The state-run telecom giant BSNL has appointed KCGK Pillai as the new director
(finance).
Pillai took charge on Friday. BSNL had been without a
finance director for a very long time ever since S D Saxena retired more than
three years ago.
Pillai, who will now sit on the BSNL board, was principal
general manager (finance) before being elevated to the level of director,
finance.
He is joining as finance director at a time when the
cash-strapped BSNL reported gross revenue of Rs 4,166.73 crore for the
quarter ended 31, December 2011, down 11.19 percent against Rs 4,691.86 crore
for the quarter ended 30, September 2011.
BSNL has posted gross revenue of Rs 4,166.73 crore for the

for the quarter ended 30, September 2011. For the quarter ended 31
December 2010, the Indian Government owned BSNL's gross revenue stood at Rs
4,294.59 crore.
BSNL suffered loss of Rs 6,384 crore for fiscal 2011-12.
Over the past six years, BSNL's revenue crashed from Rs 40,000 crore-plus in
March 2006 to Rs 29,687 crore in March 2011, according to a report in Economic
Times.
Pillai has put in 30 years in the telecoms sector and worked
in the Department of Telecom (DoT) in UP, Gujarat and Maharashtra
circles. He has held senior managerial roles in both BSNL and MTNL.
N.K. Gupta may shortly head BSNL's landline business after
Rajesh Wadhwa, the present director (consumer fixed access), retires end-May.
During the quarter ended 31, December 2011, BSNL's wireless
subscriber base stood at 96.76 million, increased 11.59 percent against
subscriber base of 86.71 million for the quarter ended 31, December
2010. On the other hand, for the same period BSNL's wireline subscriber
base stood at 23 million, declined 10.31 percent, compared to 25.65 million for
the quarter ended 31, December 2010.
The position of director (HRD) is also likely to be filled
up shortly. The slot has been vacant ever since BSNL's previous HRD director A.
K. Garg assumed the reins at MTNL as chairman & managing director last
December. At present, BSNL's director (enterprise business) A N. Rai is also
overseeing the telco's HRD operations.

Cash-strapped BSNL has requested a refund of Rs 8,313.9 crore for surrendering its broadband
wireless access (BWA) spectrum in 20 circles, Minister of State for Communications and IT Milind Deora said.
"BSNL, in their recent letter, dated March 29, 2012 has submitted proposals with two options: for surrender of BWA spectrum in 2.5-2.69 GHz band allotted to them in all the 20 circles and requested to refund Rs 8,313.9 crore," Deora has said in a written reply to the Lok Sabha.
He added that BSNL has suggested a second option, seeking a refund of Rs 6,724.51 crore for surrendering BWA spectrum in six circles -- Maharashtra, Gujarat, Andhra Pradesh, Kolkata, Karnataka and Tamil Nadu, alleging that non-standard frequency was allotted to it.
As per the guidelines issued for auction and allotment of BWA spectrum dated August 1, 2008 and September 11, 2008 and based on BSNL's application dated September 21, 2007 and January 21, 2008, for one carrier of 20 MHz bandwidth in 2.5 GHz band, BSNL was allotted BWA spectrum in 2.5-2.69 GHz band in various service areas.
The guidelines stipulated that one block of 20 MHz shall be allocated to BSNL in all the service areas immediately at a price equal to the highest bid in the respective area.
BSNL, in its letter, has alleged that at the time it planned for wireless broadband, WiMax was the only technology available and commercially used worldwide. However, telecom industry is now moving towards LTE technology.
"LTE-TDD technology in the 2.5 GHz band allocated to BSNL is still in development stage and BSNL cannot utilise it for commercial services," the letter said, adding that other operators have been allocated spectrum in 2.3 GHz band and ecosystem around this band is developing faster.
"They (other operators) will have price advantage due to economy of scale and faster and cheaper availability of equipment," BSNL said.
The state-run telecom firm said the 2.5 GHz band, being the higher band, would require more towers to cover rural areas, compared to 2.3 GHz band, which puts "BSNL in a disadvantageous position", it said.
Deora said BSNL did not make any request for the change of frequencies from 2.5 GHz to 2.3 GHz band until the publication of Notice Inviting Applications (NIA) issued on February 25, 2010, a public document for BWA spectrum auction and even until the declaration of results of successful bidders of the auction in 2.3-2.4 GHz band.
BSNL's losses have more than tripled to Rs 5,997 crore in 2010-11 from Rs 1,823 crore in 2009-10, mainly due to high staff cost and payments made for 3G and BWA spectrum.
It had reported the highest net profit of over Rs 10,000 crore in 2005-06 but since then its profits have been falling and it reported first net loss in 2009-10. In 2010, BSNL had paid over Rs 8,500 crore to the government as spectrum charges for BWA spectrum.

