Updating Records of Records of Trade Union Membership
The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha the general verification of membership of Trade Unions affiliated to Central Trade Union Organizations(CTUOs) was last done with date of reckoning as 31.12.2002 and state-wise as well as industry-wise result was notified by this Ministry vide order dated 11.1.2008.
The registration of Trade Unions is done by the respective Registrars of the Trade Unions of the State Governments and the registered Trade Unions are required to submit annual Statutory Returns to the Registrars of Trade unions of the State Governments. The membership data is not required to be routed to the Ministry under the Trade Unions Act, 1926 and, hence, not maintained centrally.
Section 28 (4) of the Trade Unions Act, 1926 provides for examination of the documents relating to annual returns submitted by the Trade Unions, by the Registrar or any officer authorized by him.
The process of fresh general verification of Trade Unions affiliated to Central Trade Union Organizations has already commenced. This is a lengthy and time consuming process. So far, two meetings of the Standing Committee on general verification, comprising representatives from various Central Trade Union organizations have been held under the chairmanship of Chief Labour Commissioner (Central) and the date of reckoning for fresh general verification unanimously decided as 31.12.2011.
The Minister was replying to a written question in the Rajya Sabha today.

No proposal to increase the Retirement Age of Central Government Servants...
The Central Government clarified that there is no proposal to extend the retirement age of Central Government Employees.
In Rajya Sabha, the Minister of State for Finance Namo Narain Meena told that the total number of Central Government Employees as on March, 2010 was 32.24 Lakh and “at present we have no idea to increase the retirement age of Central Government Employees from 60 to 62”.

TRAI directions on value added services.

As per the Telecom Regulatory Authority of India (TRAI) report on “The Indian Telecom Services Performance Indicators” for January - March 2011 dated 28/07/2011, nine (9) Public sector and one hundred and thirty two (132) private sector companies are providing Broadband Internet Services in different licensed areas across the country.
TRAI has issued recommendations on National Broadband Plan on 8th December 2010. Para 6.21 and 6.22 of these recommendations with regard to speed of Broadband internet are as under
“6.21 The Authority recommends that:
Broadband connection may be defined as
“A data connection using any technology that is able to support interactive services including Internet access and support a minimum download speed of 512 Kilo bits per second (Kbps)”.
6.22 It is to be noted that the upload speed will atleast be half the download speed. This definition of broadband (Both Wireline and Wireless) given in para 6.21 above, which will be effective from 1st January 2011. The stipulated download speed of 2 Mbps will be effective from 1st January 2015.”
Licensed Telecom Service Providers are to provide Internet and Broadband services as per the terms and conditions of their respective license. However, in case of any violations, actions are taken as per the provisions of the respective Telecom licenses. Further, 34 Telecom Enforcement, Resource and Monitoring (TERM) Cells are functioning all across the country to curb illegal activities in telecom services and checking the compliance by the licencees, in respect of licence conditions and any directions issued by the licensor.

Hike rate of return on GPF: Parliamentary panel 
New Delhi, Aug 2 (PTI)
A Parliamentary panel today asked the Central government to increase the rate of return on provident fund for its employees in the light of rising bank rates and EPFO's decision to hike its rate to 9.5 per cent for 2010-11.
"The rate of interest on General Provident Fund (GPF) which is pegged at 8 per cent may be reviewed so that government employees are not put to any disadvantage more so now when the interest rates for bank deposits has also been raised," the Standing Committee on Finance suggested in its report.
If the suggests of the panel finds favour from the government, over 50 lakh Centre's employees will stand to benifit.
The panel headed by former Finance Minister Yashwant Sinha, pointed out that retirement fund body Employees Provident Fund Organiation has also increased rate of interest on PF deposits to 9.5 per cent for 2010-11 from 8 per cent.

Heavy Industries Minister meets Employees’ Unions of HMT
         The Minister for Heavy Industries and Public Enterprises Shri Praful Patel today met with the representatives of the employees’ Unions of the Hindustan Machine Tools Limited (HMT), here today. The Minister for Consumer Affairs, Food and Public Distribution Prof. K.V. Thomas and the Minister for HUPA and Culture Kumari Selja were also present on the occasion. The Ministers heard out the grievances of the employees which related to implementation of pay revision and enhancement in the retirement age from 58 to 60 years.
The Union representatives were informed that the matter has been receiving the attention of the Government - because of the non revision of pay, large scale attribution of employees has taken place specially in core and critical areas. Further, there has been no induction of new talent because of the low pay packages. This has also led to an anomaly by which senior officers were drawing pay less than that of the junior workers. This anomaly can be removed only through implementation of the 1997 pay revision.
It may be recalled that the HMT group of companies are loss making and are not able to generate internal resources to bar the cost of pay revision. Further, as per DPE guidelines, retirement age of employees can be enhanced from 58 to 60 years only in respect of companies which have been making profit in the preceding three years.
The Minister assured the employees that the Ministry would provide full support and build a strong case for the Cabinet approval to 1997 pay revision as well as to change the DPE guidelines for loss making PSUs to enhance the retirement age. The Minister also called for assurance from the Unions for strong commitment to turn around the company.
