BSNL-submits-vrs-proposal-to-telecom-ministry-in Parliament on 30 11 11
The employees, who will avail the VRS, would get an ex-gratia amount of 60 days salary (basic + dearness allowance) for each completed year of service, or salary for the number of months left in the service, whichever is less.
However, the compensation would be subject to the maximum of 60 months salary, Minister of State for Communications and IT Milind Deora said in Lok Sabha.

Labour is placed in the concurrent list of the Constitution and both
the Central Government and State Governments are designated as the
‘appropriate Government’ in respect of areas of their jurisdiction. In
the Central Sphere, there are clear guidelines/ directives for
verification of membership of Trade Unions for purpose of granting
recognition to the majority Union. In the Central Sphere, no recognition
is pending, for the want of proper guidelines and directives.
Verification
of membership of Trade Unions operating in organizations falling under
the jurisdiction of State Government are carried out by the respective
State Government. Hence, the details of disputes are not maintained by
the Central Government.
Under
the Code of Discipline, a Union may claim to be recognized as a
representative Union for an industry in a local area if it has a
membership of at least 25% of the workers of that industry in that area.
If there are several Trade Unions in an industry, the one with the
largest membership would be recognized as the majority Union. The
procedure for verification of membership of Trade Unions operating in an
establishment is laid down in the Code of Discipline. There is no
specific procedure laid down in the Code of Discipline for verification
of membership of Trade Unions operating in an industry in local area.
This
information was given by the Minister of Labour and Employment Shri
Mallikarjun Kharge in reply in reply to a written question in the Lok
Sabha today.

Union Minister of Labour and Employment Shri.Mallikarjun Kharge has given the answers to key questions raised by Shri.P.Viswanathan in the Lok Sabha regarding the raising of retirement age for Central Government employees.
Questions :
(a) Whether the Government proposes to raise retirement age and retirement pension in private sector in the country;
(b) if so, the details thereof;
(c) whether the Government has issued any directions to implement the above recommendations;
(d) if so, the details thereof ; and

ITS- PSUs ready to tap. -Economic Times 22 11 11
KOLKATA: Public sector units such as RailTel, Gail and PowerGrid are keen to tap into the pool of 1,500 plus Indian Telecom Service (ITS) officials who have been transferred to the telecoms department from state-owned BSNL. The three PSUs,
which are part of a special purpose vehicle that will execute the
20,000-crore national broadband project, may collectively absorb over
200 senior ITS officials as they have a paucity of top telecom specialists.
More than 1,500 ITS officers who were deputed to BSNL 11 years ago when it was spun off into a separate corporate entity have now been asked to return to the technical wing of DoT. But BSNL has sought special permission to hold on to these top executives who wish to return to the DoT.

UF dharna 18 11 11.
The United Forum dharna all over India had a good response.
UF leaders at New Delhi took part in the dharna.
At Chennai, demonstration was held in front of CGM office, Chennai,Tamil Nadu circle.
Com Arunan BSNLEU presided the demonstration. Tepu CS Chellapandian,SEWA CS P.N.Perumal , BSNLEU Com Chellappa, FNTOBEA GS P.Andiappan spoke in the demonstration explaining the demands of UF. Tepu Krishnan proposed vote of thanks.

Demonstrations were held in Cuddalore SSA,Tanjore SSA,Karaikudi SSA.
Dharnas were held at Coimbatore,Coonoor,Salem,Kumbakonam etc. Due to monsoon rains, dharnas were cancelled in some places and demonstrations took place.

Nov 2011 arrested two senior officers of Bharat Sanchar Nigam Limited, Aurangabad,
for allegedly causing financial losses to the tune of Rs
52.68 lakh in connivance with a private agent in 2006-07.The CBI had, in 2009,registered offences against two ITS
officers. Both of them were produced before the special CBI court of M B Satarkar here,which
ordered their release as the chargesheet was filed. Offences had also been registered against one
BSNLs business development officer and one agent for selling SIM cards under
the handset bundling scheme and both of them are absconding, said senior
inspector N M Parab of
the CBI. Parab said the telecom officials, in
connivance with said agent,in
2006-7 inflicted a loss of Rs 32.82 lakh in the
handset bundling scheme. As per the scheme, BSNL had tied up with handset
companies to provide handsets with BSNL SIM cards. whose services were
acquired for marketing and distribution, was to receive Rs 200 per card. He was found to have submitted bogus bills of Rs 32.82 lakh,which the BSNL officials
concerned approved and subsequently paid to said Agent. Similarly, the four
were allegedly involved in converting 23,000
recharge coupons from Rs 79 to Rs 561,causing a
loss of Rs 8.92 lakh to the BSNL to benefit Agrawal while they were also involved in making a bogus
expenditure of over Rs 9 lakh. They have been
charged for causing a loss of Rs 52.68 lakh to
the BSNL. Inspectors D K Bali and Manoj Nair were also a part of the team that arrested the
telecom officials, said Parab.

this, do you plan to give any subsidy to it for its unviable operations?