NEW DELHI: Telecom regulator Trai
has proposed providing a financial support of Rs 2,750 crore to cash-strapped BSNL for two years to
maintain rural wireline connections that were installed before April 1, 2002.
"It
is proposed that support to BSNL may be continued for two years for sustenance
of rural wireline connections installed before April 1, 2002," Trai said
in a consultation paper on support for rural wireline connections installed
before April 1, 2002.
The
Department
of Telecom ( DoT)
had sought Trai's views on continuation of support from Universal Service
Obligation Fund (USOF) towards the rural direct exchange lines (DELs) on expiry
of Rs 2,000 crore per year subsidy in July 2011.The Telecom Regulatory Authority of India (Trai) had recommended a subsidy of Rs 600 crore to state-run BSNL on an ad-hoc basis in March this year.
Trai in its consultation paper said that the amount of support may be Rs 1,500 crore for the first year and Rs 1,250 crore for the second year.
Trai has sought comments from stakeholders on the issue by May 2. It has also asked whether the support should be given from the Universal Service Obligation Fund (USOF) or from the Consolidated Fund of India (CFI).
Trai had recommended the Rs 600 crore subsidy from the USOF as an ad-hoc measure since the issuance of the consultation paper and the process would take time.
All mobile phone companies share part of their annual revenues towards USOF.
Trai has estimated that BSNL's annual deficit for maintaining rural wireline connections installed before April 1, 2002 to be Rs 1,593 crore for FY2011-12 and Rs 1,265 crore for FY2012-13, taking into account the trend of disconnection of rural wireline connections.
BSNL, as per Trai recommendations, had received Rs 2,000 crore per year from USOF for a period of three years from July 18, 2008 to July 17, 2011 on phasing out of Access Deficit Charge (ADC) for sustaining its loss-making landline business across rural India.

Sachin Dravekar, TNN Apr 26, 2012, 07.29AM ISTNAGPUR: Are employees of Bharat Sanchar Nigam Limited (BSNL) busy promoting broadband and landline services offered by rival telecom companies?
Sources have told TOI that executives of the public sector telecom operator have started advising customers to switch over to private operators for uninterrupted and better services.
Two months ago, Ranjit Deshmukh (phone No. 2249653), a resident of Shivaji Nagar, lodged a complaint (1004547474788) regarding the non-functioning of both his landline and broadband connection. Since then, he has been running from pillar to post. He met officials of the customer service centre (CSC) and even the area manager. Interestingly, instead of attending to Deshmukh's complaint, a BSNL official advised him to switch over to a private operator.
"I called up the concerned officials many times. They told me that that they are unable to solve my problem because of a long-pending cable issue. They advised me to switch over to any private operator for reliable and better service," he said.
Deshmukh's is not the only case. Many among the 45,000-odd broadband subscribers can be seen regularly visiting the BSNL office at CTO compound.
Another subscriber, Madhav Soman from Ravi Nagar said that after several reminders, he has decided to discontinue BSNL and switch over to another operator.
The list of complainants is quite long. "After registering a complaint, I called up the BSNL office to get a feedback but what I got was a rude response from an official who said that the services have been hampered due to a major fault in the cable," said another subscriber.
BSNL's principal general manager Subhash Chandra Joshi admitted that services were hit twice in the last few months but have been normalized.
Joshi informed that BSNL has started commissioning equipment with a capacity of 20,000 lines and broadband services through the optical fibre network having capacity of over 8000 lines. Nagpur BSNL will soon increase its entire capacity to 75,000 lines, Joshi added.
A senior BSNL official attributed complaints regarding poor broadband and landline services in many areas to old cable lines. Most of the time cables got damaged when other agencies like Nagpur Municipal Corporation and MSEDCL undertook works like road repairing or digging. Cable thefts too have added to the problem, he said.

