchange losses and low tariffs. The company logged a net profit of Rs 1,636.61 crore in the same quarter of the previous year.
Profit in the previous quarter stood at Rs 1,220 crore. Revenues were stagnant at Rs 5,109 crore, up 0.3% from Rs 5,093 crore in the last quarter. However, the teleco managed to grow its earnings before interest, tax, depreciation and amortization or EBITDA that rose 1.9% sequentially to Rs 1,632 cro
Our comments: There is huge cry among ourselves that BSNL is not having enough resources to pay salary to ours. This cannot be so. Ours is a big company having crores and crores as assets. BSNL is not having huge debts to clear. There are big companies operating in India having huge debts and also projecting that are profit making companies as per book accounts. But in BSNL some have already started that our company's survival at stake etc. See Bharathi and Reliance income for the first quarter of 10-11 is slipping due to low value for tariff. They are bent on adding more subscribers so that they can concentrate on more usage etc. in future. We in BSNL,we are not able to activate free sim cards given to the subscribers immediately.We also face shortage of 3 G data cards which are in demand. Broadband connections are not able to be given on demand. By controlling our expenditure,frauds in BSNL limited, caring for subscribers we can move this year from red zone easily.

They are bent on adding more subscribers so that they can concentrate on more usage etc. in future. We in BSNL,we are not able to activate free sim cards given to the subscribers immediately.We also face shortage of 3 G data cards which are in demand. Broadband connections are not able to be given on demand. By controlling our expenditure,frauds in BSNL limited, caring for subscribers we can move this year from red zone easily.

CDA - IDA option: In a case filed by our activists at Chennai, Hon CAT, Chennai given a favourable judgement directing DOT to pay the pension on the average of last 10 months pay drawn by BSNL and pay the arrears with 9% interest. Earlier Hon CAT, Ernakulam also given similar judgement on 14.06.2010.