Both BSNL and MTNL had a big impact from the payout of 3G and BWA spectrum at around Rs 28,000 crore. Even the phasing out of support for uneconomical activities, at Rs 2,000 crore, was stopped for BSNL. We are looking at all the issues but it will take a couple of months to come to a final decision. The number of employees in the two organisations and their percentage of expenditure on this are much higher compared to other telecom companies, as these were mainly landline companies.
The important issue is that all this has impacted their bottom lines and all the requests, including that for a subsidy by BSNL, is being looked at collectively. It will not be a piecemeal approach.

As many as 150 out of 400 Indian
Telecom Service (ITS) officers belonging to
ranks of Junior Administrative Grade (JAG),
Senior Administrative Grade (SAG) and Higher
Administrative Grade (HAG) who were relieved
to join the Department of Telecommunications
(DoT) since November 9, 2011, have joined
in Delhi. All of them were selected by the
UPSC.

It is learnt that NE 12 pay scale has been approved by the management committee on 16 11 11. It will go to BSNL management shortly.

16.11.2011: Decisions taken in the JAC Meeting held on 16th
November 2011:
The
meeting of the Joint Action Committee held on 16th November 2011
took very important decisions with regard to defending the BSNL and its
workers. The meeting was presided over by Com. G.L.Jogi, GS SNEA. Com.
V.A.N.Namboodiri, Convener, JAC reported about the developments after the last
meeting held on 31st October 2011. The house was of the strong
opinion that the non-opted ITS officers should be repatriated immediately. GS
and President attended the meeting.
After
thorough discussion, the following decisions were taken unanimously:
1. The
deferred One Day Strike on the BSNL and Workers issues will now be organised on
15th December 2011. Some additions were made in the Charter of
Demands already approved by the earlier JAC. The Strike Notice will be
modified accordingly. Strike Notice will be served on 17th November.
2. In
preparation for the strike and to give wide propaganda, massive rallies with
maximum participation of workers will be organised on 8th December
2011 at all SSAs/Circles and Corporate Office. A memorandum on the demands
raised in the strike notice will be submitted to the State Governors for onward
submission to the Central government.
3. The
JAC meeting decided to support and participate in the Dharna on 22nd
November 2011 being organised by the United Forum of Executive Associations
demanding immediate repatriation of non-opted ITS officers.
4. The
JAC will meet the CMD BSNL, Secretary DOT and Minister Communications in order
to get the repatriation of non-opted ITS officers at the earliest.
5. The
JAC unanimously decided to participate in the Parliament March being organised
on 25th November 2011 by the Central/State Government, Teachers,
Railway, Defence, Postal employees as also Central / BSNL Pensioners against
the anti-worker Pension Fund Regulatory and Development Authority (PFRDA) Bill
presented in the Parliament. The meeting came to an end at 1830 hours
after vote of thanks.

Dear
Members, As you all are aware that DoT issued its latest instructions yesterday on the Repatriation of the ITS Group ‘A’ officers stating again that officers who have opted for continuing in Government stand reverted to Government and should report to DoT immediately after having been relieved formally by BSNL/MTNL as the case may be. DoT has however further mentioned that officers who are to revert cannot abdicate their posts or refuse to perform their assigned functions or the duties and responsibilities until they are formally relieved by BSNL/MTNL. The Executive Body at ITSA CHQ met in the evening on 08.11.2011 to discuss the latest order of DoT and our stand thereon. It seems that BSNL/MTNL under the garb of the latest order of DoT, would go for selective repatriation. Friends, I assure you that CHQ has been and would be opposing any sort of selective repatriation of any kind. We have therefore decided that officers who would be finally withheld by BSNL/MTNL under the pretext of DoT’s order dated 08.11.2011, should submit a representation drafted by CHQ. The same has been mailed to the respective Circle Secretaries. Minor modifications are permitted but the spirit and message should be the same. Status on ITS Absorption:
GS and GS/AIBSNLEA along with its President met
concerned officers in DOT dealing with the issue of absorption and
requested them to be tough on the issue and not be carried away by
false opinion of BSNL management that BSNL will collapse in the
event of repatriation of ITS. Further, we apprised them that no CPSU
has a borrowed management structure and continuance of such a
mechanism in BSNL for eleven years has pulled down BSNL to present
position. Cries of Crisis, crisis, crisis by BSNL management are
nothing but a deliberate strategy of BSNL management to protect ITS
and allow them to continue in BSNL illegitimately. Very tough and
unwavering response is needed from DOT to conclude this issue which
is extremely vital for viability of BSNL.
Officers dealing with absorption
indicated that government is very firm and means business in real
terms. Government is not going to yield to the pressure tactics of
BSNL management and will ensure that in a phased manner each and
everyone not opting for BSNL will be surely repatriated.
We understand that absorption process
is being implemented in a phased manner and CMD has given
commitments to DOT about definite time frame in which the process
will be concluded.
In the
meantime, to register our strongest protest against BSNL management
for its insistence on completing absorption in a phased manner, we
are planning to hold a massive rally at Delhi along with our MTNL
Comrades on the day orders to complete absorption in a phased manner
are issued. We are determined to fight
it out this time till such time each and every ITS officer not
opting for BSNL is repatriated to DOT.
We
appeal to our Comrades throughout the Country to be fully ready to
fight this war like situation. We commit to our comrades that we
will not sit back till our goal of repatriation of ITS who have been
continuing illegitimately in BSNL for six years is accomplished. Be
ready for a do or die fight to save our beloved company.