during 2011-12, Minister of State for Communications and IT Milind Deora has said.
"BSNL has fully met its operational expenses through internal accruals during financial year 2011-12. However, for capex authorisations, market borrowings were partially resorted to, which stood at Rs 1,320.47 crore as on March 31, 2012," Deora said in a written reply to the Lok Sabha.
BSNL's losses have more than tripled to Rs 5,997 crore in 2010-11. The company had registered a loss of Rs 1,823 crore in 2009-10.
BSNL had reported the highest net profit of over Rs 10,000 crore in 2005-06 but since then its profits have been falling and it reported first net loss in 2009-10.
The main reasons attributed to financial crisis in BSNL are large legacy of workforce whose salary and wages are around 50 per cent of the revenue.
"The expenditure on this account has increased due to implementation of wage revisions," Deora said.
Other reasons include operating economically unviable rural operations as social obligation, maintenance of legacy telegraph system, payment of 3G and broadband wireless access (BWA) unfront spectrum cost to the government and maintenance of legacy wireline systems which is quite expensive.
BSNL has contributed Rs 2,024 crore and Rs 1,399 crore towards pension fund during 2009-10 and 2010-11 respectively, Deora added.
Other public sector operator MTNL too has been battling losses.
MTNL had reported a net loss of Rs 929.77 crore for the quarter ended December 31, 2011.
Deora said the financial crisis in MTNL is mainly due to cash outflow of Rs 11,097.97 crore towards the 3G and BWA upfront spectrum cost to the government and high staff costs which is more than 80 per cent of the revenues of MTNL.
"MTNL is spending Rs 34.40 crore (approx) per month on payment of pension to the employees absorbed from the government, who have opted for pension for their combined service in the government and MTNL," Deora said.
He said that the Department of Telecom (DoT) is taking various steps to improve the financial health of the state-run entities.
The steps taken by DoT include strengthening of stable revenue streams through focus on broadband and enterprise business, focus on top 100 cities for revenue, aggressive push on data usage and value added services among others, he added.

A meeting of the JAC is held today, the
25-04-2012, under the chairmanship of Com. G.L. Jogi. The
meeting took stock of the situation in respect of the
issues connected with the viability of BSNL, including the
ITS issue. The meeting expressed it’s utter
disappointment over the total inaction and lack of
initiative on the part of the BSNL management to improve
the company’s viability.
After thorough discussion the meeting decided to present a
memorandum and discuss the issues with CMD within a day or
two. The next course of action will be decided after the
meeting with CMD. The meeting also decided to seek
meetings with Secretary, DOT and with the Hon’ble
Minister, Communications to discuss the burning issues.
The meeting further decided to write to the Secretary,
Ministry of Labour and Hon’ble Minister of Labour,
regarding the non-conducting of conciliatory meetings by
the Chief Labour Commissioner.
As regards the Customer Delight Year, the meeting of JAC
decided to extend it for one more year. The meeting also
unanimously decided to admit NFTBE and FNTOBEA as the
constituents of the JAC.

The cause of the fire that broke out in a room near the switch of the BSNL exchange at Navrangpura in the wee hours of Wednesday has still baffled officials and the cops. For the state-owned telecom company, BSNL, which has now restored the 32,000 of the 39,000 lines which got disconnected due to the inferno, the cause of the fire is still unknown.
Both, BSNL as well as the police, have not been able to ascertain the cause of the mysterious fire that have caused massive loss. “A team from Forensic Science Laboratory (FSL) had come on the same day and took samples. Looking at the wiring and electronics, it is difficult to believe that a short circuit may have led to the incident. Being a computerised exchange, no one was present in the room hence nobody knows the cause. So we are waiting for FSL reports, which may come some time soon,” said PGM, BSNL Gujarat circle, SK Bhandari.
The switch, damage to which led to the disconnected phone lines, was installed in the exchange 12 years back in 2000. At that time, the cost of the switch was around Rs1.90 crore.
“The fire did not break out in the switch. But owing to fire, smoke and carbon particles along with the water used to dowse the fire, the whole switch has now become a piece of junk. It was completely damaged,” he said.
Meanwhile, by Saturday evening, of the 39,000 lines that went dead due to the inferno, around 32,000 were restored temporarily.
“Of the total lines which got disconnected on Wednesday, around 37,000 belong to Ahmedabad city, while the remaining 2,000 are from rural areas around Ahmedabad. By diverting lines to Gandhinagar and Railwaypura exchanges, as of now, we have restored 32,000 lines. The remaining 7,000 will be restored soon as well,” said Bhandari.
At present, there are around 17 lakh landline subscribers of BSNL in Gujarat, of which around 4 lakh lines are installed in Ahmedabad and Gandhinagar. “As the switch at Navrangpura exchange is completely damaged, we have to bring in another switch from the Jalandhar office. This hardware will be installed and the exchange is expected to be back to full operation in the next three months,” said Bhandari.

With about 400 Indian Telecom Service (ITS) officers declining to join Bharat Sanchar Nigam Ltd (BSNL), the Department of Telecommunications (DoT) is in a fix over their fate. They were repatriated to the DoT about eight months back so that they can be absorbed in BSNL and Mahanagar Telephone
ITS officers get complete salaries even though they have not been assigned any work.
"The government is losing about R4 crore per month on the salary of these employees," said an ITS officers.

