The All-India CPI-IW
rose by 2 points in August, 2012 and pegged at 214 (two hundred and fourteen).
On 1-month percentage change, it increased by 0.94 per cent between July and
August compared with 0.52 per cent between the same two months a year ago.
The largest upward contribution to the change in current index came from food
prices which rose by 1.24 per cent, contributing 1.31 percentage points to the
total change. At item level, largest upward pressure came from Sugar, Arhar Dal,
Wheat & Wheat Atta, Rice, Potato, Mustard & Groundnut Oil, Milk Buffalo, Banana,
Goat Meat, Onion, Medicine (Allopathic) and Private Tuition Fee.
The largest downward contribution to the change in current index came from
Vegetables and Fruits with a decline of 2.72 per cent, contributing (-) 0.42
percentage points to the total change. The main downward pressure came from
Tomato, Fish Fresh, Chillies Green, Cabbage & Lady�s Finger.
The year-on-year inflation measured by monthly CPI-IW stood at 10.31 per cent
for August, 2012 (over August, 2011) as compared to 9.84 per cent for the
previous month and 8.99 per cent during the corresponding month of the previous
year. Similarly, the Food inflation stood at 12.20 per cent against 11.27 per
cent of the previous month and 7.33 per cent during the corresponding month of
the previous year.
At centre level, largest increase of 9 points has been recorded in Giridih
followed by Ludhiana (8 points), Asansol and Rourkela (7 points each) and Bhopal
and Chhindwara (6 points each). Among others, 4 centres have recorded rise of 5
points followed by 4 points in 8 centres, 3 points in 13 centres, 2 points in 10
centres and 1 point in 15 centres. Mysore centre reported a decline of 6 points
followed by Bengluru centre with 5 points, Guwahati with 2 points and 7 centres
registered a fall of 1 point each. Rest of the 12 centre�s indices remained
stationary.
The indices of 39 centres are above All-India Index and 37 centre�s indices are
lower than national average. Two centres viz. Vijaywada and Tiruchirapally are
at par with all-India index.
The next index of CPI-IW for the
month of September, 2012 will be released on Wednesday, October 31, 2012.

Bharat Broadband appoints BSNL, MTNL officials on board
New Delhi, Sept 26:
The government’s broadband firm Bharat Broadband Network Ltd has
appointed officials of the state-run telecom companies MTNL and BSNL on
its board of directors.
“We have appointed three directors from BSNL and MTNL, respectively. Now
our board is complete,” N Ravi Shankar, CEO, Bharat Broadband Network
Ltd (BBNL) said.
The government has formed special purpose vehicle BBNL to roll out
broadband network to connect 2.5 lakh panchayats across the country by
2014.
Shankar, who is also the Administrator for Universal Services Obligation
Fund at Department of Telecommunications, said that BBNL has appointed
MTNL’s AK Bhargava as Director-Operations, BSNL’s PK Agarwal as
Director-Planning and Arundhati Panda as Director-Finance.
BBNL has started pilot projects on connecting gram panchayats in three
blocks under Ajmer in Rajasthan, Vishakhapatnam in Andhra Pradesh and
Panisagar in Tripura.

Ahmedabad: For the second consecutive month, the number of mobile connections in Gujarat continued to fall. It was for the first time since May 1997 that telecom companies lost customers in July 2012.
There was a drop of 12.26 lakh in mobile connections in July 2012, while 4.56 connections were down in August. As per the subscription figures released by the telecom industry apex bodies — Cellular Operators Association of India (COAI) and Auspi, the net additions in mobile subscription for August in Gujarat remains negative.
However, the total number of mobile connections in Gujarat remains around 5.30 crore with around 80% of active users.
Idea Cellular, Videocon, Reliance Communications and Tata Teleservices have witnessed a continuing fall for the second consecutive month. Idea tops the list among losers with 1.51 lakh connections.
Interestingly, Bharti Airtel which was the largest gainer in July with 58,000 new connections lost 1.35 lakh in August and become the second largest loser of the month. Videocon which has been losing customer base in Gujarat for a year now has lost more than 3.72 lakh connections since May 2012. In August, with loss of 1.02 lakh connections, the total subscription of Videocon fell below seven digit for first time in two years.
Reliance Communication, which announced 25% hike in call rates last week, has continued the trend of discontinuing the inactive users. Even in August, Reliance has seen fall of 8,400 connections. Tata Teleservices, which is also CDMA and GSM operator like Reliance, has lost 38,894 customers. Aircel witnessed fall of 20,000 connections in August in Gujarat.
Telecom companies have shifted their focus from subscription numbers to revenues. Confirming the effect of slowdown, Brajesh Bajpai, business head of the Gujarat circle for Vodafone informed in a recent meeting that August figures were worse than the previous month. “Several telecom operators have seen a dip in the numbers.
However, we have stopped focusing on numbers, as we are more interested in offering quality services instead of simply adding more subscribers,” he said. Vodafone added 25,000 connections in August in Gujarat. Officials of other telecom companies were not willing to comment on the issue.
Nationally, the members of COAI, witnessed net fall of 71.05 lakh connections in August. Of the total nine GSM operator members of COAI, six have lost connections. Bharti Airtel lost 19.02 lakh connections, Vodafone (15.59 lakh), Idea Cellular (16.46 lakh), Uninor (23.83 lakh), Videocon (3.83 lakh) and MTNL lost 1.03 lakh connections in August.

