Till date, these officers have no work and the government has already spent 25 crore on salaries and another 6 crore on transfer costs.
The ministry, which is under the direct supervision of the Prime Minister's Office, has also questioned the logic of declaring ITS officers surplus at a time when BSNL has lost its senior managers and is on verge of organisational breakdown. BSNL has appealed to DoT to put in place a contingency hiring plan.
The Indian Telecom Service Association, the body representing ITS officers has, however, questioned the legality of BSNL's emergency recruitment drive triggered by the exodus of its senior staff.
"Under present DoT regulations, any fresh recruitment at either BSNL or MTNL can start only after all Indian Telecom Service officers who opted to return to the communications ministry from these PSUs are redeployed in the telecom department," an ITSA official said.