The Delhi High Court has asked Indian Telecom Service (ITS)
Officers to decide whether they want to get absorbed in Bharat Sanchar
Nigam Ltd or stay as Government employees. The court has set a two-week
deadline for the ITS officers, who have been awaiting a resolution for
over seven years. The court has also told the Government to ensure
redeployment of those officers who opt against getting absorbed in BSNL
and not to keep them idle. The Bench has also directed BSNL to relieve
remaining officers who do not opt for absorption within two weeks after
the officers make their decision. There are 1,700 ITS officers, of
which about 90 have already opted to get absorbed in BSNL. Around 1,200
are working in BSNL on deputation, while 400 officers have been put in
the surplus cell. The 400 ITS officers had filed the appeal in the court
against the method adopted by the Department of Telecom in deciding the
issue. Responding to the High Court order the spokesperson of Indian
Telecom Service Association said, “This is a big relief for us as this
issue has been lingering for over seven years now. It has been decided
that all the absorption offers made so far from retrospective date of
October 1, 2000 are illegal which vindicates our stand in the matter and
proves that Absorption Cell of DoT has all along been unreasonable,
coercive and offered illegal absorption which officers did not accept.
Officers are now preparing to comply with the two- week deadline of
giving final choice for absorption.” While this puts to rest the ITS
absorption issue, the court's ruling could put BSNL in a tough position
especially if majority of the officers decide to stay with the
Government. Over 1,000 officers are on deputation to BSNL and are
handling some crucial functions. These officers had not opted to get
absorbed in BSNL due to difference in benefits compared to a Government
officer.

DoT sees merit in merger of BSNL and MTNL.-.thehindubusinessline.11 04 12.
The Department of Telecom has told the Parliamentary Standing Committee
on Information Technology that the proposal to merge BSNL and MTNL makes
sense.
A team of DoT officials, including the Secretary, Mr R. Chandrashekhar,
who appeared before the panel on Wednesday, said the Board for
Reconstruction of Public Sector Enterprises' (BRPSE) recommendation that
MTNL could be brought under BSNL was accepted by a committee set up by
the DoT.
The DoT told the panel that the board's recommendation was examined by a
committee headed by Member (Services) of the Telecom Commission. The
committee, officials said, has submitted its report.
“The committee has recommended that while the merger of BSNL and MTNL
prima facie makes sense, merger with or takeover of Indian Telecom
Industries (ITI) by BSNL, reflects a poor business case for sustainable
viability of ITI with no significant tangible benefits to BSNL,” a
Standing Committee member said quoting the officials.

Anamoly committee meeting -from BSNLEU
A meeting of the Anomalies Committee took place yesterday
the 09.04.2012. Com. P. Abhimanyu, GS and Com. P.
Asokababu, Dy.GS participated in the meeting. Discussions
took place in the back drop of the recent decision of the
Supreme Court. Some positive trends emerged in the
discussion. A final decision is to be taken in the next
meeting which will be held on 11.04.2012.
No recruitment in top level till ITS opted to DoT are deployed?-Economic times.
Till date, these officers have no work and the government has already spent 25 crore on salaries and another 6 crore on transfer costs.
The ministry, which is under the direct supervision of the Prime Minister's Office, has also questioned the logic of declaring ITS officers surplus at a time when BSNL has lost its senior managers and is on verge of organisational breakdown. BSNL has appealed to DoT to put in place a contingency hiring plan.
The Indian Telecom Service Association, the body representing ITS officers has, however, questioned the legality of BSNL's emergency recruitment drive triggered by the exodus of its senior staff.
"Under present DoT regulations, any fresh recruitment at either BSNL or MTNL can start only after all Indian Telecom Service officers who opted to return to the communications ministry from these PSUs are redeployed in the telecom department," an ITSA official said.

Feb 2012 market share.-Telecom lead
Telecom Lead India:
Bharti Airtel is continuing to lead the mobile market in India with 19.62
percent market share in February 2012. The second mobile operator is Reliance
Communications with 16.68 percent share. Vodafone and Idea Cellular are in third
and fourth positions with 16.4 percent and 12.15 percent market share. BSNL is
in fifth position with 10.73 percent market share. Top 10 operator list is

According to TRAI, total wireless subscriber base increased
from 903.73 million in January 2012 to 911.17 million at the end of February
2012, registering a growth of 0.82 percent. The share of urban subscriber has marginally
decreased from 65.41 percent to 65.20 percent where as share of rural subscribers has marginally increased from 34.59 percent to
34.80 percent. The overall wireless Tele density in India reaches 75.42.
Wireless subscription in urban areas increased from 591.10
million in January 2012 to 594.11 million at the end of February 2012. The subscription
in rural areas increased from 312.62 million to 317.06 million during the same period.
This shows higher growth in rural subscription (1.42 percent) than urban subscription (0.51 percent).
The urban wireless teledensity has increased from 162.06 to 162.61 and rural
teledensity has increased from 37.13 to 37.62.