BSNLEU is holding 6th All India Conference at Ludhiana from 25 09 12 to 28 09 12. FNTOBEA General Secretary Com. P.Andiappan has been invited to address the open session on 25th evening. Accordingly he went to Chennai Central station to board the Rajdhani express on 23 09 12 which starts from Chennai at 6-10 am. He was going towards the compartment to board the train at 5-30 am.
At that time, a trolley man hit him at the back. He fell down and was not able to walk. After sometime, with the help of a trolley , he was taken to the compartment and took his seat.
He was not able to lift his right leg. Myself and Shri P.Andiappan got down from the train. Shri P Andiappan was not able to move.He was carried on a stretcher to 108 ambulance. He was admitted in the hospital on 23 09 12 morning . It was diagnosed as hip fracture right side.

Telecom subscriber tariffs are not likely to fall with a reduction in port-in charges, or what one operator charges for terminating a call from another operator’s network, industry watchers said.
The Telecom Regulatory Authority of India (Trai) has revised the ceiling for interconnect charges between operators, fixing the the upper limit for annual per port fees for fixed line network at Rs10,000 and for mobile phone networks at Rs4,000.
Prior to this, operators had to pay port-in charges of as high as Rs39,000 to connect their subscribers to another operator’s network.
Experts said the reduction would bring down operational expenses of operators by almost a fourth.
New players are expected to benefit the most by this move as majority of their calls are to the networks of incumbent operators, to whom they invariably end up paying high interconnect fees.
However, the discounts to operators are unlikely to be passed on to subscribers, they said. “BSNL, which was pushing for higher port charges from private players, stands to lose, but there will be no sizeable impact on others. While the move comes as a relief to us, tariffs are already very low and reducing them further would increase pressure on operators. Besides, rate per minute has continued to remain relatively constant, even in times when tariffs were increased or reduced. Tariffs, in fact, are likely to increase after the 2G auctions. This is also unlikely to have any impact on mobile number portabilityeither,” said Rajan Matthews, director-general, Cellular Operators Association of India.
Mahesh Uppal, director, Com First (India), a firm dealing in regulatory affairs, concurred.
“While incumbent operators may lose some revenues as a result of reduction in termination charges, this will have marginal, if any, impact on subscriber tariffs,” he said.
Meanwhile, BSNL which had earlier petitioned Trai to fix the port-in charges to Rs46,500 per year, taking into account equipment and other costs, said it was planning to take the regulator to court over this latest announcement.
Earlier this month, Trai chairman Rahul Khullar had said that the telecom tariff war was expected to end within 3-5 years.

Amending regulations, TRAI on Tuesday revised port changes by keeping the upper limit at Rs 4,000 per port in a year for mobile phone network and
Rs 10,000 per port in a year for fixed line networks.
Earlier, telecom operators had to pay up to Rs 39,000 per port annually. Port is an essential part for the establishment of the interconnection between two networks.
These charges add up to call rates as port charges are paid by the operator seeking to connect his network for smooth transfer of calls made by subscribers on other telecom networks.

The representatives of Forum of BSNL Unions and
Associations met Shri
R. Chandrashekar, Secretary, DoT,
today the 20.09.2012 and discussed the ITS issue. The
Forum representatives argued that the non-settlement of
the ITS issue is adversely affecting the growth and
development of BSNL. They demanded that the uncertainty
should come to an end, the Company should have its own
management and for this purpose the judgement of the
Hon’ble Delhi High Court should be implemented.
On hearing the views of the Forum representatives, the
Secretary, DoT told that the views of the Forum leaders
are very valid and that the same would be duly taken into
account while sending a proposal to the cabinet.
The Forum leaders requested the Secretary, DoT to give
early approval for the BSNL’s proposal for 78.2% IDA
fixation. The Secretary, DoT told that it is being looked
into.
Further, when the leaders enquired about the status of the
TRAI’s recommendation to provide financial assistance to
BSNL, the Secretary, DoT told that the same is being
processed.
The Forum leaders also requested the Secretary, DoT that
BSNL should not be made to shell out extra money for it’s
Spectrum Liberalisation. For this the Secretary, DoT said
that the issue would be considered, keeping the interest
of BSNL in mind.
Value of telecom towers.
India has roughly 4 lakh towers and more will be required for expanding
broadband and rural coverage. Deploying towers is a daunting task
involving disparate rules, endless approvals and expensive delays.
Compliance and enforcement are familiar challenges in India.
Streamlining government processes in the states as well as the Centre is
critical. It should ensure that safe towers of appropriate heights
conforming to prescribed standards and levels of emissions can come up
at suitable locations. This, more than empty rhetoric and posturing
about towers, might better reconcile the many competing concerns about
telecom towers.

On the NE12 Pay Scale issue, BSNL management has to issue
order for it’s implementation. Both these steps are not
taken, since the Board minutes are not yet released. CHQ
has requested the Management to promptly take action on
these two issues, soon after the Board minutes are
released.

In it’s meeting held on
28-08-2012, the BSNL Board has
approved the proposal of the Management Committee, to hold
a Pre qualifying screening Test, for the
TTA
LDCE. It may be remembered that BSNLEU has been
continuously demanding that Pre qualifying Screening Test
should be conducted for the officials who are not
possessing 10+2 qualification, to enable them to appear
the TTA LICE. This demand was accepted in the 26th
National Council meeting, held on
27-02-2012(
item no. 8.15). Now the Board has relaxed the Recruitment
Rules and has given it’s approval to conduct that
screening test. However, this relaxation will not be
applicable for the present
TTA
LDCE, since no modification/ relaxation of the Recruitment
Rules are permissible after notification for the exam is
issued. This relaxation will be applicable for the next
TTA
LDCE.

of an employee with a heart condition. The man was denied medical
reimbursement on the ground that he had taken treatment at a private

Monopolistic behaviour in cable landing points.
New Delhi, Sept 5:
The Competition Commission of India (CCI) is looking into allegations of
monopolistic behaviour in the cable landing station market.
A cable landing station is the place where submarine cable systems,
after carrying voice and data for thousands of miles, pass them on to
the domestic network in a country.
India is connected to the rest of the world by 12 submarine cable systems which land at different locations.
However, nearly 85 per cent of these landing points are owned by two players — Tata Communications and Bharti Airtel.

Forum calls upon to hold demonstrations on 18.09.2012 on ITS repatriation issue
An emergent meeting of the Forum, took place on
04.09.2012, under the chairmanship of Com. C. Singh, SG,
NFTE. The following decisions were taken unanimously.
i)
The meeting thanked the CMD BSNL and other Directors for
the approval of 78.2% IDA fixation by the BSNL Board.
However, the meeting expressed it’s dissatisfaction over
the non-implementation of the agreements reached on
12.06.2012, in respect of Child Care Leave and Retirement
benefits of the BSNL recruited employees. The meeting
decided to insist upon the CMD BSNL to take immediate
action to settle both the issues.
ii)
The meeting decided to call upon the Non-Executives and
Executives of BSNL to conduct “Launch Hour Demonstration”
on 18.09.2012, demanding repatriation of the unabsorbed
ITS officers before 30.09.2012, as per the judgement of
the Hon’ble Delhi High Court.

NEW DELHI: Subsidies worth over Rs 13,322 crore have been disbursed to state-run telecom firm BSNL from 2002-03 upto July 31, 2012 under various schemes of the Universal Service Obligation Fund (USOF), Minister of State for Telecommunications and IT Milind Deora today said.
"A subsidy of Rs 297.23 crore, Rs 197.30 crore, Rs 1,311.42 crore, Rs 1,744.41 crore, Rs 1,042.03 crore, Rs 814.84 crore and Rs 1,221.62 crore was disbursed to BSNL in the years 2002-03, 2003-04, 2004-05, 2005-06, 2006-07, 2007-08 and 2008-09," Deora said in a written reply to Rajya Sabha.

The disbursements for the following fiscals stood at Rs 2,009.06 crore (2009-10), Rs 3,001.70 crore (2010-11), Rs 1,634.62 crore (2011-12) and Rs 48.16 crore (2012-13 upto August 31), he added.
The USOF scheme was launched in 2007 to provide subsidy support for setting up and managing 7,871 infrastructure sites (telecom towers) in 500 districts, in specified rural and remote areas.
The amount of subsidy yet to be paid by USOF to BSNL stood at Rs 0.128 crore under the new VPT-II (Village Public Telephones) and Rs 0.504 crore (wireline broadband), Deora said.

NEW DELHI: Vouching for synergies with BSNL, another state-run telecom firm MTNL
today said pitched for a common licence, common sales front, traffic
sharing among network and tax exemption for mutual transactions.
"Synergies (between BSNL and MTNL operations) will come first, merger later," MTNL Chairman and Managing Director AK Garg told reporters on sidelines of a company's event.
MTNL and BSNL at present provide services using separate permits for their respective circles. MTNL has operations in Delhi and Mumbai while BSNL provides telecom services in rest of the country.
Garg said: "This means we should have a common sales front, share traffic among our network and not with anyone else, should be treated as one licence and mutual transactions should be not be taxable".
Earlier, the government set up a committee to form road-map for merger of both the loss-making public companies in to a profitable venture.
